For more information, visit https://www.worldbank.org/en/who-we-are/ibrd As part of the task team, the Extended Term Consultant (ETC) will provide sustained, hands-on oversight and support for social risk management on the assigned project, in line with the Environmental and Social Commitment Plan (ESCP). The role requires experience implementing Resettlement Action Plans (RAPs) and Livelihood Restoration Plans (LRPs), sound judgment, and effective engagement with stakeholders, including government officials. The ETC is expected to be based in Bangladesh and have a fluent working knowledge of English and Bangla. Duties and Responsibilities:

• Work under the overall supervision of the Task Team Leader (TTL), in close coordination with the task team, the Bangladesh-based project officer, and the project Social Development specialist (ADM).
• Maintain a productive working relationship with the Project Implementing Entity and guide social risk management in line with ESS5, ESS10, and the ESCP, with particular attention to timely, proactive RAP/LRP implementation.
• Conduct frequent project site visits, coordinated with the task team and Project Implementing Entity, to oversee RAP/LRP implementation.
• Support timely delivery of livelihood restoration measures tailored to affected households.
• Advise the Project Implementing Entity on inclusive stakeholder engagement and accessible, functioning grievance redress mechanisms; support engagement with local officials, organizations, and community representatives.
• Help the Project Implementing Entity establish and maintain robust monitoring and reporting systems, including a clear, comprehensive resettlement database. Track resettlement milestones against the implementation schedule and recommend adaptive responses to delays, risks, and implementation challenges.
• Promptly flag field implementation challenges, concerns, and noncompliance to the task team for corrective action.
• Build social risk management capacity by training PIU staff, contractors, and local government counterparts on RAP/LRP implementation, ESS5 requirements, and GRM operation.
• Collaborate with technical specialists and liaise with government agencies, and contractors on project implementation.
• Contribute to World Bank implementation support missions, including briefing materials and field visit logistics.
• Contribute to project progress reports, ESCP reporting, Bank Implementation Status and Results (ISR) reports, and related assignments as required. Timeline The assignment is expected to run for an initial period of 3 months, renewable based on satisfactory performance and continued project implementation needs, for a total engagement period of up to 12 months.
