1.     Organizational Context

 

a.    Organizational Setting

The post of Communication and Training Manager is located in the Enterprise Business Capabilities Section, Enterprise Solutions Division (ESD), Information and Communication Technology Department in the Administration, Finance and Management Sector. The Enterprise Solutions Division is responsible for the evolution and maintenance of WIPO’s portfolio of ERP Administrative and Management applications collectively known as the Administrative Integrated Management System (AIMS). AIMS portfolio of products includes a combination of commercials off the shelf (COTS) and custom developed applications based on Taleo, PeopleSoft FSCM and HCM, Acuity Stream (for Risk Management) and others.

 

b.    Purpose Statement

This is a project post under the approved Capital Master Plan AIMS 2.0 Transformation project. WIPO/AIMS is embarking on a large modernization, involving the migration of existing applications to Cloud platforms, as well as renewing its applications landscape.

The Communication and Training Manager plays a critical role as part of the ERP project team in managing communication and training, ensuring that ERP changes are implemented smoothly with strong adoption, and that the organization realizes the benefits of these changes. This includes developing and implementing a communication and training strategy, securing stakeholders’ engagement at all levels of the organization, producing change impact assessments, designing and delivering modern training programs and plans for trainers and end users, designing and delivering engaging communications for various audiences. The key objective is to ensure all stakeholders are consistently informed and adequately trained on ERP changes, while proactively identifying and managing resistance to change. This includes driving continuous improvement of the change management strategy and fostering adoption through effective communication and training initiatives.

 

c.     Reporting Lines

The incumbent works under the supervision of the AIMS Senior ERP Delivery Manager.

 

d.    Work Relations

The Communication and Training Manager collaborates with stakeholders at all levels, including project teams, department heads, and end-users, to align change initiatives with AIM2.0 goals. Key interactions include coordinating with the Change Champions Network, the project delivery team, technical leads, and communications colleagues to ensure stakeholder engagement and smooth ERP adoption.

 

2.     Duties and Responsibilities

 

The incumbent will perform the following principal duties:

 

a.   Deliver an integrated communication and training strategy, ensuring alignment with each phase of the ERP implementation.

 

b.   Develop an engaging promotional strategy for the transformation, leveraging diverse media formats and solutions to increase information and user adoption.

 

c.   Continuously review and update detailed change management plans (e.g., Project Sponsor Plan, People Manager Plan, Change Champions Network Plan, and Training and Communication Plan) and integrate change management activities into the project plan.

 

d.   Identify training needs and plan activities (including train-the-trainer processes) supported by tailored materials and modules, to address cultural aspects, build skills, and enhance knowledge for employee change adaptation.

 

e.   Support the execution of identified activities and provide consistent change methodology across project streams.

 

f.    Facilitate the Change Champions Network, collaborate with stakeholders to gather feedback and address gaps, and coordinate with the ERP Project team to ensure effective execution of change activities.

 

g.   Provide coaching to key roles (department heads, supervisors) to foster change leadership and facilitate large multi-stakeholder workshops to ensure alignment and support for the change strategy.

 

h.   Ensure all training and communication deliverables adhere to the highest quality standards through rigorous review and validation processes.

 

i.    Share and improve upon lessons learned.

 

j.    Measure the execution of planned activities using defined KPIs to assess effectiveness and impact.

 

k.   Perform other related duties as required.

 

3.     Requirements

 

Education (Essential)

Advanced university degree in business administration, communication, finance, human resources management, information technology, computer science or a related discipline. A first-level university degree plus two years of relevant experience in addition to the experience requested below may be acceptable in lieu of an advanced university degree.

 

Education (Desirable)

Certification in training management (CPTM, CTT or equivalent).


Change Management Certification (PROSCI, ADKAR, or equivalent).


Project Management knowledge (Prince 2 or similar).


ERP-specific certifications (Oracle) related to training.

 

Experience (Essential)

At least seven years of relevant professional experience, which includes managing communication and training to 500 end users in the context of digital transformations, proven success developing training for Finance, Procurement, and HR function.


Experience creating sustainable knowledge transfer processes.


Background in leading multi-phase training programs for complex deployments.


Experience in delivering training in hybrid mode.


A minimum of five years' experience in change management activities in relation to digital transformation initiatives is required.


Proven experience in designing and executing communication strategies for large-scale organizational change.


Experience engaging diverse stakeholder groups and facilitating multi-stakeholder workshops to support change initiatives.

 

Experience (Desirable)

Experience working with medium scale, multi-functional IT projects / programs.


Experience with implementing ERP(On-premises/SaaS) or similar administrative management systems.


Prior work experience with UN entities or affiliated agencies.

 

Language (Essential)

Excellent knowledge of written and spoken English.

 

Language (Desirable)

Knowledge of other UN languages (Arabic, Chinese, French, Russian or Spanish).

Job Related Competencies (Desirable)

Knowledge of business processes and change management in the context of Oracle-Fusion or similar ERP based transformation.


Skills in project planning, including the ability to analyze, plan, execute and evaluate work to time, cost and quality targets, including the assessment and evaluation of risk.


Proficiency in using ERP change management related tools and data analytics techniques to generate insights, dashboard and change adoption metrics.


Proficiency in various process mapping and visualization tools.

5.     Information

Mobility:  WIPO staff members are international civil servants subject to the authority of the Director General and may be assigned to any activities, office or duty station of the Organization.  Accordingly, the selected candidate may be required to move from time to time to new functions and/or to another duty station.

Annual salary:

Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment.  Please note that this estimate is for information only.  The post adjustment multiplier (cost of living allowance) is variable and subject to change (increase or decrease) without notice.  The figures quoted below are based on the September 2025 rate of 90.5%

Additional Information

 

* Initial period of one year, renewable, subject to funding and satisfactory performance. Fixed-term appointments granted for approved projects shall be for a period whose minimum and maximum duration are tied to the funding and terms of reference of the project. The overall duration of a fixed-term appointment for a project shall normally not exceed five years. Fixed-term appointments granted for approved projects shall not be converted to a permanent or continuing appointment.
