Since 1971, UNFPA in Türkiye has worked with government institutions, civil society organizations, municipalities, and the private sector to improve the well-being of women, young people, and vulnerable groups. Under its 8th Country Programme (2026–2030), UNFPA Türkiye focuses on strengthening demographic resilience and promoting women and family-friendly policies; advancing gender equality and women’s empowerment; promoting women’s health and safe motherhood; empowering young people and safeguarding their well-being; and advancing climate action led by women and youth.

UNFPA seeks candidates that transform, inspire, and deliver high impact and sustained results; employees who are transparent, exceptional in how they manage the resources entrusted to them, and who commit to deliver excellence in programme results. The UNV Communications Expert, based in Ankara, will be responsible for providing high-impact communications support, focusing on immediate visibility and content production needs in collaboration with the Communications and Programme Teams, and will report to the UNFPA Representative.

Task Description

1. Communications & Social Media Strategy and Implementation: Aligned with UNFPA brand standards, amplifies the visibility of the 8th CPD with human interest stories, and data-driven insights through dynamic, compliant, and highly engaging digital and social media channels: ● Delivering a comprehensive social media calendar across corporate channels that highlights 8th CPD achievements and donor visibility requirements. ● Translating complex demographic data, studies and programmatic reports into digestible, visually compelling digital assets (infographics, short-form videos, reels, and human-interest impact stories). ● Actively moderating UNFPA’s digital spaces, ensuring strict compliance with corporate guidelines, managing online misinformation surrounding sensitive mandates and safeguarding brand integrity. ● Utilizing social listening tools and analytics platforms to track reach, engagement, and audience demographics, providing monthly data-driven insights to optimize digital campaigns. 2. Public Relations: Strengthen UNFPA’s institutional reputation and positioning by systematically analyzing the political landscape, closely monitoring developments that may hinder or accelerate the advancement of national laws, budgets, and frameworks aligned with the 8th CPD mandate: ● Monitoring, analyzing, and reporting on news and information regarding political trends, legislative changes, and policy shifts within line ministries (e.g., Health, Gender/Social Development, Youth, and Finance) to identify entry points or risks to 8th CPD implementation. ● Drafting high-quality policy briefs, position papers, and technical statements to lobby government stakeholders for the 8th CPD mandate. ● Managing PR logistics, brief packages, and strategic talking points for the Representative and senior leadership for high-level government meetings etc. 3. Behaviour Change Communication (BCC): Design, implement, and evaluate evidence-based communication strategies in line with UNFPA corporate that drive measurable shifts in social norms, attitudes, and behaviors in alignment with the 8th CPD: ● Developing, contextualizing, and implementing culturally sensitive, audience-oriented behaviour change communication strategies and materials to support the achievement of the 8th CPD goals. ● Identifying strategic partnerships with key local civil society organizations, opinion leaders, and networks etc to localize BCC interventions and foster community-led ownership of behavioral shifts. ● Establishing baseline and endline qualitative metrics to assess the efficacy of BCC interventions, ensuring data feeds back into the iterative design of CPD program delivery. 4. Performing other duties as required.
