PROJECT OVERVIEW:
The Meeting Targets and Maintaining Epidemic Control (EpiC) project is a global health initiative funded by the U.S. Department of State, running from 2019 to 2027. In the Philippines, EpiC has two workplans each with its own technical scope and budget, one focused on achieving HIV epidemic control and one focused on strengthening global health security (GHS). The role outlined in this job description supports EpiC’s GHS workplan.
EpiC’s GHS workplan aims to strengthen national, subnational, and local capacities for the prevention, detection, and response to public health emergencies, including pandemic preparedness. Support is delivered across multiple technical areas, including Zoonotic Diseases, Biosafety and Biosecurity, National Laboratory Systems, Surveillance, Public Health Emergency Management, Infection Prevention and Control (IPC), and Evidence-Based Public Health Messaging. All activities and sub-activities under each technical area are aligned with and informed by national priorities and strategies, including the National Action Plan for Health Security (2025–2030), the National Framework of the Philippine Health Laboratory System (PHLS), and the National Laboratory Strategic Plan (NLSP) 2025–2030.
JOB SUMMARY:
Reporting to the Procurement Specialist, the Procurement Officer is responsible in performing procurement activities for Philippines office projects as authorized following policies and procedures.
KEY RESPONSIBILITIES:
Prepares request quotations, coordinate with Procurement Specialist to finalize purchase orders, and review invoices prior to submission to Finance team for payment
Ensures that all requests are made and processed in compliance with FHI 360’s policy and specific funding requirements
Assists with developing bid specifications
Assists in reviewing requisition orders to verify accuracy, terminology, and specifications
Surveys for reliable sources, locate and contact vendors, coordinates with internal and external parties for proposals/quotations
Contacts suppliers to schedule or expedite deliveries, resolve shortages, missed or late deliveries to ensure contract terms and company needs are met
Reviews and approves bill for payment and calculates costs of orders and forward invoices to appropriate accounts
Checks shipments to ensure orders are filled correctly and goods meet specifications
Compares prices, specifications, and delivery dates to determine the best bid among suppliers
Updates contract list and coordinate with regular contractors in renewing the contracts
Develops and maintains information of all active vendors in the vendor database
Performs other duties as assigned
MINIMUM REQUIREMENTS:
Strong understanding of contracting concepts and principles
Excellent oral and written communication skills
Articulate, professional and able to communicate in a clear, positive manner with clients and staff
Strong organizational skills and project management skills
Manage a variety of activities and pay close attention to detail
Fluency in English and local language
Proficient use of Microsoft Office and computer software skills
Good problem-solving skills, well organized and detailed oriented
Ability to analyze and interpret data, identify errors and prepare reports
Ability to work well with others and independently
Excellent negotiation, communication, and interpersonal skills.
Ability to thrive in a multicultural environment and collaborate effectively with diverse stakeholders.
WORKING CONDITIONS AND TRAVEL REQUIREMENTS:
Usual office working conditions
Ability to travel domestically at least 25%
EDUCATION/EXPERIENCE:
Bachelor's Degree or its International Equivalent, Business Administration, Supply Chain Management or Related Field
Minimum of 3-5 years related work experience with at least 1 year in US Department of State regulations in contracting and procurement and administrative support is required.
Knowledge of donor rules and regulations, common mechanisms of funding, contracting concepts and principles from the solicitation phase to post-award administration
Strong knowledge of procurement regulations, standards, and practices
Knowledge of company policies and procedures regarding procurement services
