Job Description

1.       Area of expertise:

National Consultant – Global Fund TB Lead Writer, Indonesia

2.       Purpose of consultancy

The purpose of this consultancy is to lead the drafting, consolidation, and refinement of the TB Funding Request narrative and related annexes in alignment with Global Fund requirements, national strategic plans, epidemiological evidence, and programmatic priorities. She/He will also serve as writing team lead consultant who will coordinate The Funding Request TB consultant’s team and ensure alignment and quality assurance of deliverables. The consultant is expected to work as a team in close collaboration with the CCM Technical Working Group for TB and National TB Program, as well as communities with inputs from the Global Fund Secretariat and other technical partners  as appropriate

3.       Background  

Indonesia will develop its Global Fund Grant Cycle 8 (GC8) Funding Request for the period 2027–2029 for HIV, TB, Malaria and RSSH. As part of this process, the Country Coordinating Mechanism (CCM) requires technical writing support to ensure the TB proposal is technically sound, strategically aligned, evidencebased, and submitted on time.

The Global Fund requires that Funding Requests be developed through an inclusive, transparent country dialogue, with inputs from national programs, civil society, affected communities, technical partners, and development partners. Given the tight timeline leading to the June 2026 Window 1 submission, the CCM Indonesia seeks a Lead Writer Consultant for the TB component.

    Final version of the complete Funding Request submission document package, submitted to the CCM for endorsement, and subsequent submission to the Global Fund.

     

    Expected delivery date by 15 June 2026.

    Final assignment report, attaching Grant Confirmation based on the grant negotiation process, including those approved by the Country Team and the Global Fund's Technical Review Panel.

5.       Qualifications, experience, skills and languages

Educational Qualifications:

Essential: Master's degree or higher in public health, international development, social sciences or equivalent.

Desirable: N/A

Experience

Essential:

1.   At least 15 years' experience in planning, implementing, and/or monitoring and evaluation of large- scale health programs particularly in ATM-R programs

2.   Experience developing and drafting Funding Requests for the Global Fund.

3.   Experience working in the health sector in Indonesia, particularly in the management of Tuberculosis, and demonstrated relationships with key health actors.

4.   Experience collaborating with several multilateral and bilateral donors, international health partners, as well as government and civil society representatives.

5.   Understanding of Global Fund procedures and requirements is preferred.

6.   Understanding of the socio-cultural, historical, and political context of the ATM-R Program in Indonesia.

7.   Demonstrated skills in developing research and academic papers and possessing the ability to acquire information.

8.   Ability to develop strategic plans related to HIV/AIDS, Tuberculosis, Malaria and RSSH Programs.

9.   Experience negotiating, delivering presentations, and writing in English with multi-stakeholder partners.

10.   Able to think broadly in various social contexts of ATM and RSSH strategic plans

1.       In-depth knowledge of Indonesia's National TB Program and National TB Strategic plan.

2.       Sound knowledge of TB epidemiology and national, regional and global responses to TB

5.       S.   Able to deliver work as a team in with a fast-moving deadline

6.       Excellent analytical skills (incl. in programmatic and financial gap analysis)

7.       Excellent networking, oral and written communication, presentation, and reporting skills in English. Fluency in written and spoken English is an absolute necessity

8.       Demonstrated ability to work in a multi-cultural environment and establish harmonious and effective working relationships, both within and outside the organization

8.       Remuneration and budget (travel costs are excluded):

a.       Remuneration: IDR 3,789,000 (daily, paid 45 days within the contract duration)  

b.       Living expenses (A living expense is payable to on-site consultants who are internationally recruited): Not applicable

c.       Expected duration of contract (Maximum contract duration is 11 months per calendar year):
