Forests sit at the center of the international environmental agenda and are increasingly recognized as critical to climate mitigation, biodiversity conservation, and sustainable development. In recent years, global commitments including the Glasgow Leaders’ Declaration on Forests, the Kunming–Montreal Global Biodiversity Framework (GBF), and COP28 outcomes have reaffirmed the urgent need to halt deforestation and accelerate restoration by 2030.

The European Union (EU) has been a global leader on forests and sustainable value chains, including through the European Green Deal, the EU Forest Partnerships, the Global Gateway, and the EU Regulation on Deforestation-Free Products (EUDR).

In this context, GGGI is implementing the Financing for Forests programme, which aims to enhance forest finance ecosystems in Lao PDR, Mongolia, Guyana, and Colombia over five years by piloting and scaling innovative financing instruments and strengthening the enabling environment for sustainable forest investment.

POSITION SUMMARY

The Finance, Administration and Procurement Senior Assistant will provide dedicated operational, financial, administrative, and procurement support to the Financing for Forests (F4F) Programme, ensuring full compliance with GGGI policies and procedures, EU contractual requirements, and applicable donor rules.

The position supports programme teams across multiple regions and countries, with a strong focus on budget management, financial monitoring, procurement, contracting, HR administration, donor reporting, audit support, and ERP-based project management.

The role will report to the F4F Programme Manager, working closely with Country Representatives, Country Teams, Finance and Procurement Units.

PURPOSE

The role contributes to the effective and compliant implementation of the F4F Programme by:

  • Ensuring robust financial management, budget execution, and cost control across programme components
  • Supporting procurement, contracting, and HR processes in compliance with GGGI and EU requirements
  • Ensuring accurate financial reporting, audit readiness, and donor compliance
  • Supporting programme governance, planning, monitoring, and operational efficiency
  • Enabling smooth day-to-day administration for multi-country programme delivery

ENGAGEMENT

The Finance, Administration and Procurement Senior Assistant will:

  • Work closely with the Programme Manager to support budgeting, financial monitoring, procurement planning, HR administration, and programme execution
  • Coordinate with GGGI Finance, Procurement, HR, and Legal units to ensure timely processing and compliance
  • Support technical teams and consultants in understanding and applying GGGI and EU financial and procurement rules
  • Liaise with suppliers, consultants, service providers, and internal stakeholders across countries
  • Support communications with donor focal points on finance, procurement, and administrative matters

DELIVERY

Financial Management and Reporting

  • Develop, activate, and manage programme budgets and logframes in GGGI’s ERP and online systems
  • Monitor expenditure against approved budgets, including review of timesheets and financial documentation
  • Prepare periodic financial reports (monthly, quarterly, annual) for internal management and donors
  • Support financial planning, reprogramming, and budget revisions, including preparation of donor approval requests
  • Support the preparation of financial inputs for Programme Steering Committees and Country Steering Committees

Procurement and Contract Management

  • Support procurement processes for consultants, firms, goods, and services in line with GGGI and EU rules
  • Prepare and validate Terms of Reference (ToRs), procurement documentation, and evaluation records
  • Track procurement plans, contract amendments, and deliverables
  • Support contracting and payment processes, ensuring timely and compliant execution

Administration and HR Support

  • Support recruitment and contracting of staff and consultants in line with GGGI procedures
  • Develop and deliver onboarding materials for new staff and consultants
  • Provide day-to-day administrative support for programme implementation, workshops, and missions

Audit, Compliance, and Systems

  • Support internal and external audits by providing accurate financial and procurement documentation
  • Ensure proper use of GGGI ERP modules and budget tools by programme teams
  • Maintain up-to-date financial, procurement, and administrative tracking tools
  • Support monitoring of programme operational efficiency and cost-effectiveness

REQUIREMENTS

QUALIFICATIONS

  • Bachelor’s degree in Finance, Accounting, Business Administration, Economics, or a related field

Experience

  • Minimum 3-4 years of relevant experience in finance, administration, procurement, or programme support roles
  • Experience working with international organizations or donor-funded programmes preferred
  • Familiarity with EU-funded projects, financial reporting, and audit requirements is a strong asset
  • Experience using ERP or resource-planning systems is an advantage

Languages

  • Proficiency in English is required

  • Strong attention to detail, particularly in financial tracking, documentation, and compliance
  • Ability to manage multiple tasks and deadlines in a fast-paced, multi-country environment
  • Strong organizational and analytical skills
  • High proficiency in Microsoft Office (Excel, Word, PowerPoint)
  • Ability to work independently with minimal supervision and as part of a team
  • Service-oriented mindset with strong problem-solving skills
  • Ability to adapt quickly to new systems, processes, and requirements
