Position: International Specialist: Cost Estimator and PPP Specialist Background: Winrock International is recruiting an International Specialist: Cost Estimator and PPP Specialist for an Asian Development Bank (ADB) opportunity in Laos focused on Sustainable Agrifood systems. The project will contribute to food security and nutrition improved, and agricultural value addition increased in a climate resilient and gender-responsive manner in Lao PDR. This position will be a part-time consultancy that will require a commitment of 2 person months over a 5-year period. Location: Remote. Major Responsibilities: Identify the current level and types or methods of calculation of cost prices, if existing, of the various laboratories. Conduct a workshop on cost pricing calculation for laboratories conducting food and feed analyses. Among others define objectives for cost pricing calculations. Introduce the various types of costing such as full absorption costing, process costing, order costing, ABC costing and variable costing in the workshop. Introduce the WHO laboratory test costing tool – user manual/training manual. Conclude the type of costing most suitable for the laboratories in Lao PDR. Discuss an implementation plan to develop cost prices calculations for the individual analyses for the different laboratories. The consultant follows up with the laboratories on progress made to develop the cost pricing. Organize a workshop and discuss the requirements of cost pricing. Seek approval from the Ministry of Finance to apply the cost prices and make the prices visible and transparent on the websites of the laboratories. Present a comprehensive analysis of the food control laboratories that deliver laboratory services based on international best practices. Present a robust analysis on regulatory and institutional framework, technical option, economic and financial assessment, and market analysis related to sector. Provide a policy and technical recommendation in implementing PPP scheme within the sector of food and feed laboratory analyses. Develop a roadmap for a PPP for the essential public laboratories. Conduct a workshop on the findings. Support the government in its call for expressions of interest for the privatization of the food safety laboratories. Qualifications Education: Master’s degree in finance Experience: At least 10 years’ of relevant professional experience Hands-on experience with developing cost pricing calculations for food and feed laboratories Regional experience in budget preparations for analytical laboratories, Strong background in finance of analytical laboratories or equivalent private sector operated facilities, Experience in the development of PPP’s in the food laboratory industry Experience working in LAO PDR preferred Experience working with ADB preferred. Experience working in ASEAN countries – particularly in Lao PDR, Vietnam, and Cambodia considered as an advantage Computer Skills: Proficiency in using Microsoft Office software, including Word, Outlook, and PowerPoint. Advanced proficiency in Excel is preferred. Communication Skills: Strong written and verbal communication skills are required, including effective public speaking and the ability to communicate complex issues both verbally and in written form. Language: Fluent in English (written and spoken), Thai or Lao language skills (preferred) Physical Demands: Regional travel may be required. This position is based on-going donor funding.
