GGGI’s project portfolio in Central America has expanded rapidly since 2024. In addition to three ongoing projects (SV01, SV05 & ROB026), GGGI will implement at least three additional projects in the region in 2026: Technical Assistance for Designing a Pilot Biogas Production Plant with Aquatic Biomass (SV008) in El Salvador, funded by the NDC Partnership; Advancing Sustainable Finance in Central America (GGPI12), funded by the Global Trust Fund; and Blue Fonseca: Enabling Blue Economy Investments in the Honduran Gulf of Fonseca (HN010), funded by the Korean Green New Deal Fund. GGGI also manages a growing pipeline of climate mitigation and adaptation initiatives supporting member and partner governments across Central America.

Within this context, GGGI is seeking a Finance, Procurement and Administrative Senior Assistant, based in San Salvador, El Salvador, to support project implementation, core budgets management, and the development of new proposals under the Central America pipeline.

POSITION SUMMARY

Based in San Salvador, the Finance, Procurement and Administrative Senior Assistant support the effective implementation of GGGI projects and core budgets in Central America by providing operational guidance and technical support in finance, procurement, administration and human resources processes, acting as an internal technical reference within the Finance & Corporate Services team, without direct supervisory or managerial authority. The role ensures compliance with GGGI policies, rules, systems, and procedures, and supports technical teams in executing financial, procurement, and administrative tasks required for country-level operations.

This position contributes to the delivery of efficient operation enabling services for the GGGI Central America office, ensuring sound financial and administrative management and supporting the successful implementation of in-country activities. The Finance, Procurement and Administrative Senior Assistant reports to the GGGI Central America Portfolio Management Senior Officer.

PURPOSE
  • Ensure compliance by supporting and guiding projects teams, in the application of GGGI’s Finance and Corporate Services (FCS) rules, guidelines, and procedures – including procurement, finance, and legal requirements - across assigned projects and core budgets.

  • Support budget planning, activation, execution, monitoring, and reporting for assigned projects and core budgets.

  • Support procurement processes for consulting firms, consultants, and service providers in compliance with GGGI rules, regulations, and internal systems.

  • Support recruitment and contracting processes for staff and consultants, in line with GGGI policies and procedures.

  • Support monitoring of timesheets and expenditure against approved budgets.

  • Maintain updated financial, procurement, and administrative tracking tools and systems, supporting project managers in meeting corporate and donor requirements.

  • Provide specialized operational support for the implementation of assigned projects, focusing on particularly, but not limited to, budget tracking of assigned projects and core budgets, procurement workflows, and contract administration.

  • Support preparation of FCS-related training materials and resources for the Central American team.

  • Assist in the preparation of project proposal budgets and procurement plans by providing administrative and operational support, specifically in gathering financial data, providing cost estimates, verifying historical data, and ensuring the use of correct templates and procurement requirements.

  • Perform other specialized administrative duties as required to support project implementation, such as coordinating procurement committee meetings, documenting financial review sessions, and managing project-specific operational calendars.

ENGAGEMENT
  • Work closely with Project Managers and the Central America Portfolio Management Senior Officer to support implementation of assigned projects and core budgets in areas related to financial monitoring, budgeting, procurement planning, administrative HR processes, and project closure.

  • Support supplier and consultant coordination, including communications with consulting firms, individual consultants, service providers, and vendors.

  • Support GGGI Central America staff and consultants in understanding and effectively applying GGGI finance, procurement, and administrative rules, systems, and processes.

  • Coordinate finance and procurement-related communications with donor focal points for assigned projects, as required.

  • Collaborate with regional and headquarters FCS teams to ensure alignment with GGGI standards, guidelines, and operational procedures.

DELIVERY
  • Consolidate financial analyses and reports for the review of Central America Representative, Portfolio Management Senior Officer, and Project Managers.

  • Provide administrative support in the processing of Terms of Reference and Job Descriptions and assist in the drafting of these documents specifically for finance, procurement, and administrative (FCS) roles as requested.

  • Support onboarding of new staff and consultants through preparation and delivery of administrative and operational materials.

  • Support development, monitoring, and revision of financial and procurement plans.

  • Support submission of financial and procurement approval requests to GGGI Headquarters.

  • Support preparation of financial documentation, reporting, and record-keeping in compliance with donor and corporate requirements.

  • Support Project Managers in preparation of monthly, quarterly, and annual budget execution reports, including donor financial reporting.

  • Support preparation of documentation required for internal and external audits, in line with GGGI and donor requirements.

  • Guide and support the appropriate use of GGGI budget tools and systems by team members

  • Support effective use of relevant modules of GGGI’s Enterprise Resource Planning (ERP) system.

  • Maintain and update tools for monitoring work plans, financial execution, and procurement processes.

  • Support and guide staff in the use of collaborative work and information management tools.

  • Perform other administrative support tasks as required.

REQUIREMENTS
QUALIFICATIONS
  • Bachelor’s degree in Business Administration, Finance, Accounting, or a related field.

  • Minimum three (3) years of relevant experience in finance, administration, procurement, or operational support roles, preferably in international or development organizations at country level.

  • Experience supporting budget management, financial reporting, and procurement processes.

  • Proficiency in Microsoft Office applications (Word, Excel, PowerPoint).

  • Experience with ERP or resource planning systems is an asset.

  • Knowledge of green growth, climate finance, or sustainable development is an asset.

  • Full professional proficiency in Spanish and English (oral and written).

  • Must be a Salvadoran citizen or hold a valid work permit in El Salvador.

WORKING CONDITIONS

The Finance, Procurement and Administrative Senior Assistant is a Grade X5 national staff position under GGGI’s El Salvador salary scale. The salary range for the position starts at USD 18,314 per annum, depending on candidate's experience, academic background and internal equity. GGGI provides 15% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance.
