POSITION SUMMARY

The Officer, Climate Innovation and Entrepreneurship, will support the implementation of the “Collaborative Research, Development and Business (R&DB) Program for Promoting the Innovation of Climate Technopreneurship” (the “Program”) in the Philippines. The position plays a pivotal role in driving innovation, entrepreneurship, and market readiness for climate technologies through direct engagement with government, private sector actors, and local innovators.

Under the guidance of the Senior Investment Officer in the Philippines, and in close coordination with the Regional Program Lead based in Seoul, the Officer will be responsible for coordinating the implementation of Program Components 1 (Country-Driven Acceleration Readiness) and 4 (Technical Assistance).This role involves designing and executing the National Climate Entrepreneur Accelerator Program, sourcing and accelerating high-potential local entrepreneurs and strengthening the Philippine climate innovation ecosystem, ultimately driving partnerships and technology transfer with global firms (Component 2) and unlocking financing through the Climate Technopreneurship Fund (Component 3). The Officer will need to understand the overall program structure and collaborate closely with the Asia Regional Office (R‑SMU) and other Executing Entities to achieve these goals.

Key responsibilities include stakeholder engagement and coordination with government counterparties in the Philippines, such as the Department of Science and Technology, the Department of Trade and Industry and the Department of Finance as potential government program hosts as well as other key national institutions. Furthermore, the officer will support the delivery of technical assistance, capacity building for climate technopreneurs, and development of measurement, reporting, and verification (MRV) protocols for impact assessment. S/he will also contribute to the design of the national intellectual property (IP) framework to support climate-focused innovation in the Philippines.

In addition, the selected candidate will collaborate with GGGI’s Green Investment Unit to identify and support the development of commercially viable climate and green growth investment projects in priority sectors. This position is central to fostering country ownership, promoting climate innovation, and contributing to the Philippines transition to a low-carbon, climate-resilient economy.

PURPOSE
  • Coordinate the execution of Program Components 1 and 4 in the Philippines, ensuring timely delivery and alignment with GGGI’s role as Co-Executing Entity and with national development priorities.
  • Support the establishment and management the Sustainability Management Unit (SMU) in the Philippines to strengthen national coordination, drive country ownership, ensure effective program governance and implementation of the Program, and closely communicate and coordinate with the Regional SMU (R-SMU) and other executing entities.
  • Accelerate climate technology adoption and entrepreneurship by supporting the identification, acceleration, and capacity-building of local climate technopreneurs and startups as well as growth stage companies for joint-venture participation.
  • Strengthen the national climate innovation ecosystem through stakeholder engagement, policy support, and development of enabling instruments such as MRV protocols and Intellectual Property (IP) frameworks.
  • Analyse sectoral challenges and opportunities to inform program design, identify intervention points, and support the development of scalable, investable green business models.

ENGAGEMENT

Coordination & Stakeholder Engagement

  • Facilitate effective communication and coordination with the Department of Science and Technology, the Department of Trade and Industry as well as the Department of Finance and all relevant stakeholders.
  • Support strategic engagement with the Department of Finance (as NDA to GCF) and other key ministries through the National Sustainability Management Unit (SMU) to ensure alignment with national priorities.
  • Serve as the primary liaison between GGGI and external stakeholders to define project scopes, clarify roles and responsibilities, and align expectations.
  • Facilitate communication with KDB and other Executing Entities to ensure streamlined operations across program components.

Program Management & Implementation

  • Provide operational direction and technical guidance to the Philippines-based Program team.
  • Coordinate day-to-day implementation of activities in line with national strategies for climate innovation and entrepreneurship.
  • Implement design and execution of an inclusive communication and outreach strategy in the Philippines to ensure diverse local participation from climate technopreneurs and innovation actors.
  • Organize roadshows, information sessions, and engage incubators and accelerators to broaden outreach and participation.

Partnerships & Collaboration

  • Build and maintain strategic partnerships with local implementing partners, entrepreneurship associations, academic institutions, and innovation ecosystem stakeholders.
  • Foster smooth internal collaboration across GGGI, including HQ and country teams, by actively engaging with other teams and promoting the “One GGGI” approach.
  • Collaborate closely with the GGGI Philippines Investment Team to align with broader investment facilitation efforts.
  • Support resource and investment mobilization in coordination with GGGI colleagues in the Philippines and HQ.

DELIVERY

The candidate is expected to deliver the following:

  • Play a leading role in the implementation of Components 1 and 4 in the Philippines, including work planning, budgeting, risk management, and M&E, ensuring timely and quality delivery of all program outputs.
  • Ensure close coordination with the Department of Science and Technology, the Department of Trade and Industry as well as the Department of Finance (NDA), and other stakeholders through the National SMU to ensure effective program governance and alignment with national priorities.
  • Contribute to Design and Management of the National Climate Entrepreneur Acceleration Program (N-CEAP), including sourcing, capacity building, and demo events to prepare local entrepreneurs for global partnerships.
  • Support the development of a national IP framework and organize business forums and workshops to strengthen the climate innovation ecosystem.
  • Ensure robust MRV and M&E systems are in place, with strong integration of gender equality and social inclusion across all activities.

REQUIREMENTS
QUALIFICATIONS
  • Bachelor’s degree (Master’s degree an added advantage) in a relevant field such as Business, Finance, Economics, Accounting, Entrepreneurship, Engineering, Law, or other related disciplines.
  • Minimum of 5 years of experience in country-level work experience, in project or program management, preferably in climate innovation, entrepreneurship, technology acceleration, or green growth.
  • Experience (2+ years preferred) in startup support, venture building, innovation programs, business incubation, or accelerator project management, particularly with startups, MSMEs, or impact ventures, is highly desirable.
  • Knowledge of early-stage financing, venture capital, or grant funding processes desirable.
  • Proven track record in supporting project management, including planning, reporting and financial management.
  • Demonstrated experience working with government institutions, development partners, or the private sector in the Philippines.
  • Familiarity with climate finance mechanisms, such as GCF or other related programs, is desirable.
  • Experience in climate tech, social innovation, digital transformation, or circular economy sectors is desirable
  • Experience in developing financial models for startups or SMEs, particularly for investment readiness and funding proposals, is highly desirable.
  • Ability to lead and work effectively with people from diverse cultural and professional backgrounds.
  • Excellent English oral and written communication skills.

FUNCTIONAL
  • Proven ability to develop and maintain strong relationships with GGGI partner institutions.
  • Experience in policy formulation, capacity building and multi-stakeholder engagement.
  • Understand Government policy and implementation at national and sub-national levels in the Philippines.
  • Strong organizational skills with experience in integrating environmental and social safeguards, gender, poverty reduction and social inclusion, will be an asset.
  • Knowledge of green investment principles and climate financing isdesirable
  • Experience managing projects involving international and local consultants.
  • Experience in conducting project MRV and M&E, with strong integration of gender equality and social inclusion will be an asset.
  • Skilled in writing clear reports and maintaining databases effectively.
  • Capability to perform in demanding atmosphere with self-motivation to deliver quality results in timely manner.

WORKING CONDITIONS
  • The Officer position is an X8 grade level in GGGI’s National salary scale. Determination of base salary is subject to candidate's experience, academic background and internal equity.
  • GGGI provides 15% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance that covers dental and vision.

PROGRAM INTRODUCTION

GGGI has been collaborating with the Korea Development Bank (KDB) in the design of the GCF Program “The Collaborative R&DB programme for Promoting the Innovation of Climate Technopreneurship (FP240)” (the Program) to support climate technology industries and entrepreneurship in Southeast Asia. The funding proposal (total project size USD 221 million) was approved by the 39th Green Climate Fund (GCF) Board meeting in July 2024. (https://www.greenclimate.fund/project/fp240)

The Program is composed of four components:

  1. Component 1. Country Driven Acceleration Readiness
  2. Component 2. Global Acceleration for Collaborative R&DB (R&D + Business)
  3. Component 3. Climate Technopreneurship Fund (CTF)
  4. Component 4. Technical Assistance (TA) for Strengthened Ecosystem

The Program will create an incubation and acceleration platform to build capacity of local entrepreneurs, support joint ventures and technology transfer between local entrepreneurs and global climate technology firms, and strengthen the ecosystem for climate technology in five countries in Southeast Asia – Cambodia, Lao PDR, Indonesia, the Philippines, and Viet Nam. The Program will contribute to their transition to low emission and climate-resilient development and enable investment in climate ventures/companies in the region by establishing a USD 200 million Climate Technopreneurship Fund co-financed by the GCF and private investors.

GGGI will lead country-level acceleration readiness activities (Component 1) and ecosystem building (Component 4) as an Executing Entity (EE) together with KDB. The program will invest in approximately 40 companies in climate technology and business in the region, expecting to ultimately avoid 1.6 million tons of GHG emissions and reach 2.3 million direct and indirect beneficiaries.
