Background/Context

UN Women is supporting the Bangladesh Bureau of Statistics (BBS), through its Environment, Climate Change and Disaster Statistics (ECDS) Cell, to conduct the Bangladesh Gender and Environment Survey (BGES) 2025. The survey aims to generate nationally representative, gender-disaggregated data to assess the inter-linkages between gender equality, women’s empowerment, and environment, climate change, and disaster-related issues in Bangladesh.
BGES 2025 is designed as a nationally representative household survey, drawing its Enumeration Areas/Primary Sampling Units (PSUs) from the Population and Housing Census 2022. The survey methodology and implementation follow UN Women’s survey guidelines and national and international statistical standards.
To support the successful implementation of BGES 2025, UN Women seeks to engage a Local Consultant (Data Processing, Tabulation and Analysis Expert) to lead and support data processing, tabulation, analysis, and preparation of key analytical outputs of the GES, for BBS.
 

Description of Responsibilities/ Scope of Work
The consultant will work under the supervision of the Program Analyst, CCA/DRR/HA of UN Women, and guidance of the Focal Point Officer of the “Bangladesh Gender and Environment Survey (BGES) 2025”.
 

Scope of Work:
1. Prepare a time-bound work plan with key deliverables
2. Develop the Tabulation Plan and complete data processing of the Bangladesh Gender and Environment Survey (BGES) 2025, under the guidance of BGES/BBS, and in line with national and international standards
3. Conduct analysis, prepare key findings etc. as advised by BGES/BBS.
4. Submit a written report of his/her work on the completion of the contract period.

Duty Station(s): ECDS cell under Bangladesh Bureau of statistics.
 

Travel and DSA: No DSA will be paid at the duty station(s) – For this consultancy, the duty station is considered Dhaka. Travel outside the duty station, upon prior agreement/approval, shall be UN Women’s expenses and the individual contractor shall receive a per-diem not exceeding United Nations daily subsistence allowance rate in location(s) of the destination.
 

All data collected by the consultant must be submitted to the Program specialist DRR, CCA and HA in Word, PowerPoint or Excel
formats and is the property of UN Women. Proper storage of data is essential for ensuring confidentiality and a data protection plan will be developed during the inception phase. Additionally, if issues of wrongdoing, fraud or other unethical conduct has been identified, UN Women and UNDP procedures must be followed and confidentiality be maintained. The UN Women Legal Framework for Addressing Non-Compliance with UN Standards of Conduct, and accompanying policies protecting against retaliation and prohibiting harassment and abuse of authority, provide a cohesive framework aimed at creating and maintaining a harmonious working environment, ensuring that staff members do not engage in any wrongdoing and that all allegations of wrongdoing are reported promptly, investigated and appropriate action taken to achieve accountability.
All AI tools and methods applied will comply with principles of transparency, accountability, fairness, and data privacy. Ethical considerations will be prioritized to ensure that AI use does not introduce bias, compromise confidentiality, or undermine human oversight. The DRR team will document AI-related processes and decisions to maintain integrity and trustworthiness throughout the data analysis process.

FUNCTIONAL COMPETENCIES:
• Proven expertise in data processing, tabulation, and statistical analysis of large-scale household surveys.
• Strong analytical and quantitative skills with the ability to interpret and present complex data clearly and accurately.
• Demonstrated experience in working with environment, climate change, Gender and disaster statistics.
• Proficiency in using statistical and data processing software such as Stata, CSPro, R, and Microsoft Office applications.
• Ability to develop and implement tabulation plans in line with approved survey methodologies and international statistical standards.
• Strong organizational and time-management skills with the ability to meet deadlines under a time-bound work plan.

Education and Certification:
Masters’s degree in Statistics/Social Sciences (Economics/ Sociology/ Political Science)/ Mathematics
 

Experience:
a) At least 15 years of practical experience in official statistical activities including survey design, tabulation plan preparation, data processing, analysis etc. Out of this, minimum 7 years of practical experience must be in Data processing, Tabulation and analysis on Gender, environment, climate change, disaster, and disaster statistics in Bangladesh Bureau of Statistics.
b) Interested candidates should be knowledgeable in concepts, definitions, classifications, methodologies, and questionnaires related to environment, climate change, disaster, and disaster statistics.
c) Must have Institutional experience in conducting surveys in this regard.
d) Must have proficiency in using Microsoft Office software as well as statistical software such as Stata / CS-Pro / R etc.
e) Must have special proficiency in writing and speaking Bengali and English.
f) Candidates who have experience in working with ECDS Project, BBS will get the priority.
 

Languages:
Fluency in English and Bengali (Bangla) is required.

Evaluation Criteria
The maximum score that the candidate can achieve for this consultancy is 100. Candidates who receive a score higher than 80 out of 100 will be shortlisted for the interview:
1. Master’s degree or equivalent in Statistics/Social Sciences (Gender studies, Economics/ Sociology/ Political Science)/ Mathematics or similar fields is required. (10 points)
2. Atleast 15 Years of practical experience in official statistical activities including survey design, tabulation plan preparation, data processing, analysis etc. (30 points)
3. Proven, 7 years of practical experience in Data processing, Tabulation and analysis on environment, climate change, disaster, and disaster statistics in Bangladesh Bureau of Statistics. (30 points)
• Interview (30 points)
 

Interview will be organized, depending on the short-listed candidates’ qualifications.
