Context

Under the overall supervision of the Chief of Mission (CoM), and in close coordination with other Heads of Units, the Information Management Officer will be responsible for supporting the coordination and  implementation of the Information Management aspects of IOM programmes in Algeria.

  1. In close coordination with relevant programme and projects focal points, as well as with the M&E officer,  provide technical expertise to  Information Management (IM)  activities including data management, analysis, visualization and mapping for all units in the mission.
  2. In close collaboration with the relevant programme and project officers, provide technical support in all IM work related to the different programming, including but not limited to the Assisted Voluntary Return and Reintegration (AVRR) Unit, the Protection Division (PxD), the Project Support Unit (PSU) and other areas as needs arise.
  3. Contribute to the development, implementation and monitoring of the Information Management strategy for IOM Algeria to facilitate evidence-based decision making and advocacy for the mission’s response planning.
  4. Develop data reports and for MiMOSA (including monthly quantitative reports), meeting the requirements of internal and external stakeholders; work to include AVRR and PxD data in visual analytic applications.
  5. Support the expansion and ensure consistent use of MiMOSA across the Country office (CO), in line with relevant instructions, Standard Operating Procedures (SOPs) and internal guidance notes.
  6. Analyse data to highlight information gaps and for evidence-based response planning and programme development.
  7. Support the Information Management/M&E and communication focal points across various programmes to support the development and release of national level IM products.
  8. Facilitate and provide guidance for the effective use of the designated information systems, including offline and online platforms, application tools, and other systems to ensure the implementation of information management mechanisms.
  9. Coordinate the timely preparation and generation of country level information products, as well as information sharing and dissemination to all relevant channels in close coordination with communications unit.
  10. Contribute to ensuring  that the implementation of the information management systems and application adhereto IOM Data Protection Policy and Information Technology and Communication (ITC) Policies and Standards, including on system and data security.
  11. Check if information management tools and operational frameworks for data collection are properly designed and implemented, and bring issues to the attention of the supervisor.
  12. Review information productsincluding statistical reports, maps and other products in relation to design and implementation.
  13. Contribute to the development and implement proper backup / restore, data validation and security procedures to ensure data integrity and availability.
  14. Participate in IOM management coordination meetings and relevant forums/events where IM programme components and strategy are being discussed.
  15. Perform such other duties as may be assigned.

Education

  • Master’s degree in computer science, Media or Social Sciences, Information Management/Data Analysis, or a related field from an accredited academic institution with two years of relevant professional work experience, or;
  • University degree in the above fields with four years of relevant professional experience.

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

  • Experience in the development and management of databases and applications;
  • Experience of other information management work desirable, including data verification, validation, classification, and transformation as well as data warehousing;
  • Experience in the field of migrant assistance, particularly AVRR and protection; and,
  • Experience in the use of database applications and statistical analysis tools.

Skills

  • Knowledge or experience of case management/customer relationship management systems desirable;
  • Excellent qualitative and quantitative dataanalysis skills and demonstrated abilityto produce high- quality research reports; and,
  • Proven ability to deliver technical training to different audiences.

Languages

IOM’s official languages are English, French and Spanish. All staff members are required to be fluent in one of the the three languages.

For this position, fluency in English and French is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, Russian, and Spanish) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Notes

Internationally recruited professional staff are required to be mobile.
