Organisational Context

The Victims Participation and Reparations Section (VPRS) facilitates victims’ participation and reparations before the ICC. Amongst its main tasks, it informs victims of their rights before the ICC, assists them in filling in application forms for participation in the proceedings and/or for reparations, and assists the Judges with the processing and analysis of victims’ applications whenever required.

The VPRS establishes systems both in the field and at headquarters in The Hague to manage and process information received from victims, and to file such information in the relevant judicial proceedings together with reports for Chambers. In the field, the VPRS creates networks of interlocutors and intermediaries at the earliest stages of proceedings in a case, trains potential intermediaries and engages with victim communities on the ground and elsewhere. The Section also recommends the procedural outline of the victim admission process before Chambers regarding victim participation and reparations. The Section responds to any instructions that may be issued by Chambers relating to participating victims or their applications throughout the proceedings.

Duties and Responsibilities

The position is allocated in the Field Unit with a special focus on the management of programmes and operations in the field in the fulfilment of the Section’s mandate. The position is thematically allocated to Arabic-speaking situations before the ICC, making the command of Arabic at professional level a requirement for the post.

Under the supervision of the Field Coordinator, the candidate performs the following tasks:

Programme design and development: planning and facilitation of projects relating to the mapping of victims / potential reparation beneficiaries:

  • Creation of periodic action plans in the relevant situation with task allocation/timing/description;
  • Preparation of relevant missions, including scheduling, definition of objectives and benchmarks;
  • Identification of: (i) individuals and organisations that may be intermediaries of victims (including local and regional non-governmental organisations, community or religious organisations, local authorities, etc.); and (ii) international agencies with a field presence which may cooperate with the Registry in relation to victim participation and reparations;
  • Prepare briefing / background notes, and external correspondence;
  • Coordinate with focal points of the Legal Unit and Data Processing Unit across relevant situations/cases, including (co-)drafting of relevant portions of VPRS filings on field-related matters;
  • Liaise with staff in Country Offices that carry out victim-related tasks.

Implementation, monitoring and evaluation in the field: ensure that VPRS partners in the field operate in accordance with their functions as per relevant service agreements, and in line with the VPRS Field Unit’s activity plan for field operations in the relevant situation:

  • Interact directly with external interlocutors with a view to creating/maintaining networks of information-sharing and training of relevant interlocutors;
  • Identify needs of intermediaries in terms of support and training, and prepare/carry out trainings and related activities to respond to these needs;
  • Maintain communication framework with in-country partners;

Enhance visibility: set, implement, and oversee action plans that aim to increase victims’ awareness and understanding of the framework of their rights under the Rome Statute as well as within the situational context.

  • Prepare information notes for external audiences;
  • Organise victim information sessions;
  • Ensure feedback function of VPRS projects with victims.

Essential Qualifications

Education:

Advanced university degree in administration, social sciences, international relations, law or other related field. A first level university degree in combination with two additional years of relevant experience is accepted in lieu of the advanced degree.

Experience:

A minimum of two years (four years with a first level university degree) of progressively responsible work experience in assisting victim programme design in the field and maintaining local partnerships and/or communication frameworks.

Knowledge, Skills and Abilities:

  • Knowledge and understanding of (some of) the Arabic-speaking countries or regions in which the Court operates is required;
  • Project oversight, including monitoring & evaluation and reporting;
  • Relationship management;
  • Strong analytical and drafting skills;
  • Able to adapt to a multicultural and multilingual working environment;
  • Strong teamwork skills;
  • Good standard of computer skills (including Microsoft Office applications);
  • Experience in managing sensitive information.

Languages:

Proficiency in one of the working languages of the Court, French or English, is required. Working knowledge of the other is considered an asset. Proficiency in Arabic is required. Knowledge of another official language of the Court (Chinese, Russian and Spanish) is an asset.

General Information

Candidates appointed to posts at a P-5 grade or in the Director category are subject to a maximum aggregate length of service of seven years. This is pursuant to a decision of the Assembly of States Parties (ASP Resolution ICC-ASP/23/Res.2 - ICC-ASP-23-Res.2-ENG) to implement a tenure policy at the Court as of 1 January 2025.

- The selected candidate will be subject to a Personnel Security Clearance (PSC) process in accordance with ICC policy. The PSC process will include but will not be limited to, verification of the information provided in the personal history form and a criminal record check.

- Post to be filled by a national of a State Party to the ICC Statute, or of a State which has signed and is engaged in the ratification process or which is engaged in the accession process. This is pursuant to a decision of the Assembly of States Parties (ASP Resolution ICC-ASP/23/Res.3 - ICC-ASP-23-Res.3-ENG) to introduce a moratorium on the recruitment by the ICC of staff of non-States Parties’ nationality.

- In accordance with the Rome Statute, the ICC aims to achieve fair representation of women and men for all positions, representation of the principal legal systems of the world for legal positions, and equitable geographical representation for positions in the professional category.
