Your team

Within the Network Management Directorate, the "Project Coordination & Implementation" Unit leads the Network Manager (NM) strategic projects including the contributions to SESAR and the interfaces with the related SESAR Deployment projects. The service manages also the interaction with stakeholders on strategic projects.

Your role

Your role will be to:

  • Provide technical expertise, guidance and contributions to the continuous evolution of the AFUA concept in the area of Airspace Management (ASM), in coordination with internal and external working arrangements and other relevant civil and/or military working groups.
  • Contribute to the update and further development of the Airspace Management (ASM) procedures and the associated processes as described in the European Route Network Improvement Plan (ERNIP) Part 3 Procedures for Airspace Management.
  • Collaborate with the other members of the ASM team in the continuous update and execution of the tasks established in the ASM Work Plan, including tasks endorsed by the Airspace Management Sub Group (ASMSG) and approved by the Network Operations Team (NETOPS).
  • Gather and assess operational needs and contribute to the update and execution of the tasks established in the ASM Work Plan, including tasks endorsed by the Airspace Management Sub Group (ASMSG) and approved by the Network Operations Team (NETOPS).
  • Consult internal and external stakeholders (i.e. NMOC, ANSPs, Airspace Users, Computer Flight Plan Service Providers, military authorities, NATO, ATM industry, etc.) to identify and validate new operational needs and requirements in different operating environments or R&D activities.
  • Perform operational analyses and impact assessments, including the detailed preparation and coordination of military exercises and the associated network impact assessments, making use of NM planning tools (e.g. NEST).
  • Collaborate with internal and external partners and participate in events, workshops, meetings and projects to share expertise and contribute to ASM initiatives, including the collection and dissemination of best practices identified in the ASM domain across Europe.
  • Produce and/or contribute to reports, including performance reports, working papers, presentations, etc. and technical documents to document analyses, findings and recommendations.
  • Stay updated on latest technological developments/methods/best practices/trends and share them within the internal community to enhance organisational knowledge.
  • Carry out any other task in line with the main purpose of the job.

Required qualifications, experience & competencies

  • Candidates must fulfil one of the following education and professional experience:
    • Completion of third level studies in a relevant domain (e.g. Engineering, Air traffic management etc.), meeting European Qualifications Framework (EQF) level 7 followed by minimum 3 years of relevant professional experience to perform the described responsibilities.
    • Completion of third level studies in a relevant domain (e.g. Engineering, Air traffic management etc.), meeting European Qualifications Framework (EQF) level 6 followed by minimum 4 years of relevant professional experience to perform the described responsibilities.
    • Professional training of an equivalent level (e.g. Air Traffic Controller (ATCO)) followed by minimum 3 years of relevant professional experience to perform the described responsibilities.
  • Internal candidates can check on the intranet to see what level of in-house experience is considered equivalent to educational qualifications where appropriate.
  • Experience or knowledge of Flexible Use of Airspace (FUA) concept and associated regulatory framework and of airspace management (ASM) processes, especially at the strategic level (Level 1).
  • Experience or knowledge of different SESAR projects related to AFUA and advanced ASM.
  • Experience or knowledge of military air operations.
  • Experience of activities performed at the European or international level.
  • Knowledge of ATFCM processes and procedures in respect of integrated ASM/ATFCM processes.
  • Knowledge of the NM planning tools (e.g. NEST) will be considered an asset.
  • Project management and presentation skills.
  • Technical drafting skills (English).

  • The working languages of the Agency are English and French. For this particular job, candidates must be proficient users of English at level C1. The selected candidate will be required to become basic user of French at level A1 before the end of the probation period.
    The levels relate to the European-framework-reference Common European Framework of References for languages (CEFR).

Useful information

  • The selected candidate will be appointed in accordance with the provisions of the Staff regulations governing officials of the EUROCONTROL Agency.
  • Conditions depending on current type of engagement
    Internal staff appointed for a determined period
    • Retain their current type of appointment duration.
    • Continue under their existing appointment duration, as appointment durations are not cumulative.
    • The duration of their appointment will therefore not restart upon selection to the new post, i.e. the remaining duration of their current determined appointment continues to apply.
    • Renewal(s): This appointment may be renewed several times, but its total duration, including all renewal periods, may not exceed nine (9) years.
    • Conversion: Conversion to an undetermined duration appointment is possible where all of the following cumulative conditions are met: the post is confirmed as being of a lasting nature; the staff member has completed at least five years of service; the staff member’s performance has been satisfactory; and the conversion is in the interests of the service. Conversion is therefore not automatic.
    Internal staff appointed for an undetermined period
    • Retain their current type of appointment duration.
    At the end of the 5 Year period of the post for which they were selected:
    • If the assignment is extended, they will continue in the post in accordance with the applicable rules.
    • If the assignment is not extended and/or the duties are not confirmed as being of a lasting nature, they will be transferred to another post corresponding to their “previous” type of post, job level, and function group.
  • The selected candidate must successfully complete a probationary period of nine (9) months before being established in the post.
  • The selected candidate shall be appointed at the grade set out in this vacancy notice, or if a group of grades has been published for a job level, in principle at the basic grade of the published job level.
  • Candidates declared suitable who are not selected for the post will be placed on a reserve list for similar roles. The reserve list will be valid for one year from the closing date of applications.
