Organizational Setting and Reporting Relationship
The position of Senior Investment Officer is assigned to the Infrastructure Finance Division 2 (PSIF2) within the Private Sector Operations Department (PSOD). You will be based at our Headquarters in Manila, Philippines.
You will report to Director, PSIF2 and/or designated International Staff and will oversee Junior team members.
Your Role
As a Senior Investment Officer, you will provide technical support and coordination in the processing of ADB's private sector investments and technical assistance in Southeast Asia, East Asia and the Pacific. You will also support the processing and implementation of private sector infrastructure financing projects.
You will:
a. Project Development and Processing
- Support in identifying, development, management, and structuring of nonsovereign transactions.
- Lead credit and financial due diligence by developing financial models and assessing the risk and credit profile of proposed infrastructure investments including reviewing contracts and project documents.
- Analyze financial statements and models; perform sensitivity analysis and stress testing and make necessary recommendations.
- Contribute and negotiate with project developers, sponsors, and financiers to help implement transactions and underlying projects.
- Represent ADB in specific transactions with external technical advisors, consultants and lawyers.
- Support relevant sector, and country research as a part of transaction risk assessment.
- Work and collaborate with other Departments to address credit-related and safeguard issues.
- Prepare presentation materials and present issues in meetings such as Investment Committee meetings.
b. Integrity Due Diligence
- Gather, review, and organize information available from internal and external sources such as news articles, multimedia, and web sources regarding relevant jurisdictions and regulatory frameworks, activities, rumors, complaints, litigation, investigations, cases, convictions, sanctions associated with or relating to relevant parties to PSIF2 transactions.
- Organize and analyze the information from an integrity and AML/CTF perspective for review and validation by the Private Sector Transaction Support Division.
c. Strategy and Planning
- Participate in ADB initiatives and contribute to policy and strategy development for ADB's developmental goals for the private sector in consultation with relevant partners.
d. Others
- Support project administration and participate in review missions; manage disbursement of approved investments; participate in negotiations with project developers, sponsors, and financiers; and analyze progress reports from review missions.
- Participate in regional knowledge forums, conferences, and ADB events for external knowledge sharing.
- Perform other tasks in consonance with the role and workplan.
Qualifications
You will need:
- Bachelor's degree in Management, Finance or in related fields preferably with Master's Degree or equivalent.
- At least 8 years of work experience preferably in project finance or corporate finance; and at least 4 years of supervisory experience.
- Experience to undertake research and analysis; collect and organize required data; apply the appropriate technical skills to analyze the data; and prepare notes, papers and sections of reports.
- Excellent analytical skills with the capability to understand causal relationships, evaluate pros and cons, and assess factors to make informed decisions.
- Strong oral and written communication skills in English, including report-writing.
- Supervisory experience to mentor Administrative Staff to facilitate work planning, delivery and quality review.
- Collaborative character to work with teams as a constructive team member.

Additional Information
This appointment is open to internal and external applicants.
This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff's particular blend of skills and experience in the foreseeable future; and (b) Staff's performance is satisfactory and they are suitable for further employment.
