IFPRI seeks a qualified survey firm based in Ethiopia to conduct an endline household survey, which will take place in April 2026.

Background:

TechnoServe, with support from HereWeGrow, implemented a Coffee Farm College program, which provided smallholder farmers with training on improved agricultural practices and farm business skills over a 27-month period beginning in January 2023. IFPRI is conducting an endline assessment to evaluate the program’s impact on farmers’ knowledge, adoption of promoted agricultural best practices, coffee production and productivity, and income.

The endline survey will revisit approximately 2,160 households originally interviewed at baseline, using in-person interviews conducted across two woredas (Gera and Goma) and 26 kebeles in the Jimma Zone. The household questionnaire will collect data on household demographics, productive assets including livestock, access to extension services, adoption of good agricultural practices, coffee production and productivity, farm and off-farm income sources, intra-household decision-making, savings, and exposure to shocks. The survey is expected to take approximately 120 minutes per household to administer by experienced and well-trained enumerators using tablets programmed with SurveyCTO.

Scope of work:

The endline survey will be conducted in April 2026. The selected survey firm will be responsible for the following tasks, in close coordination with IFPRI:

  • Questionnaire review, translation, and programming: The endline questionnaire will be developed by the IFPRI research team and partner organizations. The survey firm will review the questionnaire and provide feedback, translate it into Amharic and Afan Oromo, and program it in SurveyCTO.

  • Recruitment and management of field staff: The survey firm will recruit, hire, and manage approximately 25 enumerators, 5 field supervisors, and 1 survey coordinator, as well as a pool of qualified alternate candidates.

  • Enumerator training and piloting: The survey firm will organize a 7-day enumerator training course, consisting of 4 days of classroom training in Addis Ababa and 3 days of field piloting and training in Jimma zone. This includes securing a training venue and providing all necessary training materials and logistics. Enumerator training will be led by the IFPRI team, which will assess enumerator performance and determine final selection for field deployment. The survey firm will also organize at least three pre-tests/pilots of the questionnaire and a debriefing session in a woreda neighboring the project area as part of the piloting in Jimma zone.

  • Fieldwork implementation and supervision: The survey firm will organize and conduct in-person interviews with approximately 2,160 households across Gera and Goma woredas in the Jimma Zone. Fieldwork responsibilities include:

  • Arranging and managing the rental of 4×4 vehicles for data collection for each survey team, with full insurance coverage for all occupants;

    • Managing field logistics and supervising enumerators through regular spot checks and daily monitoring;

    • Implementing data quality assurance measures, including real-time review of submitted surveys and back-checks covering at least 5 percent of sampled households;

    • Ensuring smooth field operations and resolving issues related to logistics, tablets, and survey software;

    • Ensuring daily upload of all completed interviews to the SurveyCTO server;

    • Ensuring compliance with ethical standards, including obtaining informed consent and maintaining data confidentiality.

  • Post-fieldwork activities and reporting: At the conclusion of data collection, the survey firm will organize a field debriefing session and prepare a detailed fieldwork report documenting survey implementation, challenges encountered, corrective actions taken, and overall data quality.

Deliverables:

  • Deliverable 1: Survey Preparation and Instrument Finalization: Finalized Amharic and Afan Oromo translations; SurveyCTO-programmed and tested questionnaire; IFPRI-approved pilot-ready survey instrument.

  • Deliverable 2: Field Team Recruitment and Enumerator Training: Recruited and contracted field team; seven-day enumerator training (classroom and pilots); enumerator performance assessment results; IFPRI-approved final field team list and training and deployment report.

  • Deliverable 3: Data Collection and Field Operations: Completed household and kebele surveys (~2,160 households); daily SurveyCTO data submissions; and field supervision records including spot checks and ≥5% back-checks.

  • Deliverable 4: Data Quality Assurance, Reporting, and Close-Out: Cleaned and validated dataset; end-of-survey debriefing records; fieldwork and data quality report; financial and administrative close-out documentation.

Required qualifications of the survey firm:

  • Demonstrated and well-documented experience in organizing and implementing at least three large-scale household surveys in Ethiopia, with sample sizes comparable to the proposed endline survey.

  • Availability of a qualified survey team—including enumerators, supervisors, and a survey coordinator—with a minimum of three years of university education and proven experience in conducting at least three rural household surveys using computer-assisted personal interviewing (CAPI), preferably with SurveyCTO.

  • Proven financial management capacity, evidenced by the ability to manage project funds transparently and provide clear and auditable financial documentation and reports.

  • Demonstrated ability to mobilize field teams and complete all survey activities within the specified timeline.

Preferred qualifications:

Prior experience in implementing rural household surveys with coffee-farming households and/or in major coffee-producing regions of Ethiopia.
