WFP’s engagement in the Philippines has evolved significantly over time. Initially active in the 1960s, WFP concluded its operations in 1996 as conditions improved, but re-established its presence in 2006 to support the peace process in Mindanao, provide life-saving emergency food assistance, and implement programmes aimed at improving nutrition and the well-being of vulnerable populations.

In the Philippines, WFP’s efforts are guided by its work outlined in the Philippines Country Strategic Plan (CSP) 2024-2028. WFP focuses on strengthening government systems at the national, local government unit and Bangsamoro Autonomous Region of Muslim Mindanao (BARMM) levels to further build the resilience of vulnerable individuals and communities. The CSP is aligned with national strategies and policies as well as the United Nations Sustainable Development Framework and is guided by three interrelated outcomes:

By 2028, communities exposed to shocks and stressors in the Philippines are better able to meet food, nutrition and other essential needs with inclusive and equitable emergency preparedness and response capacity at the national and local levels.

By 2028, communities vulnerable to food and nutrition insecurity in the Philippines are more resilient and can better manage risks affecting human capital gains and food systems, inclusively and equitably.

The Government and partners in the Philippines access WFP services that augment their interventions, upon request.

These strategic objectives are framed within the context of the Philippines being on the verge of becoming and upper-middle income country, while at the same time being one of the world’s most disaster-prone countries. Disasters remain a leading cause of hunger, affecting all aspects of food security: economic and physical access to food, availability and stability of supplies, and nutrition.

While WFP Philippines maintains a strong capacity to respond directly when significant shocks occur, the overall emphasis of the Country Office lies on systems strengthening (disaster risk management, social protection and food systems) at national, LGU and BARMM levels. WFP utilizes its field operations expertise to support the Government in delivering on key food programmes linked to its mandate and the CSP, including supporting the conceptualization and roll out of national priority programmes such as Walang Gutom 2027 and LAWA (Local Adaptation to Water Access) at BINHI (Breaking Insufficiency through Nutritious Harvest for the Impoverished) and modelling globally proven programmes such as home-grown school feeding – linking local smallholder farmers production to the institutional demand of school meals programmes. WFP engages at the national level on policy dialogue, supporting legislative advances in areas such as school meals, anticipatory action and rice fortification.

ORGANIZATIONAL CONTEXT:

The Logistics Associate (Transport) will directly report to the Head of Field office with functional oversight by the Head of Supply Chain or the designate.

The Logistics Associate (Transport) is responsible for WFP’s transport operations by ensuring efficient, timely, and cost-effective movement of food and non-food items, including scheduled and on-demand services, in alignment with WFP’s mandate and Supply Chain strategy.

JOB PURPOSE:

To provide specialized support functions and/or supervise staff performing standard logistics/supply chain processes and activities to enable effective delivery of goods and services for all delivery modalities.

KEY ACCOUNTABILITIES AND RESPONSIBILITIES:

Within the assigned unit and delegated authority, the Logistics Associate will be responsible for the following duties:

Transport Operations

  • Provide specialized support to logistics operations and activities, following standard processes and contributing, directly or indirectly, to the effective delivery of food assistance to beneficiaries.

  • Coordinate land, sea, and air transport of commodities using WFP’s fleet and/or contracted service providers to ensure timely delivery of commodities and supplies to authorized partners and destinations.

  • Manage logistics vendors’ contracting activities including performance monitoring and measurement.

  • Support gathering market intelligence, and vendor assessments (e.g. transporters, retailers) to support the vendor selection process.

  • Identify, resolve, and/or provide recommendations on specialized queries/requests for support, using initiative and following standard processes, to ensure timely and accurate resolution of inquiries with an excellent client service mindset.

  • Prepare, monitor, and revise the budget for all delivery modalities, ensuring adherence to relevant procedures and in compliance with corporate standards.

  • Ensure compliance with WFP transport policies and procedures, including safety and cost-efficiency.

Documentation & Compliance

  • Prepare transport plans and verify transport documentation (STO, OBD/waybills, delivery notes, customs clearance).

  • Monitor and verify invoicing for accuracy and ensure accurate data entry in WFP’s Systems (e.g. WINGS, LESS).

Coordination & Support

  • Support oversight for commodity accounting data quality and integrity.

  • Support to LESS users and ensure technical issues are resolved timely or escalated to CO.

  • Analyse the operational pipeline and contribute to assessments and operational planning for all delivery modalities, to ensure that logistics requirements are taken into consideration.

  • Support logistics emergency preparedness and response activities including Logistics Capacity Assessment and Contingency Plan update, to support WFP’s and Government’s response in emergencies.

On-Demand Transport Services

  • Manage ad hoc transport requests from programme units, cooperating partners, and government counterparts.

  • Coordinate rapid dispatch of relief items during emergencies or urgent operational needs.

  • Track and report on on-demand service performance, including delivery lead times and cost efficiency.

Capacity Strengthening

  • Support SC CS assessments, training initiatives, and the provision of technical assistance to WFP targeted partners.

  • Assist in monitoring and evaluating the effectiveness CS efforts and recommend improvements as needed.

  • Perform other related duties and responsibilities as required.
