Job Description

1. SUMMARY 
Workspace Management and Business Continuity (WMBC) ensures business continuity, drives strategic workspace transformation, and delivers support services to maintain a dynamic, future ready NATO HQ aligned with evolving priorities. WMBC’s ambition is to deliver one of the world’s most smart, resilient and flexible HQs by 2030, guided by the pillars of Coherence, Resilience and Wellbeing.

The incumbent is responsible for translating strategy into governed delivery by driving prioritisation, integrated planning, portfolio oversight, decision preparation and follow through to ensure that WMBC’s internal surge capacity is deployed to the most critical deliverables and key projects are delivered on time, within budget and to the required quality—without compromising daily HQ operations. They will serve as acting Head of WMBC in the Head’s absence.

2. QUALIFICATIONS AND EXPERIENCE

The incumbent must:
•     possess a university degree in Architecture, Engineering (civil/structural/mechanical/electrical) or a closely related discipline involving facilities, workspace or infrastructure delivery; 
•     have at least 8 years of relevant experience, including at least 5 years in management roles;
•     have experience in delivery of multi-year programmes and portfolios in complex operational environments in an engineering or facilities management related programme of work; 
•     have experience with programme and project management, including relevant certification (e.g. PMP, Prince2, MSP); and
•     possess the following minimum levels of NATO's official languages (English/French) V (“Advanced”) in one; and III (“Intermediate”) in the other.

The following would be considered an advantage:
•     experience in business continuity management and operational resilience, including exercise planning and continual improvement actions;
•     professional experience in an international environment with complex governance, formal processes and high-accountability delivery; and
•     experience with transformation delivery, demonstrating commercial acumen, supplier and contract performance oversight.

 

3. MAIN ACCOUNTABILITIES

Planning and Execution: Maintain an integrated programmatic overview of WMBC’s portfolio and prioritised daily operation to consolidate milestones, dependencies, operational impacts, risks, constraints and delivery status across WMBC. Establish and enforce governance and controls (business cases, stage gates, change control, integrated master plans, RAID, assurance/decision logs) to ensure compliance with NATO regulations, standards and best practice.

Project Management: Manage resources across projects and operations. Identify project delivery risks and recommend solutions. Plan and execute surge capacity for critical projects and essential daily operations to ensure timelines, budget and quality are not compromised, when necessary.

Stakeholder Management: Provide briefs on planning, prioritisation and scenario analysis to support leadership decision-making. Coordinate with key stakeholders in enabling services to ensure key tasks are delivered in a timely manner.

Perform any other related duty as assigned.


4. INTERRELATIONSHIPS
Reporting line: The incumbent reports to the Head of Workspace Management and Business Continuity. 
Interactions: They work closely with WMBC management staff, as well as IS entities throughout HQ to ensure efficiency in workspace and business continuity initiatives.

6. CONTRACT

Contract to be offered to the successful applicant (if non-seconded): Definite duration contract of three years; possibility of renewal for up to three years, during which the incumbent may apply for conversion to an indefinite duration contract.

Contract clause applicable:

In accordance with the contract policy, this is a post in which turnover is desirable for political reasons in order to be able to accommodate the Organisation's need to carry out its tasks as mandated by the Nations in a changing environment, for example by maintaining the flexibility necessary to shape the Organisation's skills profile, and to ensure appropriate international diversity.

The maximum period of service foreseen in this post is 6 years. The successful applicant will be offered a 3-year definite duration contract, which may be renewed for a further period of up to 3 years. However, according to the procedure described in the contract policy the incumbent may apply for conversion to an indefinite contract during the period of renewal and no later than one year before the end of contract.

If the successful applicant is seconded from the national administration of one of NATO’s member States, a 3-year definite duration contract will be offered, which may be renewed for a further period of up to 3 years subject also to the agreement of the national authority concerned. The maximum period of service in the post as a seconded staff member is six years.

Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Régulations.
