Job Description

Mission and objectives

UNFPA has been working in Lebanon since 1993 to deliver a world where every pregnancy is wanted, every childbirth is safe, and every young person’s potential is fulfilled. Under the current 2017- 2020 Country Program (CP) and extended to 2022, UNFPA is guided by the various emergency and humanitarian response plans in addition to multisectoral consultations with the Government, civil society and other United Nations organizations.

Context

The UNV will contribute to UNFPA youth programme in Lebanon, supporting youth networks and youth programming across humanitarian and development nexus The UN Volunteer (UNV) will play a crucial role in enhancing UNFPA's youth programme in Lebanon. This will involve actively supporting existing youth networks and developing new youth programming initiatives. The scope of this contribution will bridge the humanitarian and development nexus, ensuring that youth interventions address both immediate needs and long-term sustainable development goals within Lebanon. The UNV will be instrumental in fostering youth engagement, capacity building, and advocacy efforts, ultimately empowering young people to become active agents of change in their communities.

Task Description

Within the delegated authority and under the supervision of the Programme Coordinator or his/her designated mandated representative(s), the UNV Youth officer will: support the design and implementation of youth programme and projects in the humanitarian, development peace nexus. Specific key responsibilities include: 1. Programme Design and Management - Conduct field assessments and/ or situational analyses to determine needs, gaps, and opportunities for young women in Lebanon, particularly in Lebanon’s situation, and develop a CO strategy on youth engagement and programming, particularly for the enhancement of Gender-Based Violence (GBV) and Sexual and Reproductive Health (SRH) youth-friendly services. Where appropriate, ensure GBV and SRH issues are integrated in other youth key assessments. - Provide programmatic and operational support to the planned and current Youth activities, which includes planning, coordinating, implementing, monitoring and reporting UNFPA-supported youth activities, interventions, and policies. - Conduct field visits and Monitor closely and analyse the progress in project implementation, and identify gaps and challenges along with the provision of the appropriate recommendations and responses to fill these gaps. - Communicate closely with Implementing Partners to build capacity on UNFPA youth and gender approach and ensure timely preparation of work plans, budgets, progress reports, project presentations, and other needed programme and operational documents. - Support Country Office (CO) Youth Programming, in coordination with management and SRH and GBV teams including building capacity of Implementing Partners (IPs) and other colleagues on UNFPA youth mandate. - Organize, manage and prepare briefs for related meetings with government, UN agencies and donors, including for UNFPA Country Office internal meetings and implementing partners’ quarterly and annual review meetings and in close contact with ASRO regional office. 2. Monitoring and Evaluation: - Liaise closely with M&E Analyst for annual target setting and ensure accurate reporting on results. - Contribute to thematic related surveys, reviews, assessment and ensure the incorporation of an AY lens in other related documents. - Contribute to UNFPA Country Programme planning, implementation and evaluation processes. 3. Coordination and Partnership: - Support coordination of the United Nations Youth Task Force with UNICEF - Co-chair the Joint programme on child marriage Steering committee - Provide technical support on behalf of UNFPA in the development of the United Nations Joint Programme on Youth - Represent UNFPA in relevant sectors, CF pillars, and other humanitarian coordination bodies to ensure that youth issues are adequately considered in the context of the humanitarian and development response efforts. - Propose innovative partnerships for youth development and empowerment and explore private sector opportunities - Liaise with Ministry of youth to provide support to government initiatives on the youth agenda - Explore with the intersector appetite to roll-out the IASC guidelines in working with and for young people in humanitarian settings - Represent UNFPA in youth-related national coordination structures (Monitoring of HLM2024 National Commitments, National committee to monitor the implementation of National Youth Policy Action Plan, etc.). - Establish linkages between existing PD, youth, Gender, RH programmes to ensure synergies between programmes that maximize programme impact. Resource Mobilization: Support the CO in resource mobilization for youth related projects: - Consolidate donor intelligence in the area of adolescents and youth, identify and provide timely advice on funding opportunities. - identify potential funding sources and donors for youth-focused projects and adding youth component in UNFPA proposals - Contribute to concept notes and proposals for youth projects that align with donor priorities and UNFPA’s areas of focus - represent UNFPA in donor meetings and present funding needs and gaps of youth-related areas - All other tasks as assigned by the Representative or Head of Programme

As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials. This position is based in the UN Resident Coordinator’s Office. National UN Volunteers are part of the malicious insurance plan.
