The CMU has the second largest IDA program in the West and Central Africa region, with a lending portfolio of close to US$11 billion and an ambitious agenda of analytical and advisory work, reflecting a strong partnership with client governments. Cote d’Ivoire has access to IBRD funds in addition to IDA financing. The CMU program has a strong strategic focus on jobs, public sector transformation and human capital development and makes critical contributions to corporate priority programs like M300, access to quality health services, productive social safety nets and skills development. Benin and Togo receive the IDA Prevention and Resilience Allocation due to growing concerns over conflict and have ambitious national prevention strategies and programs which drive IBRD/IDA resource allocation. • Provide general operational support to the World Bank Group Country Manager (CM) as needed, including attending meetings, facilitating provision of operational information; liaising between donors and stakeholders. • Contribute to teamwork, workflow coordination and an operating culture focused on client service as envisaged under the Country Partnership Framework. • Produce reports and analysis of the Togo’s portfolio, including ensuring the quality of portfolio performance management through project implementation, monitoring and assistance. • Carry out results tracking of the IDA and trust fund portfolio, working in collaboration with TTLs and M&E Specialist as needed, liaising regularly with task teams on both the framework and the progress towards project outcomes, raising issues to management as needed. • Provide substantive input to the overall country program development and implementation • Under the supervision of the CM, provide strategic advice to Government, Civil Society Organization, and Donor Agency counterparts working with the World Bank. • Facilitate dialogue with a diversity of stakeholders and support the development of partnerships with them where relevant.
Selection Criteria
• Strong analytical skills – mastery of corporate systems (operations portal, standard reports, BI, etc.) • Experience with multi-stakeholder governance, social accountability, leadership, and managing multi-stakeholder networks that engage non-traditional World Bank clients such as networks of youth, private sector and other specific CSOs. • Bank Instruments, Policies, Procedures, and Systems - Fully familiar with Bank Instruments, Policies, Procedures and Systems (including safeguards, FM and procurement). • Drive for Results - Takes personal ownership and accountability to meet deadlines and achieve agreed-upon results and has the personal organization to do so. • Knowledge, Learning and Communication - Actively seeks knowledge needed to complete assignments and shares knowledge with others, communicating and presenting information in a clear and organized manner.
