PROJECT BACKGROUND

Based in Seoul, the Global Green Growth Institute (GGGI) is an intergovernmental organization founded to support and promote green growth targeting key aspects of economic performance such as poverty reduction, job creation, social inclusion, and environmental sustainability. GGGI works with countries by building capacity and fostering green growth policies. GGGI partners with countries, multilateral institutions, government agencies, and the private sector to help strengthen economies that support sustainable use of natural resources, less carbon-intensive, and more resilient growth considering climate change.

GGGI has a diverse portfolio of programs in various countries. These in-country programs, together with global products and services, focus on delivering results through an integrated approach of evidence-based green growth planning and implementation aligned to national development priorities. The organization also focuses on knowledge development and management activities which build a strong theoretical and empirical basis for green growth, while providing concrete options and guidance for policymakers; as well as building the conditions for public and private green infrastructure investments.

GGGI is implementing a multi-year GCF Readiness–funded technical assistance program to support the Government of the Dominican Republic in mobilizing national and international climate finance and private investment for NDC implementation, aligned with the National Climate Finance Strategy and the Country Platform. In this context, the GGGI Dominican Republic Office seeks an individual consultant to strengthen the visibility of GCF Readiness–supported events and engagements through strategic communications, delivering written, visual, and audiovisual content for internal and external audiences for activities such as National Climate Finance Week 2026, workshops, public forums, and stakeholder meetings.

OBJECTIVES OF THE ASSIGNMENT

Reporting directly to the GGGI Dominican Republic Program Manager, the Junior Communications Consultant, GGGI Dominican Republic will work closely with the representatives of MMARN’s Viceministry of Climate Change and Sustainability, GCF’s National Designated Authority in the Dominican Republic, to develop and implement the Country Platform communication plan and support the coordination of key events, including its launching at Climate Finance Week 2026, while delivering event-related communication tasks and designing multimedia and graphic content.

DELIVERABLES AND PAYMENT SCHEDULE

Deliverables will be produced under the operational requirements of MMARN’s Viceministry of Climate Change and Sustainability fully meeting GGGI policies, standards and donor requirements and other operational and office functions. The Junior Communications Consultant will ensure high-quality, timely communications, troubleshoot as needed, and support the effective development and implementation of the strategic communications plan. The scope of work includes, but is not limited to, the following activities:

1. Strategic Digital Communications and Content Delivery

  • Design and produce multimedia communication products (e.g. infographics, visual cards, short videos, GIFs) aligned with MMARN, GCF, and GGGI branding guidelines.

  • Develop and implement a quarterly digital content plan for the Country Platform, including key messages, themes, formats, and engagement objectives.

  • Schedule and publish approved content across digital platforms (social media and website) in line with agreed timelines and content calendars.

  • Support the design and execution of targeted digital campaigns to increase visibility, awareness, and engagement on climate finance initiatives, including the Country Platform.

2. Event Communications and Visibility Support

  • Provide end-to-end communication support for priority events, including Climate Finance Week 2026, covering pre-event promotion, live coverage, and post-event dissemination.

  • Produce real-time and post-event digital content (social media posts, visuals, short videos, interviews, photo documentation, and video capsules).

  • Support the coordination and quality assurance of external suppliers (e.g. photography, video recording, streaming, graphic design) and the development of event materials such as invitations, banners, speaker profiles, and evaluation templates.

3. Publications and Knowledge Products

  • Support the planning, drafting, editing, and design of high-quality communication materials, including press releases, articles, newsletters, presentations, brochures, roll-ups, infographics, and reports, ensuring consistency with institutional messaging and visibility guidelines.

  • Provide advisory and quality control support to suppliers contracted for the design and production of GCF Readiness publications and communication materials.

4. Monitoring, Analytics, and Continuous Improvement

  • Produce monthly social media analytics summaries tracking reach, engagement, impressions, and follower growth.

  • Deliver quarterly analytical reports on the performance of communication products and campaigns, including lessons learned and practical recommendations.

  • Prepare periodic social media and digital trend briefs to inform adaptive improvements in communication approaches and audience engagement.

5. Strategic and Coordination Support

  • Support the development and implementation of the GCF Readiness Strategic Communications Plan in the Dominican Republic.

  • Provide communications support to capacity-building activities (e.g. workshops, webinars, courses) and knowledge-sharing platforms.

  • Coordinate with GGGI country and regional teams, including the Caribbean program, to ensure coherence and alignment of communication efforts.

  • Undertake other communication-related tasks relevant to the objectives of the consultancy, as agreed with the Program Manager.

REPORTING ARRANGEMENTS

The Junior Communications Consultant will be supervised by the GGGI Dominican Republic Program Manager, who will oversee the timely and quality delivery of all outputs under the GCF Readiness. Progress will be monitored through periodic planning and review meetings, including biweekly coordination meetings to prioritize activities, adjust scope, and track milestones, in coordination with MMARN as needed. The consultant shall report monthly time allocation by program through GGGI’s standard timesheet system. The consultant will report progress on a monthly basis using GGGI’s standard reporting template, reflecting activities performed, and time allocated during the reporting period.

EXPERTISE REQUIRED
  • Bachelor’s degree in Communications, Journalism, Marketing, Advertising, International Relations, or a related field is an asset, but not required; relevant professional experience will be considered in lieu of a degree.

  • Knowledge and experience with design software, including Adobe Creative Cloud tools (Illustrator, Photoshop, Premiere Pro), Canva, or other design platforms.

  • Experience designing social media posts, infographics, videos, and other communication materials.

  • Highly proficient in using social media platforms (Twitter/X, Facebook, LinkedIn, Instagram, and others).

  • Strong computer skills, including Microsoft Office suite.

  • Minimum of four (4) years of professional experience in communications, marketing, social media management or related fields.

  • Demonstrated interest and experience in event coverage and corporate branding.

  • Exceptional attention to detail, particularly when producing communications materials and adhering to organizational rules and guidelines.

  • Creativity and a keen interest in using innovative, modern technologies to deliver messages effectively.

  • Knowledge and awareness of green growth, environmental issues and climate change is a plus.

  • Spanish native and excellent English writing and speaking skills are required.

SOCIAL AND SUSTAINABILITY SAFEGUARDS

GGGI as an institution abides by its project-level Sustainability and Safeguards Rules (SSR) for all projects aligned with international standards for Environmental and Social Safeguards. The SSR is aligned with commonly recognized international standards for Environmental and Social Safeguards (ESS), i.e. the WB Performance Standard, that ensure project level safeguarding of communities and people impacted by GGGI activities. GGGI has integrated project level Environmental and Social Safeguards into its Project Cycle Management (PCM) with mandatory Preliminary Gender and Social Assessments and ESS Screening of all projects to identify and manage risks.

In addition, GGGI’s Gender Equality and Social Inclusion Strategy 2021-2025 provides a framework toward achieving the principle of “Leaving No One Behind” in the transformation towards green growth, guiding GGGI's approaches to the mainstreaming of gender equality and poverty reduction in GGGI Dominican Replubic’s Program. This also includes the implementation of the GGGI Gender Equality and Poverty Reduction Policy Markers on all projects. GGGI’s Corporate Results Framework requires gender disaggregated indicators for participation in GGGI Capacity Building events.

GGGI’s Child Protection Rules and GGGI Rules on Sexual Exploitation ensure safeguarding of children impacted by GGGI activities or in contact with GGGI contracted personnel, with GGGI taking a zero-tolerance approach to child exploitation.
