The assignment aims to strengthen NDRRMA’s communication and information management functions through daily operational support and capacity building. • Collect and document information on existing disaster situations and incidents to support NDRRMA’s data compilation and management processes. • Support daily communication outputs, including situational updates, social media management, organization of meetings and workshops, and preparation of knowledge products and stories. • Facilitate skill transfer to NDRRMA personnel to strengthen institutional capacity in communication, information management, event support, media coordination, and documentation.

Duties and Responsibilities
Nepal remains one of the most disaster-prone countries in the Asia-Pacific region, regularly experiencing earthquakes, floods, landslides, droughts, and other hazards that disrupt lives, damage infrastructure, and undermine development gains. As vulnerability and exposure continue to increase driven by improper development practices, climate-related risks, and geographic fragility effective and timely disaster information management and communication have become essential for national preparedness and response. Under the UN Joint Programme “Emergency Preparedness and Response: From Anticipation to Action,” funded by the Swiss Agency for Development and Cooperation, the United Nations Resident Coordinator’s Office (UNRCO) is supporting the Government of Nepal in strengthening anticipatory action, coordinated preparedness, and response mechanisms for medium-scale disasters. This includes supporting the implementation of the Shock Responsive Social Protection (SRSP) and Relief Distribution Standard (2024) and contributing to the rollout of the emerging National Anticipatory Action Framework. The National Disaster Risk Reduction and Management Authority (NDRRMA) play a central role in coordinating and implementing disaster risk reduction and management functions across the country. To effectively fulfil this mandate, NDRRMA requires consistent generation, analysis, and dissemination of reliable disaster information, as well as clear communication with stakeholders and the public. Daily updates, incident reporting, social media outreach, knowledge product development, and coordinated messaging are all vital to strengthening preparedness, improving early warning communication, and enhancing public awareness in Nepal’s federal context. To support these needs, UNRCO seeks to engage a DRR Communication & Information Management Consultant embedded within NDRRMA. The consultant will lead daily information management and communication efforts, including incident data updates, social media and public outreach, documentation and knowledge products, and media coordination, and will provide support to meetings and events. This role will contribute to strengthening NDRRMA’s institutional capacity, improving disaster communication systems, and enhancing coordinated preparedness and anticipatory action at the national and subnational levels. Duties and Responsibilities: The Consultant will provide technical expertise in communication and information management. Responsibilities include: a) Support the preparation and dissemination of monthly communication and information management reports. b) Manage NDRRMA’s social media platforms through regular, accurate, and timely updates. c) Develop knowledge products, stories, and documentation materials for internal and external use. d) Coordinate with media houses to ensure dissemination of official messages, PSAs, jingles, and disaster related information. e) Support the organization of meetings and workshops, including documentation, report preparation, and communication outputs. f) Collaborate with NDRRMA teams to guide designated media houses on effective dissemination of disaster related content across provinces.
Qualifications/special skills
Master’s degree in mass communication, communication studies, Journalism, Public Policy or related field. • Minimum of 5 years of relevant experience in communication, Journalism, Knowledge management, information management, or disaster related programmes. • Experience working with government, INGOs, or donor funded projects; experience with UN agencies is an asset. • Strong interpersonal, cultural, and communication skills, with experience engaging diverse stakeholders. • Proven experience in managing government social medica platform • Proficiency in MS Office and digital communication tools. • Ability to work independently and collaboratively in challenging environments.
Languages
Fluency in English and Nepali with strong written and verbal communication skills is required.

The Consultant will deliver the following outputs each month: • Monthly communication and information management report, including incident updates and documentation. • Regular high quality social media posts related to anticipatory action, disaster preparedness, response, and recovery. • Support to NDRRMA for their regular meetings, workshops, or events, including preparation of related briefs and communication products. • Knowledge products and human-interest stories featuring DRR best practices, anticipatory action, and humanitarian activities. • Coordination with the news media houses. • Capacity development support to NDRRMA through training, tools, and templates.
