Job Description

JOB TITLE: Knowledge Management, Research & Evaluation Catalogue Specialist

TYPE OF CONTRACT: Locally recruited International Consultant (Junior Consultant)

UNIT/DIVISION: Programme

DUTY STATION: WFP Country Office, Cambodia

DURATION: 6 months

ORGANIZATIONAL CONTEXT:

The World Food Programme (WFP) produces a wide range of evaluations, research studies, assessments, and analytical products that inform programme design, policy dialogue, and strategic decision making. However, these valuable knowledge assets are often dispersed, inconsistently catalogued, or not widely accessible to staff or partners.

To strengthen WFP’s institutional memory, promote evidence-informed operations, and enhance visibility of WFP’s analytical work, there is a need to establish a comprehensive knowledge management function paired with strong evidence communications and advocacy capabilities.

This role will support the creation of a structured information library and ensure that evidence and evaluation findings are communicated effectively across WFP and with external partners.

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The purpose of this assignment is to design, implement, and maintain a comprehensive knowledge management system covering evaluations, studies, assessments, and research, while also producing high quality evidence communication and advocacy products that translate technical evidence into accessible, actionable insights.

The consultant will report to Country Director, working closely with the Programme, and Monitoring & Evaluation (M&E).

ACCOUNTABILITIES/RESPONSIBILITIES:

A. Knowledge Management System Development

  • Conduct a mapping of existing repositories, document flows, and evidence products across units (including evaluations).

  • Contribute to the development of a taxonomy, metadata standards, and classification system for all WFP evidence.

  • Contribute to the design of a user‑friendly centralized evidence library (e.g., SharePoint/Teams-based KM platform).

  • Establish SOPs for document submission, review, cataloguing, and maintenance.

B. Catalogue and Content Management

  • Identify, collect, and catalogue all evaluations, research studies, assessment reports, and analytical outputs.

  • Ensure systematic tagging, indexing, metadata entry, and cross-referencing by thematic area, geography, programme area, etc.

  • Implement quality-control and version‑management processes.

  • Maintain an updated inventory of all evidence products.

C. Evidence Communication, Advocacy & Knowledge Translation

The Specialist will support the transformation of complex evidence into accessible, engaging communication products for internal and external use, by:

  • Developing summaries, briefs, fact sheets, infographics, and key messages based on evaluations, research and studies.

  • Producing advocacy materials to highlight evidence-driven achievements and lessons, aligned with WFP’s communication strategies.

  • Creating presentations, slide decks, talking points, and stories for senior leadership, donor engagement, and interagency forums.

  • Supporting dissemination of evaluation findings and research through internal learning events, webinars, or knowledge cafés.

  • Translating technical findings into accessible language for non‑technical audiences, while retaining accuracy.

D. Knowledge‑Sharing and Internal Engagement

  • Curate and circulate regular updates on new evaluations and research findings.

  • Organize learning events, evaluation dissemination discussions, and knowledge exchanges.

  • Manage communication channels for evidence sharing (newsletters, Teams channels, dashboards, etc.).

E. Capacity Strengthening

  • Train staff on use of the knowledge-management platform and evidence library.

  • Develop user guides, SOPs, and quick-reference materials.

  • Provide ongoing support to ensure evidence is consistently captured and used.

F. Monitoring, Reporting, and Continuous Improvement

  • Monitor usage of the evidence library and propose improvements.

  • Track documents added, updated, and disseminated.

  • Deliver periodic reports summarizing progress, challenges, and recommendations

DELIVERABLES

  • Inception Report with methodology and workplan.

  • Fully developed taxonomy, metadata, and classification system.

  • Operational centralized evidence library populated with evaluations, studies, and assessments.

  • Communication and advocacy package for key evidence outputs (briefs, infographics, presentations, etc.).

  • Training sessions and user guides.

  • Final Report with sustainability recommendations.

QUALIFICATIONS & EXPERIENCE REQUIRED:

EDUCATION: Advanced degree in Knowledge Management, Information Science, Evaluation, Communications, Social Sciences, or related field.

EXPERIENCE:

  • At least 3 years of experience in knowledge management, evaluation, research, or evidence communications.

  • Experience producing communication and advocacy materials for technical content.

  • Familiarity with UN or humanitarian/development context strongly desirable.

  • Experience with SharePoint or digital knowledge platforms is an asset.

KNOWLEDGE & SKILLS:

  • Strong writing and analytical skills, with ability to simplify complex findings.

  • Excellent organization and attention to detail.

  • Experience producing engaging visuals (infographics, summaries).

  • Strong communication and facilitation abilities.

LANGUAGE: Fluency (level C) in English language.
