Mission and objectives
UNICEF is the only organization mandated by the United Nations General Assembly to safeguard the rights of all children everywhere. That mandate is rooted in the 1989 Convention on the Rights of the Child (CRC), which sets out universal and indivisible rights. UNICEF has been working in Cambodia since 1952 to protect the rights of children UNICEF promotes the rights and well-being of every child in everything it does. Together with our partners, we work to translate this commitment into practical action, with a dedicated effort to reach the most vulnerable and excluded girls and boys in urban and rural poor areas of Cambodia. We focus on equity, so our achievements benefit all children.Context
Under the direct supervision of the ICT Officer, the ICT Associate will undertake the following tasks: • Perform specialized ICT application administration to ensure system functionality, usability, and effective user experience. • Analyze business and functional requirements, conduct data analysis, and develop functional specifications for new systems, dashboards, and enhancements to existing applications. • Design, develop, and maintain interactive dashboards and reports to support management decision-making, using data from multiple sources. • Support the development, customization, testing, debugging, and implementation of new applications and systems, including automation of office workflows using Microsoft 365 tools (e.g. SharePoint, Power Automate, Power Apps, Power BI, Excel). • Identify system vulnerabilities and required security patches; prioritize, evaluate, test, and apply relevant updates in coordination with ICT standards. • Provide second-level Help Desk support for ICT systems and applications, including troubleshooting, user access management, security profiles, and performance issues. • Develop and maintain technical documentation, user manuals, and standard operating procedures. • Assess user training needs and deliver structured and ad hoc training sessions on ICT systems, dashboards, and digital workflows. • Provide ICT support for conferences, meetings, and meeting room technologies. • Assist in the planning and management of specialized ICT projects, particularly those related to digital transformation, data analytics, dashboard development, and system automation. • Prepare periodic, ad hoc, and management reports, including ICT performance metrics and ICT asset/inventory reports.Task Description

Phnom Penh is a relatively safe and accessible duty station with regular international air connections and a well-developed communications and banking infrastructure. The city has a tropical climate, with hot and humid conditions throughout the year, and offers a wide range of accommodation options, food choices, and reliable access to electricity, water, and internet services. Medical facilities of good standard are available, including international clinics and hospitals. The cost of living is moderate compared to other regional capitals. Cambodia has a rich cultural heritage, and respect for local customs, appropriate dress in professional and public settings, and cultural sensitivity are important. Phnom Penh provides an interesting and rewarding working and living environment; however, adaptability, cultural awareness, and a proactive approach to health and wellbeing are essential. Entitlements of National UN Volunteer include Entry Lump Sum Allowance (USD400), Monthly Volunteer Living Allowance (VLA) for the National UN Youth Volunteer based in Phnom-Penh, Cambodia, at about USD627(*) paid in local currency equivalent; Insurance Coverage (Comprehensive health, life, and malicious acts insurance); Annual Leave of 2.5 days per month; Access to UNV’s learning and career development resources; and Exit Lump Sum Allowance (1-month VLA/12 months) payable upon successful completion of the assignment.
