Duties and Responsibilities
The United Nations Human Settlements Programme (UN-Habitat) is the agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. The Urban Basic Services Section of UN-Habitat is mandated to improve the access to urban basic services, including sustainable solid waste management by collecting data on municipal solid waste management, improving policies and guidelines in partnership with local, regional and national authorities, creating an enabling environment for promoting investments in sustainable waste management with a focus on the urban poor and increasing coverage of sustainable waste management services in communities. Overview of Dar Safi project The goal of this project is to prevent marine plastic littering from Dar es Salaam, Tanzania by strengthening the city’s municipal waste management systems. The project envisages a three-tier approach (Policy, Capacity Building, and Infrastructure) which targets the key sectoral gaps for improving plastic waste management (SWMp). The project targets national strengthening of institutional and regulatory systems through engagement at national level, capacity building and action planning for SWMp at city level, and sustainable demonstration of plastic waste collection & sorting system at ward level. By prioritizing these interventions around the city’s water streams, the project aims to limit marine plastic litter emerging from one of Africa’s largest and fastest growing cities. The project will be implemented through a well-balanced collaboration of Tanzanian and international partners, including academic institutions, development agencies and the private sector with the support of national, regional, and local government bodies. Under the supervision of Waste Management Expert, UBSS the consultant will undertake the following tasks; 1. Development of a stakeholder analysis report to study their roles, demarcation, and gaps. The analyst will coordinate with stakeholders to define roles, demarcate responsibilities, and identify gaps in environmental policy. The analysis will also evaluate past and current policy interventions concerning solid waste and marine litter management in Tanzania. o First draft of stakeholder analysis report formulated – 31 March 2026  Based on desk-based study and interviews, identify and interview key stakeholders involved in SWM and marine plastic management, including government officials, NGOs, international organizations, and the private sector.  Formulate the first draft of the analysis report. o Analysis report finalized – 30 April 2026  Circulate the first draft of the analysis report among relevant stakeholders.  Collect feedback from stakeholders (including from roundtable 1).  Incorporate feedback from stakeholders and finalize the analysis report. 2. National roundtables (3) on SWM & marine plastic littering organized. o First roundtable organized and report formulated – 30 April 2026  Map select and invite stakeholders.  Conduct the 1st roundtable discussing the draft analysis report and with input finalizing the objectives and scope of the policy brief.  Prepare a report of the 1st roundtable. o Second roundtable organized and report formulated – 30 September 2026  Invite the stakeholders.  Formulate the agenda for the 2nd roundtable, with work groups and open discussions to review the first draft of the policy brief.  Conduct the 2nd roundtable discussing and reviewing the first draft of the policy brief.  Prepare a report of the 2nd roundtable. o Third roundtable organized and report formulated – 28 February 2027  Invite the stakeholders.  Formulate the agenda for the 3rd roundtable, with work groups and open discussions on how to localize it.  Conduct the 3rd roundtable discussing its dissemination and localization  Prepare a report of the 3rd roundtable. 3. Policy brief based on learnings from the research and roundtables formulated. o Objectives and scope of the policy brief formulated – 31 March 2026  Based on the existing draft policy analysis report and the stakeholder analysis, formulate draft objectives and scope of the policy brief through online/offline consultation and interviews with stakeholders to present in 1st roundtable.  In the 1st roundtable, present the draft analysis report and potential objectives and scope of the policy brief.  Finalize the objectives and scope of the policy brief based on the outcome of 1st roundtable and disseminate with stakeholders for validation. o First draft of policy brief formulated – 21 August 2026  Based on the outcomes of 1st roundtable, formulate the first draft of the policy brief, consulting bilaterally stakeholders.  Circulate the first draft of the policy brief among stakeholders before the 2nd roundtable, in preparation of the 2nd roundtable.  Incorporate feedback from the 2nd roundtable in the first draft of policy brief. o Policy brief formulated – 31 Jan 2027  Based on the outcomes of 2nd roundtable, formulate an advanced draft of the policy brief, consulting bilaterally stakeholders.  Circulate the advanced draft of the policy brief among stakeholders to collect feedback.  Incorporate feedback from the stakeholders.  Finalize the policy brief based on stakeholder’s feedback.
Qualifications/special skills
Advanced university degree in Environmental Management, Environmental Policy, Economic or in a closely related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A minimum of five years’ experience in events organization, natural resources and solid waste management or a related field is required. Excellent writing and communication skills and the ability to organize and plan events together with critical and analytical thinking is required. Proficiency in the usage of computers and office software packages (MS Word, Excel, PowerPoint, etc.) is required Experience in the United Nations, other international development agencies or governmental organizations is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For this post, fluency in written and oral English and Kiswahili is required.
