PROJECT BACKGROUND
GGGI supports stakeholders through complementary and integrated workstreams – Green Growth Planning & Implementation and Knowledge Solutions – that deliver comprehensive products designed to assist in developing, financing, and mainstreaming green growth in national economic development plans. GGGI supports the Government of Indonesia in focal areas: renewable energy, green cities and special economic zones, forest and land-based (SL) mitigation and adaptation projects, green investment. The Program, known as the 'GoI-GGGI Green Growth Program' (GGP), aims to demonstrate that green investments can become the norm both for investors and planners, ultimately improving the quality of economic development for more environmental sustainability and social inclusion. Through the Program, GGGI collaborates with the Ministry of Development Planning (BAPPENAS), the Coordinating Ministry of Economic Affairs, Ministry of Finance, Ministry of Energy and Mineral Resources, Ministry of Environment and Forestry, PT Sarana Multi Infrastruktur (“PT SMI”) and others.
Important functions within the program are Partnerships and Monitoring, Evaluation, and Learning (MEL), to create synergy between projects and seek for initiatives based on learnings and data. These functions ensure that collaboration with ministries, financial institutions, and development partners is not only strategic but also adaptive, grounded in evidence of what works best in advancing green growth. By integrating MEL, the Program strengthens accountability and captures lessons that can refine project design, guide investment decisions, and inform policy development. In parallel, partnerships enable the pooling of technical expertise, financial resources, and political support, creating pathways for replicating and scaling successful models in the sectors, particularly sustainable landscapes and green cities. Together, these functions reinforce GGGI’s mission of embedding green growth into Indonesia’s long-term development, making projects more impactful, resilient, and responsive to both national priorities and community needs.
OBJECTIVES OF THE ASSIGNMENT
The Partnerships and Results Database consultant (hereafter referred to as “the Consultant”) will provide support to assist the GGGI Indonesia country office monitor results and formulate new project ideas, as well as potential partnerships for the continuation of the program. Under the guidance of the Strategic Partnerships Unit Lead and working with the Strategic Partnerships Unit team, the consultant will provide support to help GGGI Indonesia office to develop concept notes and results database on GGGI’s work in Indonesia.
Expected output from the Consultant, including:
- Concept notes, proposals, research on partners’ profile, and legal agreements under the sustainable landscapes and green cities units are developed or reviewed
- Support the preparation of engagements with the relevant partners at a program-level provided
- Results database and reports maintained
DELIVERABLES AND PAYMENT SCHEDULE
The Consultant will report to the Partnerships and Governance Associate who will ensure the work is well-coordinated with the GGGI-Indonesia project team and specifically SPU team. Regular offline meetings with the respective team will be organized to ensure agreed deliverables and workplan, and continuous alignment with GGGI. The consultant shall work with the scope below:
- Contribute to the program’s resource mobilization efforts:
- Assist in developing and reviewing concept notes and proposals in collaboration with the sectoral units and relevant staff
- Conduct research on donor profile and interests and contribute to relevant GGGI Indonesia program strategies
- Provide high quality support to GGGI’s legal agreements by conducting research on the partners and developing drafts
- Provide high quality support for the preparation of engagements with partners at a country program level
- Support coordination of high-level meetings and events with current and potential partners, including preparing agendas, organizing logistics, and documenting minutes and key takeaways for follow-up.
- Support the drafting and editing of key messages to be delivered during stakeholder meetings and presentations.
- Provide high quality support to results database and reports, with focus on landscape-seascape sector:
- Support the creation, regular updating, and systematic organization of the Country Program Databases, ensuring accurate and comprehensive records of partner organizations, key contacts, project details and relevant knowledge products, with a particular focus on projects in the landscape-seascape sector.
- Conduct periodic reviews and data quality audits to ensure accuracy, completeness and consistency of partners categorization, working closely with the SPU and the sustainable landscapes team.
- Maintain and regularly update the sectoral project’s dashboard, particularly under the landscape-seascape sector in collaboration with Communication unit
- Assist in tracking project performance and results for the landscape-seascape and green cities team at both output and outcome level, ensuring alignment with project indicators and logframe results in coordination with the implementing team.
- Develop user-friendly guidance notes/manual for internal use to ensure accessibility and effective utilization of database system, as required.
- Manage additional SPU trackers & databases such as Strategic Partnerships Register, Initial Project Ideas, Recognized Project Pipeline, Donor Reporting Tracker, and Country Program KPI Tracker, with special emphasis on documenting evidence of impact and lessons learned.
The Consultant shall report to the Sr Communication Officer of GGGI Indonesia.
The consultant is responsible for delivering the following deliverables:

Notes:
- The Consultant is to provide his/her own equipment to produce all deliverables.
- The Consultant is expected to work offline and online and is expected to work in GGGI Indonesia office at least three days a week.
- The Consultant shall submit the report in electronic versions readable by a Microsoft Office application.
- All outputs must be in English.
- Final deliverables must be approved by GGGI. The Consultant shall consider the comments and necessary revisions proposed to provide a final version of the deliverable in a timely manner.
EXPERTISE REQUIRED
- Minimum education a bachelor's degree or equivalent in business administration, legal, international relations, or a related field.
- Minimum of 1 year of relevant work experience in sustainable development, legal, public relations, IGOs, or NGOs.
- Have a good understanding of project logical frameworks and results monitoring
- Have a good command of English. Level IV (fluent) oral and writing ability in English and Level IV Bahasa Indonesia is required.
- Experienced in using office software packages (Office, etc.).
- Experience working in a team and having good communication and coordination skills with teams.
ADMINISTRATIVE INFORMATION
In order to be considered for the position, the candidate must meet the minimum qualification listed below. Consideration and selection will be based on a panel evaluation of the evaluation criteria factor below. Please note that only shortlisted/finalist applicants will be interviewed or contacted. GGGI does not pay for any expenses associated with the interviews unless expenses are pre-authorized. Reference checks will be conducted on those candidates selected for an interview. The applicant’s references must be able to provide substantive information about his/her past performance and abilities.
Interviews and a writing exercise may be requested. Applicants are required to prepare a brief narrative demonstrating how prior experience and/or education and training address selection criteria factors listed below:
Selection criteria:
- Professional Competency (10 points): bachelor's degree or equivalent in business administration, legal, international relations, or a related field.
- Experience (15 points): Minimum of 1 year of relevant work experience in sustainable development, legal, public relations, IGOs, or NGOs.
- Communication (15 points): Level IV (fluent) oral and writing ability in English and Level IV Bahasa Indonesia is required.
- Technical Knowledge (30 points): Understanding and ability to develop logical framework and project results monitoring
- Individual Competency (30 points): Experienced in using office software packages (Office, etc.).
- Experience working in a team and having good communication and coordination skills with teams. Experience working in supporting events/workshop will be an asset.
Maximum Points Available: 100
At GGGI’s discretion, reference checks and interviews may be conducted as part of the evaluation process.
