Duties and Responsibilities
BACKGROUND In 2015, Kazakhstan ratified the UN Convention on the Rights of Persons with Disabilities (CRPD), committing to promote, protect and ensure the full and equal enjoyment of all human rights and fundamental freedoms by all persons with disabilities, and to promote respect for their inherent dignity. To support the implementation of the Convention, in 2019, the UN developed the Disability Inclusion Strategy (UNDIS), which provides the foundation for sustainable and transformative progress on disability inclusion through all pillars of the work of the United Nations. The strategy includes disability-inclusive measures in the following areas: strategic planning and management, inclusion, and organizational culture. As part of the UNDIS, every UN Country Team is responsible for completing an Accountability Scorecard on Disability Inclusion and annually reporting progress data to the unified UN reporting platform UN-INFO. This Disability Inclusion Scorecard is a key component of the accountability framework that tracks how UN agencies integrate the rights of persons with disabilities into their work at the country level and joint programs and processes. In Kazakhstan, the inter-agency UN Disability Inclusion Taskforce has discussed the implementation of UNDIS and the findings of the Disability Inclusion Scorecard during their annual reviews and coordination meetings. These discussions highlighted both progress and persistent gaps, particularly in building staff capacity on disability-inclusive programming, accessibility, and organizational culture. The UNCT recognized the need for structured capacity-building support to ensure alignment with UNDIS and the CRPD commitments. This training is therefore organized under the mandate of the UNCT Disability Inclusion Taskforce, as part of the UN’s accountability and capacity-strengthening efforts at the country level. With the aim to improve the knowledge, skills, and competencies of the UN Country Team in Kazakhstan on the implementation of the UN Disability Inclusion Strategy and the achievement of 15 indicators in four key areas of the strategy (leadership, strategic planning, inclusiveness, programming, and organizational culture), a two-day training is being organized for inter-agency UN Disability Inclusion Taskforce members and other disability inclusion focal points of UN agencies. The training will include the following sessions: a) Disability Models and Subcultures b) HRBA, CRPD-SDG links, UNDIS, c) Universal Design, Accessibility, and Reasonable Accommodations, d) Disability-Inclusive Communications, e) Disability Mainstreaming in Programmes and Projects, f) Disability-Inclusive Operations: Procurement & Employment, g) Disability Ethics and Inclusive Language, h) Organization of disability-inclusive events. SCOPE OF WORK Under the direct supervision of RCO Data Management, Results Monitoring and Reporting Officer, the engaged Consultant will perform the following: - develop the training program, training content, and learning materials on the UN Disability Inclusion Strategy and Accountability Scorecard on Disability Inclusion, based on the international and local experiences; - conduct a two-day training session for inter-agency UN Disability Inclusion Taskforce members and disability inclusion focal points of UN agencies on the UN Disability Inclusion Strategy and Accountability Scorecard on Disability Inclusion based on their (participants) needs in English/Russian languages; - conduct consultation meetings with agency representatives the day before and the day after the training to explore ways to effectively implement the strategy based on a twin-track approach to disability; - submit a training report, including recommendations for UNDIS implementation and completion of the annual Disability Inclusion Accountability Scorecard to RCO.
Qualifications/special skills
Education - Advanced degree in Social Sciences, Disability Studies or related areas is required Experience: - Minimum of 5 years of experience in disability projects is required - Experience in developing and conducting training on disability issues is required - Experience working with UN agencies or international organizations is an asset - Skills in developing learning materials for conducting trainings; - Skills in conducting training on disability, inclusion, and accessibility issues; - Knowledge and skills in UNDIS implementation; - Excellent report writing and communication skills; - Knowledge of disability rights and inclusive development is highly desirable.
Languages
- Fluency in English and Russian is required. Knowledge of Kazakh is desirable.
Additional Information
The evaluation of the consultant will be conducted using a cumulative analysis or combined evaluation method, which considers both technical and financial aspects. A contract will be awarded to the individual consultant whose offer: 1. Meets all minimum technical requirements, and 2. Receives the highest combined score based on the following weighted criteria: • Technical Evaluation: 70%, • Financial Evaluation: 30%. Payments will be linked to the deliverables and made upon the consultant’s satisfactory completion and approval of each output. ADMINISTRATIVE MEASURES The consultant must have their own laptop and other necessary technical equipment to complete the assignment. All documents produced during the consultancy period will be treated as confidential, and the rights to distribute and/or publish them shall reside solely with the United Nations.
