PARAGUAY: SHORT-LIVED CLIMATE POLLUTANTS CONSULTANT

PROJECT BACKGROUND

GGGI is partnering with the Government of Paraguay (GoP) to support readiness activities for the country to access climate finance from the Green Climate Fund (GCF). For Paraguay to reach its climate change and sustainable development objectives, the GoP seeks to increase its access to climate finance (particularly the Green Climate Fund, GCF), build a pipeline of bankable projects, strengthen gender-inclusive strategic climate finance frameworks, and increase participation of the private sector in green project development. To support these efforts, GGGI is working directly with Paraguay's Nationally Designated Authority (NDA) under the Ministry of the Environment (MADES) through its Directorate of Strategic Planning to improve Paraguay's Readiness to access finance for climate change and green growth projects.

The Readiness program aims to build the capacity of the Government of Paraguay and relevant country stakeholders to plan, finance, implement and monitor climate change mitigation projects in priority sectors that reduce short-lived climate pollutants (SLCPs), greenhouse gas (GHG) emissions, and contribute to Paraguay's targets under the Nationally Determined Contribution (NDC). Paraguay's vulnerability to climate change impacts is very high, ranked 12th in the Climate Risk Index 2019, which represents a significant risk for the main productive sectors of the country. Paraguay's Climate Change Law prioritizes the identification, access, and efficient use of long-term affordable climate finance to achieve the country's climate change mitigation ambitions. Barriers to access and mobilization of international climate finance in Paraguay, and achievement of the country's SLCP mitigation targets, include:

To achieve its mitigation ambitions, the government is pursuing efforts to accelerate the flow of international public finance and domestic private finance aligned with its NDCs, prioritising access to the GCF. The proposed Readiness grant addresses the challenges above through four complementary workstreams:

  • Workstream 1: Development of institutional capacity and systems to measure and monitor SLCPs to inform the development of mitigation actions from the energy, transport, waste and industry sectors;
  • Workstream 2: Strengthening candidate DAE's capacity to meet GCF accreditation requirements;
  • Workstream 3: Generate awareness about the GCF and other sources of international climate finance;
  • Workstream 4: Development of one climate change mitigation GCF Project Concept Note (PCN) contributing to Paraguay's SLCP emissions reduction targets; and
  • Workstream 5: Update and operationalization of the climate change projects MRV system on the NDA's Environmental Information System

OBJECTIVES OF THE ASSIGNMENT

The SLCP Consultant will work and deliver within GGGI’s GCF Readiness project, “Promoting low-carbon development in Paraguay via low-emission strategies and direct access entities accreditation.” The overall objectives of the Consultant position are:

  • Lead the development of the National SLCP Strategy.
  • Coordinate the data-gathering process to develop the national SLCP diagnostic.
  • Lead the development of a National SLCP Strategy roadmap identifying timeline, milestones, objective, relevant stakeholders and target users of the National SLCP Strategy.
  • Participate in the roundtable discussions with the DGA, and other key stakeholders to validate progress.
  • Lead the development of the National SLCP Strategy, investigating the national climate change mitigation – air quality nexus to present to relevant authorities.
  • Lead the technical feasibility of a priority project, leading the quantification and monetisation of the project’s mitigation and air quality impact.
  • Supervise and complement the deliverables developed by the national consulting firm SLCP.

The consultant should consider at least two (2) trips with five (3) days duration and will be responsible for covering his/her travel expenses.

DELIVERABLES AND PAYMENT SCHEDULE

The SLCP Consultant will lead and work with the national SLCP & MRV Consultant and will report to the Project Manager and the GGGI Director and Head of Programs for Latin America & the Caribbean.

Payments will be made against delivery of the products with prior approval of the Strategic Planning Direction and the National Directorate of Climate Change, both MADES dependencies, and the approval of the de GGGI Project Manager.

Output/Reporting Requirements/Deliverables:

The consultancy assignment is comprised of the outputs and deliverables shown in the table below. The consultant shall prepare monthly progress reports comprising the preceding month's activities and key outcomes, and planned activities for the forthcoming month. Monthly progress reports shall be submitted during the first week of each month throughout this consultancy assignment.

The consultant will verify the background on the subject, and will work in coordination with DGA, and the Inventory and Reports Department of Climate Change National Office (DNCC/MADES), to ensure consistency between the inventory methodology of CH4 and HFC gases that are inventoried by INGEI, and constitute SLCP

Activity 2.2.1a: Estimating national SLCP emissions based on secondary data on the activity level of the largest emitting sectors.

  • Final Deliverable: One (1) report outlining the following activities: a) methodology and SLCPs inventory (2.2.1a), b) recommendations on how to integrate in the national GHG national emissions inventory, SLCP emissions data from largest emitting sectors (2.2.1b)

The consultant will verify the background on the SNAP project consultancy and will provide additional value in the implementation of the climate change mitigation plans contemplated in the NDC of Paraguay, which affect CH4 and HFC gases.

Activity 2.2.2a: Developing a roadmap identifying timeline, milestones, objective, and target users of the National SLCPs strategy.

The consultant will verify the background on the subject and will work in coordination with the DNCC and DNA in order to avoid duplicating efforts and resources.

Activity 4.1.1a: Identifying, prioritizing, and selecting one high-priority private sector-led project in the transport, industry, energy or waste sectors, based on Paraguay’s existing GCF concept notes, National SLCPs Strategy, NDC, Climate Change Policy, GCF Country Programme, GCF investment criteria and candidate DAE’s mandate.

  • Final deliverable: I) One report describing the prioritisation process and the justification of the selected projects, including the prioritised project and selection criteria (4.1.1a) Report of the second visit to AParaguay.

Activity 4.1.1c: Lead the development of a pre-feasibility analysis of the selected project

Output 4.1.2 One high-quality, private sector-led concept note developed and submitted to the NDA. The concept note will be based on result 4.1.1 of the transport, industry, energy or waste sector.

Activity 4.1.2a Lead the identification, engagement and securing collaboration with candidate DAE and AE for the development and submission of the CN to the GCF.

  • Final Deliverable 4.1.2a: I) One report outlining the Direct Access Entities (DAEs) and Accredited Entities (AE) prioritization process and rationale for selection, and Meeting reports: minutes, presentation material, agenda, participants disaggregated by gender.

All deliverables, including the final report, must be approved by the GGGI with the agreement of the Ministry of Environment and Sustainable Development (MADES). The Consultant should strive to integrate GGGI’s and MADES’s comments within 14 days from the receipt of the comments or modification requests.

EXPERTISE REQUIRED
  • Master’s degree (MSc or PhD) in a relevant analytical field, such as Environmental Policy, Engineering, Development Economics, Environmental economics, and Environmental technology.
  • At least seven years related to designing and implementing NDC measures and air quality strategies.
  • At least three years of experience in GHG emissions accounting, development of GHG inventories is a plus.
  • At least five years of professional experience in technical activities related to green growth, climate change and/or air quality.
  • Previous work experience in international organizations, multinationals, and public institutions in developing countries is a strength.
  • Strong interpersonal and communication skills and a proven ability to develop, maintain and enhance relationships with a variety of internal and external contacts.
  • Familiarity with the GCF is desirable.
  • Fluency in Spanish and English is required.

The consultant will report to the Project Manager and the Paraguay GCF NDA (DPE) in the Ministry of Environment and Sustainable Development (MADES). During the first week of assignment the consultant will define the reporting arrangements of the consultancy, in consultation with the NDA and the Project Manager. Date to close is Korean Standard Time (KST). Applications submitted after the deadline will not be considered Application. Cover Letter, and CV must be sent in English. A consortium, or a firm may not be engaged for the individual consultant assignment.
