We are a newly locally registered Foundation, connected to 80+ Plan International offices worldwide.

Project Manager – Resilient BARMM Project

📍 Based in Mindanao (BARMM – Mamasapano, Upi & Marantao)

🌱 Project: Resilient BARMM – Empowering Women, Youth and Communities for an Inclusive Climate Future

Plan International Pilipinas, with support from the Spanish Agency for International Development Cooperation (AECID) and Plan International Spain, will implement Resilient BARMM, a transformative climate resilience programme in the Bangsamoro Autonomous Region in Muslim Mindanao.

The project aims to strengthen gender-sensitive, youth-led climate resilience in the municipalities of Mamasapano, Upi and Marantao through:

  • Local capacity building
  • Access to sustainable and green livelihoods
  • Institutionalisation of inclusive and participatory climate governance

By empowering women and young people to actively lead and participate in local climate action, the project contributes to inclusive, climate-smart systems aligned with BARMM’s development priorities.

👤 About the Role

The Project Manager (PM) will provide overall leadership, management, and technical direction for the project, ensuring delivery that meets the highest standards of quality, efficiency, and effectiveness, and full compliance with donor requirements and Plan International Pilipinas’ organizational policies.

The PM carries accountability for the project’s financial and programmatic integrity, ensuring key milestones are achieved on time and results are delivered as planned.

The role requires close collaboration with:

  • Internal teams across Plan International Pilipinas
  • Local Government Units (LGUs) and relevant government agencies
  • Key stakeholders and partners at community, municipal, and regional levels

The PM will also lead, mentor, and support the project team to ensure strong performance, accountability, and results.

🛠 Key Responsibilities

  • Lead the development and implementation of the Detailed Implementation Plan (DIP) with project staff and key stakeholders
  • Manage the project budget, ensuring proper phasing, cost-efficiency, effectiveness, and full compliance with donor and organizational regulations
  • Facilitate regular project reviews with the team and government stakeholders, aligned with agreed quality benchmarks
  • Lead follow-through actions on audit findings, internal reviews, and external evaluations
  • Develop and strengthen strategic partnerships at community, municipal, regional, and national levels
  • Oversee team performance, ensuring:
    • Clear individual accountability plans
    • Regular performance monitoring and feedback
    • Delivery of individual and collective outputs to standard

🎓 Qualifications & Experience

Education

  • University degree in Social Development, Social Sciences, or a related field.
  • A postgraduate degree is an advantage.

Technical Knowledge & Training

  • Solid grounding in:
    • Disaster Risk Reduction and Management (DRRM)
    • Climate Change Adaptation and Mitigation (CCAM)
    • Community-based DRR systems
    • Gender and Development (GAD), Gender Equality and Inclusion
    • Children’s Rights and Human Rights
    • Prevention of Child Sexual Exploitation and Abuse (CSEA)
    • Government DRR–CCA policies and frameworks
    • Participatory approaches and community organizing

Experience & Competencies

  • At least 5 years of experience implementing community-based development programs
    • Minimum 2 years in DRRM and/or climate-related programmes
  • Strong skills in:
    • Community development and stakeholder engagement
    • Partnership building, advocacy, and networking
    • Planning, implementation, monitoring, evaluation, and documentation
    • Local coordination and negotiation
  • Excellent oral and written communication skills
  • Proficient in organizational systems and processes
  • Demonstrated qualities of:
    • Integrity, accountability, and transparency
    • Proactiveness and teamwork
    • Gender sensitivity and strong respect for child and human rights
