The position of Workforce Planning Officer is assigned to the Strategic Workforce Unit (SWU) within the Budget, People, and Management Systems Department. You will be based at our Headquarters in Manila, Philippines.
You will report to the designated Technical International Staff.Your Role
As a Workforce Planning Officer, you will be responsible for making contribution to (i) workforce analysis; (ii) position management; (iii) organizational realignments; and (iv) data management.You will:
- Workforce analysis. Contributes to the assessment of staffing adequacy for a given work program through the annual workforce analysis, especially in the areas of data collection from various sources, data consolidation, data quality assurance, initial analysis, presentation of the results, and discussions with departmental clients.
- Position management. Contributes to the evaluation of the various position action requests and proposes recommendations and/or solutions to ensure optimum allocation and reallocation of the staff resources based on the workforce analysis and discussions with departmental clients. Identifies the areas for procedural improvements and proposes solutions.
- Organizational realignments. Reviews organizational realignment proposals and resulting position actions. Proposes recommendations and/or solutions that ensure the overall organizational consistency.
- Data management. Ensures that the data are updated, consistent and made available to SWU team. Contributes to the data governance initiatives to ensure the single source of truth and higher efficiency.
- Management support. Contributes to the preparation of various materials for BPMSD, other departments and Management.
- Knowledge sharing and coaching. Shares the internally and externally acquired knowledge and experience with the peers and coaches administrative and other staff to help technically grow as a member of SWU team.
- Performs other tasks as and when assigned, and as reflected in the incumbent's workplan.
Qualifications
You will need:
- Bachelor's degree in business administration, management, organizational development or related fields; preferably with advanced training on workforce analysis and/or human resource practice/management.
- At least 8 years of relevant work experience.
- Experience and knowledge of operational and/or strategic staff planning
- Sound knowledge of human resource and administrative systems and procedures common to multilateral organizations.
- Working experience on workforce analysis and strategic staffing
- Proficiency in the use of MS Office and other productivity tools
- Strong analytical and problem-solving skills.
- Excellent command of written and spoken English; good memo composition and editing skills

Additional Information
This appointment is open to internal and external applicants.
This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff's particular blend of skills and experience in the foreseeable future; and (b) Staff's performance is satisfactory and they are suitable for further employment.
