Position Summary:
The District Technical Officer – Infection and Prevention Control, WASH in Health Facilities provides day-to-day technical support to health facilities in the Priority district to strengthen infection prevention and control (IPC) and water, sanitation and hygiene (WASH) practices as part of the EpiC Global Health Security (GHS) Project. The position serves as the key field-level link between the Provincial Technical Officer – WASH and health facilities, supporting implementation, routine mentorship, supportive supervision, monitoring, data collection, and follow-up of facility improvement actions. The District Technical Officer will work closely with district health authorities, facility management, IPC/WASH focal persons, and other relevant stakeholders to strengthen facility readiness and support prevention and response to public health threats. The position is based in one of the Priority districts of Nampula province and requires frequent movement between priority Districts and health facilities. A valid motorcycle driving license is therefore a mandatory requirement.
Accountabilities:
1. Technical Implementation
- Support implementation of IPC and WASH interventions in Priority health facilities.
- Support health facilities to establish, strengthen, and operationalize IPC committees and WASH-related structures.
- Assist facilities to identify gaps and develop, implement, and follow up facility IPC/WASH improvement plans.
- Promote compliance with national and project IPC and WASH standards, guidelines, protocols, and tools.
- Provide practical technical support on hand hygiene, environmental cleaning, sanitation, water availability and safety, healthcare waste management, and other relevant WASH/IPC measures.
- Support facilities to integrate IPC and WASH actions into routine service delivery and preparedness activities.
- Escalate significant technical, operational, infrastructure, or supply gaps to the Provincial Technical Officer II – WASH.
2. Supportive Supervision and Mentorship
- Conduct routine supportive supervision visits to Priority health facilities and community-level activities, in line with the agreed supervision plan.
- Review implementation progress with health facility teams and relevant community stakeholders, identify gaps, and agree on appropriate corrective actions.
- Follow up on previously identified gaps and verify completion of agreed corrective actions.
- Monitor the maintenance and appropriate application of IPC/WASH practices in health facilities and communities between formal assessments and supervision visits.
- Provide technical guidance during supervision visits while respecting the roles and responsibilities of health facility management, community structures, and relevant health authorities.
- Document key findings, agreed actions, and follow-up requirements to support continuous improvement.
3. Monitoring, Assessment and Data Management
- Support implementation of IPC/WASH facility assessments, readiness assessments, audits, and monitoring activities.
- Collect, verify, compile, and report relevant IPC and WASH data from Priority health facilities.
- Monitor key indicators, implementation gaps, and progress against facility improvement plans.
- Maintain accurate district-level records of facility assessments, supervision visits, action plans, and follow-up activities.
- Ensure timely submission of required monitoring information to the Provincial Technical Officer – WASH.
- Support identification of trends, recurring gaps, and areas requiring additional technical assistance.
4. Training and Mentorship
- Provide coaching, mentorship, and practical orientation to health facility staff, IPC/WASH focal persons, and relevant community stakeholders on IPC/WASH practices, standards, tools, and procedures.
- Support district-, health facility-, and community-level training activities coordinated by the project and relevant health authorities.
- Orient newly assigned Priority health facility staff and relevant community stakeholders on applicable IPC/WASH standards, tools, procedures, and approaches.
- Support the dissemination and practical application of updated technical guidance, tools, and project materials at health facility and community levels.
- Identify capacity-building needs and provide targeted coaching and mentorship to strengthen the practical application of IPC/WASH standards and practices.
- Contribute to documenting lessons learned and good practices from implementation at health facility and community levels.
5. Outbreak Preparedness and Response
- Support health facilities to strengthen IPC and WASH readiness for outbreaks and other public health emergencies.
- Assist facilities to identify and address WASH and IPC gaps that may affect preparedness and response capacity.
- Support implementation of agreed preparedness and response actions during outbreaks or other public health events.
- Provide field-level technical support to facilities during response activities, within the scope of the position.
- Promptly communicate emerging risks, critical gaps, and urgent needs to the Provincial Technical Officer – WASH and relevant district authorities.
6. Coordination and Communication
- Maintain regular coordination with district health authorities, health facility management, IPC/WASH focal persons, and other relevant stakeholders.
- Participate in district review meetings and technical coordination platforms as required.
- Support communication between health facilities, district authorities, and the provincial project team.
- Disseminate approved technical guidance, standards, tools, and project updates to relevant facility teams.
- Coordinate closely with other project technical staff to ensure complementary support and avoid duplication.
- Contribute to constructive relationships with district and facility-level counterparts.
7. Documentation and Reporting
- Prepare timely reports on facility visits, supervision findings, mentoring activities, assessments, and follow-up actions.
- Document key challenges, corrective actions, lessons learned, and good practices.
- Maintain organized records of district-level project activities and facility support.
- Provide regular updates to the Provincial Technical Officer II – WASH on implementation progress and emerging issues.
- Contribute to project reports, success stories, case studies, and other documentation as required.
Applied Knowledge & Skills
- Good knowledge of infection prevention and control principles and practices in health facilities. Good understanding of WASH requirements in healthcare settings, including water supply, sanitation, hygiene, environmental cleaning, and healthcare waste management.
- Good understanding of district health systems and health facility operations.
- Knowledge of health facility quality improvement and supportive supervision approaches.
- Ability to conduct facility assessments, identify gaps, and support practical corrective actions.
- Ability to provide effective on-the-job coaching and mentorship to health facility staff.
- Ability to collect, verify, organize, and report program data accurately. Ability to analyze and interpret data, identify errors, and prepare reports.
- Ability to work effectively with government health authorities, health facility teams, and community-level stakeholders.
- Ability to work independently in field settings while maintaining effective communication with the provincial team.
- Ability to work effectively under field and emergency conditions.
- Good written and oral communication skills in Portuguese; working knowledge of English is an advantage.
- Good organizational, time-management, and documentation skills.
- Proficiency in standard Microsoft Office applications.
- Valid motorcycle driving license and ability to travel independently by motorcycle within the assigned district.

- Exercises judgment within established IPC/WASH procedures, standards, and practices to determine appropriate actions, while recognizing issues that require escalation and communicating them promptly to the Provincial Technical Officer II – WASH.

Supervision Given / Received
- Received: The position reports to the Provincial Technical Officer- WASH, Nampula, and works under the technical guidance and direction of the provincial and national WASH team.
- Given: The position does not have formal line-management responsibility for health facility staff. It provides technical coaching, mentorship, and supportive supervision to designated IPC/WASH focal persons and facility teams.
Education:
- Bachelor’s degree in a relevant field, with qualifications in one of the following areas: Public Health
- Environmental Health, Nursing or other Health Sciences, Water, Sanitation and Hygiene (WASH), Environmental Sciences, Epidemiology, or Community Health.
Experience:
- Requires 2+ years of relevant experience in PC, WASH, public health, environmental health, health facility support, or related areas.
- Prior work experience with a non-governmental organization (NGO), government agency, health facility, or public health program.
- Experience providing supportive supervision, coaching, mentorship, or technical assistance to health facility staff and/or community-level stakeholders.
- Experience supporting the implementation, monitoring, and improvement of IPC/WASH practices, standards, tools, or related public health interventions.
- Prior work experience in a non-governmental organization (NGO), government agency or private company.

Travel Requirements/ Field Mobility
- The position is based in one of the Priority districts in Nampula Province. The officer is expected to maintain a regular presence in the Priority district and travel frequently between health facilities and other relevant district locations.
- Frequent travel within the Priority district is required to provide supportive supervision, mentorship, monitoring, assessments, training, and outbreak preparedness/response support.
- Approximately 10% -25% travel outside the Priority district and province may be required for project meetings, training, coordination, supportive supervision, and other official activities.
The expected hiring salary range for this role is USD 28,000 - 36,000 for annual basic salary. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, market pay, and budget.
