Background:
NRC has been working to support conflict- and displacement-affected people in Ukraine since 2014, scaling up the response following the escalation of the conflict in February 2022.
In 2025 NRC supported 341,645 people across Ukraine through the provision of legal aid, protection, education, shelter, water and sanitation, livelihoods and multi-purpose cash assistance interventions. NRC works in areas with high severity of needs in the east, south and north of the country. NRC works increasingly with local actors, ranging from local NGOs, but also with local authorities, the private sector, academia, among others, to ensure the sustainability of the response.
NRC operates one of the largest cash programs in Ukraine, having reached over 500,000 individuals. Cash assistance is provided through a digital outreach platform allowing for country-wide reach with a small team footprint, allowing for the distribution of cash at scale in hard-to-reach areas and underserved locations away from the frontlines simultaneously. NRC also provides emergency cash assistance to households affected by the conflict primarily through shelling or displacement. The Cash Team additionally supports other sectors in the development and deployment of sectoral cash programming, leveraging NRC’s data and cash payment processes to achieve greater economies of scale.
The Cash and Markets Database Coordinator will be responsible for managing, maintaining, and improving the cash programme database and digital platform to ensure accurate, timely, and secure data processing. The role includes data intake, oversight, data quality control, data protection and internal and external reporting. The Database Coordinator works closely with programme and MEAL teams to ensure compliance with data management standards and contributes to the development of tools and procedures for efficient information management.
Generic responsibilities

Manage, maintain and improve NRC cash database and digital platform
Support and contribute to the development and implementation of cash data systems including procedures, guidance and tools.
Oversee NRC’s digital cash assistance open application system and unified cash transfers data processing
Responsible for timely and reliable data management in line with data protection policies and organizational standards
Conduct data quality control and ensure data consistency and integrity
Provide technical guidance and capacity building to teams and partners
Develop and maintain data visualization tools and support data interpretation for reporting and decision-making.
Prepare internal and external reports, in line with MEAL and donors requirements
Identify opportunities and recommend solutions that will improve information management processes
Specific responsibilities
Oversee the digital Open Application platform, including server preparation, testing, data intake, data storage and processing, server & application monitoring and bug handling
Build and update forms using XML or Xform for Kobo toolbox
Create and maintain documentation for the existing data manipulation scripts and pipelines
Building and run Python or R scripts to collect data via pipeline API or other database connections for processing datasets.
Build and maintain ad-hoc and recurrent datasets and master lists
Manage self-check tool back-end and messaging to project participants
Develop data pipelines and integrations/features within the customer relationship management platform.
Perform regular backups and disaster recovery testing to ensure the integrity of the database.
Liaise with software service providers on development of new data models, updates, and repairs based on different assessments, tools or available datasets.
Implement regular data quality assessments to identify discrepancies or gaps; implement reconciliation as needed; identify root cause and propose improvements to tools and systems to ensure data quality and accuracy.
Conduct activity reporting, growth tracking, and prepare operational reports
Ensure the timely and accurate reporting of project output, outcome, and participant-level achievements.
Extract, format and clean data for monthly reporting to NRC GORS (Global Output and Outcome Reporting) system and ensuring ongoing data quality checks.
Ensure availability of required data and disaggregation for donor reporting.
Share periodically datasets with the MEAL team for outcome monitoring survey process.
Ensure alignment with data protection policies and technical safeguards
Coordination with other NRC departments and other organizations
Competencies
1. Professional competencies
Generic professional competencies:
Education: University degree in Information Technology, Computer Science, Statistics, Data science, Data management or analytics or a related field.
Minimum 3 years of experience in a similar role
Experience managing large databases
Deep understanding and expertise in Python, SQL, Relational databases, and Excel.
Ability to use SQL for database management and analysis.
Documented results related to the position’s responsibilities
Experience with facilitating and leading internal organisational processes
Experience with data collation tools like Kobo, ODK.
Fluency in English, both written and verbal.
