A roster of suitable candidates may be established for this post as a result of this selection process for fixed-term appointments against both established posts and positions funded by general temporary assistance (GTA).
Organisational Context
The General Services Section (GSS) organizationally belongs to the Division of Management Services in the Registry. The GSS consists of four units: the Facilities Management Unit (FMU), that is responsible for operation and management of the owner occupied Headquarter Premises at The Hague and assessment and adaptation of rental premises at the Court’s Field Locations; the Procurement Unit (PU) which provides value for money goods and services required by all Organs of the Court; the Logistics and Transport Unit (LTU), providing distribution, supply chain services, fleet management and shipping at HQ and Field Locations. The Travel Unit (TU) is responsible to provide all official travel of the ICC. The Chief GSS reports to the Director of Management Services.
The ICC Headquarter Premises are purpose-built facilities with an overall useful space of 56,000 m2. The building has an office part for up to 1,200 staff members, 3 courtrooms equipped with interpretation facilities and audio-visual technology according to international standards, detention areas, a media centre, a conference centre, staff and visitors’ restaurant, library, a visitors’ centre and exhibition area, parking space and extensive landscape. Furthermore, the ICC operates offices in several of the countries in which investigations are being conducted.
Duties and Responsibilities
The Associate Project Officer functions at the ICC Headquarters based in The Hague. Under the direct supervision of the Head, Facilities Management Unit, the incumbent performs the following tasks:
Planning and coordination
• Design, plan and deliver in-house building and refurbishment projects that best meets the business and operational needs of the Court;
• Analyze and propose the design, planning and construction of building related projects and reconfigurations at HQ and Field Locations;
• Design, plan and implement extensive office relocations at the Headquarters and in the Field locations. Manage capital projects related to the establishment of the Court’s remote rental offices in the field locations, their necessary changes, modifications and/or upgrades;
• Meet and coordinate with the Court’s internal stakeholders to establish their operational and functional requirements;
• Identify design parameters and prepare alternative design solutions including schematic drawings and sketches for the related stakeholders;
• Translate operational and functional requirements into technical briefs and project specifications;
• Prepare and/or review architectural and engineering (mechanical, structural, electrical, sanitation) drawings, layouts and specifications that will meet the functional and operational requirements of the ICC;
• Prepare cost estimates for planning and construction, including structure, technology, furniture, fit out and finishes;
• Interpret building codes for construction, fire safety and health for each project;
• Develop an agreed programme and identify tasks involved, estimate time and resources required to complete each task.
Procurement of services and works
• Develop Scopes of Works to procure the services and works required;
• Perform technical evaluation of proposals for design or construction work and recommend acceptance of the most advantageous offer.
Project monitoring and management of project implementation
• Monitor the performance of staff, professional firms, external projects consultants, if required, and construction contractors to assure completion of design and construction on time, within budget, at highest quality;
• Monitor actual project expenditure against planned expenditure;
• Consider work required against available timeframe, by preparing schedules;
• Manages all aspects of contract administration on design, construction and alterations which includes the review of requisitions, monitoring contract compliance, and verifying invoices for payment;
• Check that work has been completed in accordance with the contract, and ensure that all requirements are met during the implementation;
• Supervise 1 GS-OL technical support staff.
Completion of the project
• Ensure building information to be updated in CAD, BIM (Building Information System) and the as-built-dossier.
Project management procedures for the Facilities Management Unit;
• Contribute to the development of project standards and guidelines for the effective management of the Court’s building related projects at the Headquarters and at Field locations.
Essential Qualifications
Education:
Advanced university degree in architecture, engineering, civil engineering, building science or related field. A first-level university degree in combination with two additional years of qualifying experience is accepted in lieu of the advanced university degree.
Certification in Project Management would be an asset.
Experience:
A minimum of two years (four years with a first-level university degree) of progressively responsible experience in building planning, architectural design and maintenance in the building management and/or construction industry, including responsible project management or contracts management experience and experience in the planning and execution of building projects. Relevant experience in an international or governmental organization is considered as an asset.
Knowledge, Skills and Abilities:
• Proficiency in MS Word, Excel and Power Point;
• Knowledge of project management and time planning tools such as MS Project;
• Advanced knowledge of architectural tools such as AutoCAD or other CAD systems;
• Applied experience in Building Information Modelling would be an asset;
• Ability to elaborate technically accurate and well-structured Scopes of Works and Terms of Reference;
• Knowledge of Building and Labour Regulations;

Knowledge of Languages:
Proficiency in one of the working languages of the Court, English or French is required. Working knowledge of the other is desirable. Knowledge of another official language of the Court (Arabic, Chinese, Russian and Spanish) would be considered an asset.
