DIMENSIONS OF THE ROLE

The Project Officer(s) for the Digital Foundational Learning Program will be responsible for ensuring the successful implementation of project activities, in alignment with Plan International’s vision and strategic objectives, particularly the promotion of tablet-based learning in 45 primary schools across Moyamba and Kailahun Districts.

This position requires a strong understanding of tablet-based learning for primary school pupils, as well as the ability to engage effectively with local structures and relevant stakeholders to foster participation and inclusion.

Under the overall guidance and direct supervision of the Project Manager, the incumbent will deliver project activities in accordance with the Detailed Implementation Plan (DIP).

The Project Officer(s) will work collaboratively with all relevant stakeholders, including the Ministry of Basic and Senior Secondary Education (MBSSE), District Councils, School Management Committees (SMCs), Village Development Committees (VDCs), Ward Education Committees, local authorities, school heads, parents, pupils, and other community influencers, to promote and strengthen tablet-based learning in school

Accountabilities

Duties and Responsibilities

1. Program Implementation & Coordination

• Carryout daily/ weekly planning and oversee rollout of tablet-based learning initiatives across targeted primary schools.
• Ensure alignment with curriculum standards and national education policies.
• Coordinate with the head of schools, teachers, and IT staff to integrate tablets into daily teaching

2. Teacher Training & Support

• Responsible for organising and facilitating capacity-building workshops for teachers on digital pedagogy and tablet use.
• Provide ongoing technical and instructional support to teachers.
• Develop user-friendly guides and resources for classroom integration.

3. Monitoring & Evaluation

• Track student engagement and learning outcomes through digital platforms.
• Collect and analyse data on usage, performance, and challenges.
• Prepare progress reports for the project, education authorities and donors.
• In collaboration with the MERL unit, track project progress against indicators and or monthly and quarterly deliverables

4. Resource & Device Management

• Ensure procurement, distribution, and maintenance of tablets.
• Implement inventory control systems to prevent loss or misuse.
• Coordinate with IT teams for software updates, troubleshooting, and security.
• In collaboration with PISL Specialists, conduct risk and asset management training for schools

5. Stakeholder Engagement

• Conduct community meetings and stakeholders’ engagement in operational areas and document
• Act as a liaison between schools, government, NGOs, and parents.
• Communicate project goals, progress, and challenges clearly to stakeholders.
• Foster community buy-in to support digital learning adoption

6. Policy & Compliance

• Ensure compliance with child protection, data privacy, and digital safety policies.
• Align project activities with national ICT in education strategies.

• Ensuring staff and associates are aware of and understand their responsibilities under policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures
• Promptly report any safeguarding and child protection issues through Plan International’s protection and safeguarding focal point.

• In collaboration with technical Advisors, provide other skills training, career guidance, leadership training and mentorship
• Liaise with PIIA Manager, Line Manager and Sector Specialists to ensure reports (weekly, bi-weekly, monthly) are submitted for project reporting

7. Innovation & Continuous Improvement

• Identify opportunities to enhance digital content and interactive learning.
• Share best practices and lessons learned across the school
• Conduct quarterly reviews and document lessons learned
• Establish proper filing of project documents for reference and knowledge management
