    Description of the Assignment: The Multi-country Survey on the Socio-economic Vulnerabilities of Roma in the Western Balkans and Türkiye Project (Action), is a EU-funded project, implemented by UNDP’s İstanbul Regional Hub in partnership with UNDP Country Offices in Western Balkans and Türkiye which aims to generate robust, up-to-date data on the socio-economic status of Roma in Western Balkans and Türkiye. Its primary objective is to strengthen evidence-based policy making to promote Roma inclusion, equality, and participation, in line with the relevant national Roma Inclusion strategies, the EU Roma Strategic Framework 2020–2030, the SDG principles and the principle of "Leave No One Behind." The Action builds on earlier Roma surveys from 2011 and 2017 in the Western Balkans, and the recent 2024 surveys in Ukraine, Georgia and Moldova implemented in cooperation with the World Bank.

    The Türkiye component of the Action is distinctly tailored in line with the National Development Plans. The Action in Türkiye focuses on implementing a region-focused, customized research on Roma youth, and its approach is based on conducting a vocational training program for Roma Youth in the Izmir region to improve their employability. During the implementation of vocational courses and soft skills building programs, a longitudinal, ethnographic methodology will be carried out with participants of these vocational courses, which will combine data collection with embedded training interventions, and will be utilized to prepare a case study report on Roma youth employability. An additional control group will also be added to the sample of the survey from those Roma youth who did not participate any vocational training programs within the project. Embedding training within the research design not only enhances the practical relevance of the research but also provides critical insights into the effectiveness and limitations of vocational interventions, including factors contributing to training completion or dropouts. This integrated approach will allow for tracking changes in employment status and social inclusion of Roma youth over time, offering deeper insights than traditional static surveys. The qualitative research will aim to identify both skill gaps and other challenges that Roma youth face in accessing sustainable employment. Ultimately, the research will elevate the voices and real-time experiences of Roma youth, generating evidence to inform more inclusive, grounded, and impactful policies and programs aimed at improving employment outcomes and reducing poverty within Roma communities.


    To this end, the UNDP Türkiye Country Office seeks an Individual Consultant (IC) to support the quality assurance of the longitudinal ethnographic research based on the vocational training program addressing Roma youth community in İzmir: codebook set-up, digital configuration and testing, monitoring data collection and data cleaning, analysis and reporting.


    The objective of this assignment is to ensure the quality assurance of the longitudinal ethnographic research on the vocational training programme for Roma youth in İzmir. The role encompasses the establishment of the codebook, digital configuration and testing, monitoring and cleaning of data collection, and the analysis of emergent patterns to inform evidence-based insights.

    Period of assignment/services: November 2025 - October 2026
