Job Opportunity: Project Manager - Gender-Responsive Systems Approach to Universal Health Care (GRASP-UHC)

Plan International Pilipinas, a reputable development and humanitarian organization, is currently implementing a significant five-year project entitled A Gender-Responsive Systems Approach to Universal Health Care (GRASP-UHC) in the Philippines. This initiative is dedicated to enhancing the capacity of local government units (LGUs) to provide affordable and equitable access to healthcare goods and services through effective Universal Health Care (UHC), thereby improving the health outcomes of vulnerable populations.

This impactful project is being undertaken in collaboration with partners: The Zuellig Family Foundation (ZFF), the Unité de santé internationale de l'Université de Montréal (USI-UdeM), and various local civil society organizations.

In support of the ongoing implementation of this crucial project, we invite applications from competent, experienced, and committed professionals for the position of Project Manager.

The Project Manager will assume a pivotal role in providing overall leadership, management, and technical direction for the GRASP-UHC project. This position requires ensuring the project's implementation adheres to the highest standards of quality, efficiency, and effectiveness, while maintaining an integrated and coordinated vision with our key partner, the Zuellig Family Foundation (ZFF), and all relevant project actors and stakeholders.

Key Responsibilities of the Project Manager:

• Assume responsibility for the project's financial and programmatic integrity, ensuring the achievement of key milestones within agreed timelines and implementation standards.
• Proactively identify and manage potential project risks, collaborating with partners to implement necessary mitigation strategies and adapt approaches as required.
• Serve as the principal liaison with the Department of Health, working closely with the designated project lead at ZFF, and manage relationships with other relevant government agencies to foster synergy and alignment towards the project's objectives.
• Ensure strict adherence to donor regulations and Plan International's organizational mandates.
• Conduct regular field visits to provide informed technical and operational recommendations.
• Represent the project and its vision to external stakeholders, effectively advancing the project's advocacy and campaign agenda.

Required Qualifications and Experience:

• A university degree in a health-related discipline, social development, social sciences, or a closely related field. An advanced degree is desirable.
• A minimum of five years of demonstrable project management experience, with at least two years specifically focused on managing health-related projects or programs.
• Comprehensive knowledge of community development principles, partnership and stakeholder engagement, networking, advocacy, campaigns, data management and research, and the project lifecycle (planning, implementation, monitoring, and evaluation).
• Demonstrated capacity for sound analytical and problem-solving.
• Proficient in the use of standard computer applications.
• Excellent written and verbal communication skills, with a proven ability to produce high-quality reports and deliverables on time.
• Demonstrated ability to work collaboratively and effectively within a diverse and dynamic team environment.
• Willingness and ability to undertake regular fieldwork in the project's implementation areas.
• Must be a Filipino national currently based in the Philippines.

Location: Makati City (with frequent travel to project areas)
