While the position of Senior Disaster Risk Management Officer resides within the Climate Change, Resilience and Environment Cluster (CCRE) within the Climate Change and Sustainable Development Department (CCSD), you will be strategically assigned to the Resident Mission Office in Suva, Fiji. CCSD leads thematic operations, knowledge innovation, and partnerships.
You will report to Director, Disaster Risk Management with matrix reporting to Regional Director, Pacific Regional Department.
Your RoleAs a Senior Disaster Risk Management Officer, you will contribute to the implementation of ADB's DRM policy and operational framework as provided in ADB's Disaster and Emergency Assistance Policy (2021) and the DRM Action Plan (2024-2030). The role will involve active support to Fiji and contribution to discussions with key regional organizations in the Pacific to advance regional policy on the integration of disaster risk reduction (DRR), disaster preparedness, and disaster risk financing (DRF) and post-disaster recovery and reconstruction. The selected individual will provide support to the development of operational projects to further investment in these areas, leveraging the new crisis response toolbox.
The position will also engage with external partners for joint initiatives, knowledge exchange, and policy dialogues; and represent ADB's DRM team at regional and international fora, as needed.
You will:a) Policy and Strategy Development
- Contribute to DRM policy formulation and integration into the country partnership strategy.
- Contribute to regional policy dialogues and knowledge-sharing platforms to harmonize DRM approaches across Pacific DMCs.
- Support development of disaster risk financing instruments and resilience-building programs.
- Support policy reforms that enable risk-informed budgeting and adoption of innovative financing instruments (e.g., catastrophe bonds, parametric insurance).
b) Project Design and Implementation
- Lead technical inputs for DRM in to projects, including feasibility studies and risk assessments.
- Ensure compliance with ADB's safeguards and climate resilience standards.
- Track project progress, prepare periodic reports, and ensure timely delivery of outputs.
- Promote the use of innovative solutions that leverage GIS, and digital platforms for risk assessment and monitoring.
c) Capacity Building and Knowledge Sharing
- Organize training and workshops for government counterparts and stakeholders.
- Prepare policy briefs, technical notes, and case studies showcasing best practices in DRM and disaster risk financing.
- Contribute to ADB's knowledge platforms, including Resilience Learning Month, webinars, and regional forums.
- Participate in capacity building workshops convened by others when requested.
d) Coordination and Partnerships
- Foster collaboration across departments (DRM, Climate Change, Finance) and with external partners.
- Liaise with key regional organizations such as the Pacific Islands Forum, the Pacific Community and Pacific Catastrophe Risk Insurance Company among others, and development partners and donors to align DRM initiatives.
- Support multi-donor trust fund (MDTF) operations and reporting.
Qualifications
You will need:
● Bachelor's degree in Disaster Risk Management, Economics, Actuarial Sciences, Climate Policy, International Relations, Statistics, Environment, Urban Planning, Engineering, or related disciplines preferably with Master's degree or equivalent.
● At least 8 years of relevant professional experience in disaster risk management and at least 4 years of supervisory experience.
● Knowledge and understanding of regional policy on climate and disaster risk management.
● Experience working in multilateral bank, intergovernmental organization, non-governmental organization or national government in the Pacific region.
● Understanding of DRM and climate change, particularly adaptation, in a development context.
● Written and verbal proficiency in English.
● Two years of relevant experience outside ADB within the past five years is required. Years as an ADB-engaged consultant or contractor are considered experience outside of ADB.

This appointment is open to internal and external applicants.
This position is crucial to the Workforce Rebalancing Framework (2022-2027), a strategic initiative aimed at enhancing ADB's in-house expertise previously sourced from the external workforce. The role seeks seasoned experts with substantial field experience capable of leading policy dialogue, and projects focused on delivering knowledge solutions. Successful applicants may occasionally undertake short-term assignments in other departments or offices, when required.
This opening is a regional staff position with a local compensation package. It is open to nationals and permanent residents residing in the duty station, Australia, and ADB member countries in the Pacific region such as Cook Islands, the Federated States of Micronesia, Fiji Islands, Kiribati, Nauru, Neue, New Zealand, Palau, Papua New Guinea, the Republic of the Marshall Islands, Samoa, Solomon Islands, Timor-Leste, Tonga, Tuvalu, Vanuatu.
This is a fixed term appointment with option to renew, initially for a period of up to 3 years, or up to the Normal Retirement Date (NRD), whichever comes earlier, for the purpose(s) and conditions determined by ADB, in accordance with Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed-term period, ADB may choose to renew the appointment for up to an additional 3 years or not renewed. This decision will be made in the overall interest of ADB, based on factors including but not limited to the requirement of Staff's particular blend of skills and experience for the medium-term work program of the organizational unit, sufficient funding to cover the renewed period, and Staff's performance and suitability for employment. There is no limit to the number of renewals up to NRD. However, this appointment is not convertible to a regular appointment.
