Organizational Setting and Reporting Relationship

The position of Associated Operations Officer is assigned to the ASEAN Power Grid and Special Funds Unit (APGU) within the Southeast Asia Department (SERD). You will be based at our Headquarters in Manila, Philippines.

You will report to designated technical international staff and senior officer.

Your Role

As an Associate Operations Officer, you will assist the APGU in implementing technical and financial support to ADB operations which advance the ASEAN Power Grid (APG). You will engage with operations staff in SERD and other departments to deploy technical assistance (TA) and cofinancing from relevant ADB and donor funds.

You will:

  • Support to TA processing and administration, including: processing new TA vehicles; recruitment of TA consulting firms and individual consultants; processing of change in scope and implementation arrangements; coordinating and updating milestone events of TA projects for processing in eOperations and in monitoring sheets; monitoring of consultant's inputs and processing of related claims for payments; processing of contract variations; and assisting in the closure of physically completed TA projects.
  • Monitor and analyze TA resources, allocations, commitments, and disbursements performance versus projections; Help monitor activity and project progress and results; Prepare and update the monitoring databases on projects and activities supported by the team, ensuring data integrity.
  • Support administration of APG-related partner funds by assisting team leaders in the design of cofinancing structures, packaging, and arrangements during project design while maintaining compliance with ADB policies.
  • Assist team leaders in revising cofinancing and trust fund agreements and liaising with financing partners, SERD and ADB's internal parties; and administer SERD's trust fund agreements as assigned.
  • Support day-to-day coordination on APG-related matters between APGU and other ADB departments, especially with the Sectors Group, Office of Markets Development and Public-Private Partnerships, Private Sector Operations Department, and others.
  • Work with APGU and other staff and consultants, support the development of tailored financing structures for cross-border power interconnections, including blended finance, guarantees, risk-sharing instruments, and cofinancing arrangements.
  • Contribute to ADB-led APG financing platforms and working groups, including those under the ASEAN Power Grid Financing Initiative.
  • Perform other tasks that may be assigned as reflected your work plan.

Qualifications

You will need:

  • Bachelor's degree in accounting, financial management, or relevant fields, preferably with advanced training.
  • At least 5years of relevant work experience.
  • Knowledge of multilateral development bank operations in different areas including project processing, administration, accounting, procurement, and general administration is desirable
  • Strong research, analytical, and data validation skills, including reconciling discrepancies and performing calculations.
  • Proficiency in database management and familiarity with enterprise operational systems (e.g. procurement management systems, operations tracking system, and similar tools) is desirable.
  • Proficiency in common office applications (document processing, spreadsheet, presentations slides, and similar tools) and related information technologies.
  • Strong collaborative skills and ability to contribute proactively as a team member.
  • Excellent proficiency in oral and written English communications.

Additional Information

This appointment is open to internal and external applicants.

This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff's particular blend of skills and experience in the foreseeable future; and (b) Staff's performance is satisfactory and they are suitable for further employment.
