National Consultant: Development of Curriculum and Teaching Materials on Gender Based Violence (GBV) Prevention for the Faculty of Public Health in Indonesia

Job Purpose:
Objectives
To develop, finalize, and integrate a standardized, credit-bearing curriculum and comprehensive teaching materials on Gender and Gender-Based Violence (GBV) prevention into the undergraduate (S1) programs of the Faculty of Public Health in Indonesia
Outputs
Developed Curriculum and Teaching Material for Faculty of Public Health Courses on the Gender and GBV prevention for the undergraduate (S1).
Scope of Work:
The Consultant will be working closely with UNFPA, the Ministry of Health (MoH), the Ministry of Women's Empowerment and Child Protection (MoWE & CP), and academic stakeholders to achieve the stated objective. The Scope of Work covers three key phases
Phase 1- Analysis, Validation, and Curriculum Development
Desk Review and Policy Alignment: Conduct a thorough review of existing national policies (e.g., MoH Regs No. 2/2025, No. 6/2024, MoWE & CP Reg No. 8/2024), current UNFPA GBV knowledge products, and relevant national academic standards for public health (S1).
Curriculum Gap Analysis: Analyze the current S1 Public Health curriculum of select partner universities to pinpoint specific gaps and determine the most strategic and efficient method for integrating gender and GBV prevention and response content (e.g., as a new course, mandatory module, or integrated into existing subjects).
Learning Outcome Validation: Organize and facilitate a technical consultation/validation workshop with key stakeholders (MoH, MoWECP, and the Faculty of Public Health association) to formally validate the proposed Learning Outcomes (LOs), credit allocation, and the overall integration strategy for the new course/module.
Deliverable 1: Validated GBV Learning Outcomes and the proposed Curriculum Integration Strategy
Phase 2 - Curriculum and Teaching Material Development
Curriculum Structure and Syllabus Development: Develop the detailed course structure and a comprehensive Syllabus for the S1 Gender and GBV Prevention subject/module. The content must reflect a public health approach, covering the following core areas: Gender Mainstreaming, GBV and Harmful Practices, GBV Prevention and Risk Mitigation, and GBV Referrals
Detailed Lesson Plan Development: Prepare a complete set of detailed Lesson Plans (e.g., 14-16 weeks) that directly correspond to the approved Syllabus and align with S1 teaching methodologies
Teaching Material Adaptation: Develop and/or adapt all essential teaching materials, including PowerPoint presentations, standardized case studies, practical exercises, suggested readings, and pre-/post-assessment tools, ensuring high-quality and meet standard of UNFPA knowledge products
Deliverable 2: Complete Academic Package, including the Finalized Curriculum, Detailed Syllabus, and Comprehensive S1 Lesson Plans
Phase 3 - Finalization and Endorsement
Faculty Lecturer’s Guide Development: Prepare a user-friendly Lecturer's Guide/Manual for Faculty lecturers. This guide must ensure the standardized, high-quality delivery of the curriculum, including guidance on participatory teaching methods, sensitivity in handling Gender and GBV prevention and response topics, and assessment strategies.
Finalization and Endorsement Workshop: Organize and facilitate a final workshop with academic and governmental endorsing bodies to present the entire academic package. This workshop will secure final feedback, formal endorsement, and agreement on the next steps for piloting and national roll-out within the Faculty of Public Health network.
Deliverable 3: Complete Implementation Package, including Final Teaching Materials, the Faculty Lecturer’s Guide, and a Formal Endorsement Report detailing the agreed-upon integration pathway.
Duration and Working Schedule:
The consultancy will be carried out for 60 workdays, spread over approximately 2 months (April to July 2026). The final approved product is expected to be available on 10 of July 2026. Work will commence immediately after the contract is signed.
Place where services are to be delivered:
Home-based. The consultant will need to consult intensively with the UNFPA Country Office, MOH, related universities, MOWECP, and Gender experts to deliberate the content, structure, and required literature, notably the updated guidelines, regulations and findings.
Delivery dates and how work will be delivered:
In relation to copyright, all materials or documents resulting from these consultation services will remain the property of UNFPA. The consultant is obliged to provide soft copies of the deliverables, including all annexes, so that all results can be independently verified for their accuracy before the reports are finalized and released.
1st Deliverable - 10 April 2026 (TBC) : Submission of the Outline for Curriculum, Teaching Modules for Undergraduate (S1) on Gender and Gender-Based Violence (GBV) prevention and response.
2nd Deliverable - 27 April 2026 (TBC) : Submission of the draft of the Curriculum and Teaching Modules for Undergraduate (S1) on Gender and Gender-Based Violence (GBV) prevention and response.
3rd Deliverable - 10 July 2026 (TBC) : Submission of the Final Draft of the Curriculum and Teaching Modules for Undergraduate (S1) on Gender and Gender-Based Violence (GBV) prevention and response
Monitoring and progress control, including reporting requirements, periodicity format, and deadline:
A team of UNFPA (Gender Specialist, Humanitarian Analyst), the Ministry of Health, and selected members of the Universities will provide directions to the consultants through regular meetings or virtual discussions. An outline training design will be agreed upon to guide the consultants in conducting her/his work.
UNFPA will conduct intensive discussions and several coordination meetings with the consultant to review the product, chapter by chapter, to ensure that the deliverables meet UNFPA quality standards.
Supervisory arrangements:
Under the overall guidance of the Representative and quality assurance by the Assistant Representative, the consultant will work under the day-to-day supervision of the Humanitarian Programme Analyst in close collaboration with Gender Specialist. The consultant is expected to report the progress to the Humanitarian Programme Analyst, RH Specialist, and Gender Specialist

Yes. Possible city to be visited: Bogor for the final Workshop.
Qualifications and Experience:
Education:
Advanced Degree: Master’s (S2) or Doctorate (S3) in Public Health, Social Sciences, Demography, Gender Studies, or a closely related field

Languages:
Fluency in English and Bahasa Indonesia is required
