Result of Service
Specific outputs for Pillar 1 – Build ICAC capacity to conduct training and awareness of internal laws and policies: (A) ICAC team trained and policy training packages finalized and approved by ICAC and UNODC. This includes the submission and approval of Training Agenda and materials for a 3-days ToT (Pre-post monitoring tools for ToT, Training checklists, Easy-to-use guide on Active Learning and participant-centered methodology including tips for facilitation and training); the successful conclusion of 3-days ToT conducted with ICAC staff; the submission and approval of the training report with recommendations; and the finalization of policy training packages. Specific outputs for Pillar 2 – Build ICAC capacity to conduct ethics and integrity awareness and education with primary and secondary schools (B) Review completed and the review findings – including the outcomes of the curriculum and resource mapping, including strengths and gaps related to ethics, integrity and anti-corruption; and additionally the conceptual framework for the development of the toolkit for ICAC, presented to and approved by UNODC and ICAC. (C) Toolkit on ethics, integrity and anti-corruption for primary and secondary school teachers including lesson plans, implementation tips, guide on methodology and handouts for students and parents developed and presented to UNODC and ICAC and comments incorporated. (D) One 3-days ToT successfully conducted with ICAC Staff and teachers and training report submitted with recommendations. Deliverable dates include the development, submission and approval of the training materials including ToT Methodology, Agenda, PPT, ToT Pre-Post monitoring tools and facilitators’ notes for a 3-days ToT submitted to UNODC and ICAC, completion of training and evaluation, completion of virtual mentoring, and submission and approval of training and mentoring report. (E) Toolkit and ToT package finalized and approved by ICAC and UNODC

Duties and Responsibilities
In 2007, Papua New Guinea ratified the United Nations Convention against Corruption and amended the Constitution in 2014 to allow for the establishment of the Papua New Guinea Independent Commission Against Corruption (ICAC). An interim ICAC was established in 2018 and the ICAC Law (Organic Law on the Independent Commission Against Corruption) came into force in 2021. In 2023, the first ICAC Commissioner and Deputy Commissioners were appointed. PNG ICAC is tasked with preventing and reducing corruption, conducting investigations and in certain circumstances prosecutions, cooperation/coordination with other public sector agencies and international cooperation. The UNODC has been providing technical assistance to ICAC since its establishment. In 2025, UNODC supported the development of training packages for ICAC internal policies including the ICAC Code of Conduct, Gift and Benefit Policy, Communications Policy. This technical assistance contributed to the institutional strengthening of ICAC. Further support is required to train an internal ICAC trainer/facilitator team to conduct staff orientation using the training packages. Additionally, the ICAC has requested assistance to build their capacity to conduct anti-corruption and integrity education and awareness programmes through primary and secondary schools in Papua New Guinea. The consultant will work under the overall supervision of the UNODC Officer in Charge of the POPNG on specific tasks divided under the two pillars: Pillar 1 – Build ICAC capacity to conduct training and awareness of internal laws and policies: (A) Design a Training of Trainers Programme and Training Materials: The consultant will design a programme to build training and facilitation skills on education approaches and submit the training agenda, pre and post workshop tests, PowerPoint Presentations and interactive activities and materials. The Policy Training Packages will be used as the key resource materials for the training, and the consultant will include skills on developing training agendas; use of training checklists and monitoring/ evaluation forms (per and post-tests); and an easy-to-use guide on Active Learning and participant-centered methodology, including tips for facilitation and training. (B) Implement the Training of Trainers Programme: The consultant will implement a training programme with ICAC personnel and other stakeholders aimed at building competency and skills to use the various ICAC Policy Training Packages and be able to confidently deliver participatory, active learning sessions, workshops and trainings. The training programme will cover: (i) Policies Themes: overview and topics of a selected set of policies and related themes; (ii) Pedagogical Approach: approach to active learning and participant-centered methodology; including one day to mock facilitate or simulate further facilitation to provide and gather feedback; (iii) Tools: guidance on how to use the various Policy Training Packages; (iv) Basic on Training Delivery: Basic information on how to organize and handle subsequent trainings, develop training agendas and evaluation approaches, and to develop interactive activities and materials. (C)Package finalization: Based on feedback, finalize the Policy Training Packages and submit to ICAC and the UNODC for approval. Should additional Policy Training Packages be required by ICAC, extra days will be allocated for this task in consultation with ICAC and contract amended accordingly. Pillar 2 – Build ICAC capacity to conduct ethics and integrity awareness and education with primary and secondary schools. (D) Curriculum and resources mapping: Review the PNG Citizenship and Christian Values Education (CCVE) curriculum and other relevant curriculum and components across formal and non-formal education, to identify existing strengths, gaps, and opportunities related to ethical behavior, moral conduct, integrity, corruption, and anti-corruption. This will be complemented by a rapid review of additional locally relevant or adaptable resources on ethics, integrity, and anti-corruption to inform the design of the new education module for ICAC. (E) Framework Development: Based on the review of resources, as well as two rounds of consultations with key local stakeholders, a framework of the toolkit (excel document) will be developed, which includes: (i) Themes to be covered; (ii) Learning objectives; (iii) Resources to be utilized/ adapted, or (iv) Suggestions for new lesson plans to be created. (F) Toolkit Development: Develop a practical toolkit for ICAC to train primary and secondary teachers that is simple, self-explanatory, and easy to use, incorporating pictograms, diagrams or icons where appropriate to support clarity and accessibility. Tentatively the toolkit will focus on three macro-areas: (i) Integrity, ethics and anti-corruption values: help students recognize and understand integrity and embrace a behavioral change which fosters a strong sense of self-worth, integrity, and responsibility; (ii) Understanding corruption: understanding the meaning, roots, implication of corruption; and (iii) Addressing corruption: recognizing ways through which single individuals and communities can address corruption, implementing simple class-projects or campaign. The toolkit will entail a set of 10 to 15 easy to implement step-by-step scripted lessons plans which can be integrated into defined areas of the national curriculum, including tip boxes and guidance to adjust activities for an older or younger age range; a set of implementation tips and guidance notes to guide facilitators in the implementation of the lessons plans; and a set of handouts for students (secondary school) or parents and students (primary school) (G) Design 3-days face-to-face ToT: Develop a 3-days ToT approach based on the Integrity and Anti-corruption Toolkit, for ICAC personnel in charge of future training of teachers, as well as a group of primary and/or secondary school teachers. The ToT will include a set of tools, namely: Workshop agendas/ plans, Integrity and Anti-corruption Toolkit, ICAC-branded PowerPoint Presentations, Notes for the Trainer/ Facilitator, and ToT Pre-and Post monitoring tool to measure short-term knowledge acquisition or skill gain immediately around the training event. (H) Implement 3-days face-to-face ToT: Conduct a face-to-face Training of Trainers for ICAC staff who will be working as Master Trainers and also involving the first group of 15 teachers from either primary or secondary school. The ICAC Master Trainers will subsequently be able to implement other training with teachers via the use of the developed materials. (I) Package finalization: Analyze the Pre-post test, adjust the curriculum based on the test and produce a final training manual and toolkit. The consultant will undertake work in a manner that respects and upholds the independence and proper functions of the United Nations. The assignment will be conducted virtually, and in-person and the consultant is expected to consult with the UNODC PNG Office Anti-Corruption team throughout the assignment. The consultant will engage in various rounds of consultations with key local stakeholders, to ensure that the materials are locally relevant and address the needs of the ICAC and actors within the educational sector.
Qualifications/special skills
An advanced university degree (Master’s degree or equivalent) in Human Resources, Education, Pedagogy, Social science or Humanities or related field is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A PhD or equivalent is desirable. Certified Trainer of Trainers or Professional in Learning and Performance, or similar certification would be an advantage. A minimum of 10 years of proven experience in designing training packages and implementing training programmes in the government and corporate environment, as well as experience designing educational curriculum, preferably at the primary and secondary education level, is required. Experience in the development of anti-corruption training resources is required. Experience in delivering Teacher Trainings and developing training materials is desirable Experience with developing e-learning training packages is desirable. Knowledge and experience of the UN System and in particular of UNODC is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Knowledge of another United Nations official language is an advantage
