DUTIES AND RESPONSIBILITIES
Under the supervision of the Head, Technical Coordination Unit (TCU), the Consultant will carry out the following tasks:
1. Site Acceptance Test (SAT) - Conduct on-site technical reception of the calibration equipment and verify compliance with supplier procedures and specifications. (5 days).
2. Capacity Building - Train designated SODEXAM personnel on: - Metrology fundamentals and international vocabulary (VIM) taking as foundation the WMO self-learning online course as well as BIPM reference documents. - Uncertainty computation and measurement traceability - Operation and maintenance of the delivered equipment - Introduction to ISO/IEC 17025 requirements (10 days)
3. Development of SOPs - Draft Standard Operating Procedures (SOPs) for laboratory calibration and field verification of key meteorological parameters: pressure, temperature, humidity, radiation, and precipitation adapted to the laboratory equipment, staff of SODEXAM and for all the instruments used in the observing network. (10 days).
4. Gap Assessment for ISO 17025 - Propose a tailored roadmap for SODEXAM to achieve ISO/IEC 17025 compliance, including identification of technical, organizational, and resource gaps. (5 days).DELIVERABLES - Inception Report. - Technical SAT report. - Training materials and attendance report. - Draft SOPs for calibration operations and field verification operations. - ISO 17025 gap analysis report and recommended action plan. | QUALIFICATIONS | Education Advanced university degree (Master's or equivalent) in meteorology, physics, instrumentation engineering, metrology, or other fields relevant to calibration, measurement, and quality systems. | Experience Minimum 10 years of progressively responsible experience in meteorological or environmental instrumentation, including calibration, maintenance, and quality management systems. Proven experience in establishing or supporting calibration laboratories, developing SOPs, and aligning operations with ISO/IEC 17025 standards. Prior work with National Meteorological and Hydrological Services (NMHSs) or equivalent institutions in Africa, particularly in operational environments, is highly desirable. | Languages Excellent knowledge of both French and English (oral and written) is required. Knowledge of other official languages of WMO would be an advantage. (Note: The official languages of the Organization are Arabic, Chinese, English, French, Russian and Spanish.) | |
