BACKGROUND

Since joining GGGI in 2012, Papua New Guinea (PNG) has embarked on a partnership to foster sustainable and inclusive economic growth. GGGI established its presence in PNG in 2018, working closely with the government to integrate climate-resilient green growth (CRGG) strategies and execute green growth projects by mobilizing climate finance and investments. The GGGI PNG main office is strategically positioned within the Climate Change Development Authority (CCDA) of the Government of Papua New Guinea, with additional presence housed within the Bank of Papua New Guinea.

GGGI PNG is currently implementing several national and regional projects, with The Inclusive Green Finance Project (IGFP), co-funded by the Agence Française de Développement (AFD), being one of the flagship initiatives under the GGGI PNG Program. The Green Finance Centre (GFC) was established under the IGFP and aims to enhance the financial ecosystem in PNG by integrating green finance principles, creating an enabling environment to mobilize climate finance, and promoting green investments in the country. The GFC is strategically located within the Bank of Papua New Guinea providing GFC a platform to collaborate with financial stakeholders and advance green financing initiatives at interanion, national and sub-national levels.

To support the effective implementation and operational efficiency of the Green Finance Center (GFC), GGGI is seeking a dedicated Communications and Knowledge Sharing Officer. Based in Port Moresby and embedded within the GFC, this national position will report directly to the Head of GFC and play a critical role in implementing the PNG Inclusive Green Finance Implementation Roadmap (IGFR) Project and supporting the integration of the Green Taxonomy into Papua New Guinea’s financial landscape. While anchored in the GFC, the role remains integral to the GGGI PNG Program, contributing to GGGI’s broader climate finance and green investment efforts. The incumbent will work closely with the GGGI PNG team and collaborate with colleagues across the Pacific, other regions, and HQ, ensuring strong program alignment and technical coordination.

PURPOSE

The Communications and Knowledge Sharing Officer will play a key role in positioning the Green Finance Center (GFC) as a national and regional platform for advancing green finance. The role will ensure effective communication, knowledge dissemination, and stakeholder engagement to strengthen GFC’s visibility and impact in Papua New Guinea and internationally. Key responsibilities include:

  • Lead the design and implementation of communication and knowledge-sharing strategies for the Green Finance Center (GFC), ensuring alignment with GFC’s Communication Strategy and visibility among national, regional, and international partners.
  • Strengthen GFC’s positioning in Papua New Guinea and globally by coordinating high-profile communication initiatives and events that highlight the Center’s priorities, capacities, and impact.
  • Develop and implement digital and multimedia communication plans, including website updates, newsletters, social media content, and publications, to promote GFC’s work and connect with global green finance networks.
  • Coordinate and support financial literacy, training, and capacity-building initiatives for BPNG, financial institutions, and public/private sector stakeholders, with a focus on ESG guidelines, green finance principles, and international best practices.
  • Manage branding, media relations, and stakeholder engagement to ensure consistent messaging, proactive outreach to national and international media, and adherence to GGGI and BPNG communication and branding guidelines.

ENGAGEMENT
  • Collaborate with PNG, regional, and HQ colleagues, and engage partner government ministries and agencies to ensure all communication products, including co-branded materials, align with GGGI’s communication and branding guidelines.
  • Serve as the focal point for communication and knowledge-sharing within the Green Finance Center, while contributing actively to the GGGI Pacific Communications and Knowledge Sharing team.
  • Coordinate with the PNG Country Office and the Bank of Papua New Guinea event teams to plan and deliver outreach, communication, and knowledge-sharing activities.
  • Engage regularly with government agencies, private sector stakeholders, development partners, and media representatives to strengthen partnerships and effectively communicate PNG’s green finance and green growth initiatives in line with national and global climate priorities.

DELIVERY
  • Develop and implement audience-focused communication and knowledge-sharing strategies for the Green Finance Center (GFC), ensuring alignment with its Communication Strategy, project goals, and target audiences.
  • Produce and coordinate compelling content and knowledge products—including publications, press releases, articles, blogs, newsletters, impact stories, videos, web content, and social media—ensuring quality, consistency, and compliance with GGGI and BPNG branding and communication guidelines.
  • Lead the coordination and delivery of GFC’s Annual Green Finance Summit and support other major events, workshops, and conferences, including program design, content development, media engagement, and logistical arrangements.
  • Support the design, editing, and dissemination of high-quality publications, knowledge products, and translation outputs, securing sign-off from relevant stakeholders before release.
  • Drive consistent, high-quality engagement across all GFC social media platforms and maintain GGGI’s reputation and visibility in PNG and internationally.
  • Monitor and evaluate communication initiatives through KPIs, analytics, and feedback; prepare regular reports for the Head of GFC and the GGGI PNG Country Representative; and ensure GEDSI integration across all communication outputs.
  • Provide logistical and communication support to GFC Steering Committee and Technical Working Group meetings, capturing outcomes and integrating them into knowledge products.
  • Work closely with BPNG counterparts, as well as GGGI PNG, regional, and HQ communication teams, to deliver impactful knowledge-sharing initiatives and remain informed on emerging communication trends, technologies, and best practices.

REQUIREMENTS
QUALIFICATIONS
  • Bachelor’s degree in a field relevant to journalism, marketing, communications, design or knowledge management or related fields.
  • Minimum of five years of experience within the field of communications, marketing, knowledge management.
  • A proven track record of creating engaging, innovative communication and knowledge production and knowledge sharing products and initiatives.
  • Experience designing and delivering knowledge production and/or research activities in the field.
  • Demonstrated experience on projects funded by international development partners or NGOs will be a plus.
  • Advance expertise in use of social media platforms (Twitter, Facebook, LinkedIn, Instagram, other)
  • Proficiency with systems like WordPress, Adobe Suite applications such as Photoshop and Illustrator, InDesign, other communication tools and technologies is a must.
  • Experience with knowledge production process and knowledge management principles.
  • Strong writing skills, and excellent design and graphic skills will be an advantage.
  • Strong presentation or public speaking skills is highly desirable
  • Excellent communications skills in English are a must.

WORKING CONDITIONS

The Communications and Knowledge Sharing Officer are an X8, national grade level in GGGI's salary scale with a starting salary of USD 35,721. Determination of base salary is subject to candidate's experience, academic background and internal equity. GGGI provides 15% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance that covers dental and vision. The initial term of employment is for 2 years but can be extended subject to performance and budget availability.
