Purpose of Job:
The Associate, Project Implementation Specialist is responsible for supporting the Infrastructure Europe Team in Romania with the Preparation and implementation of infrastructure-related Technical Cooperation (TC), with particular focus on EU-EBRD supported programmes.
To support the preparation and implementation of TC and investment projects. The specialist will work closely with bankers and project teams to (i) prepare TC assignments in line with the Bank’s Procurement Policies and Rules (PP&R) and (ii) support project implementation to ensure timely delivery and achievement of project objectives.
Accountabilities & Responsibilities:
Technical Assistance – Operational Support and Delivery :
• Lead the preparation, structuring and implementation of TC projects assigned by the management.
• Draft or review Terms of Reference (ToR), TC profiles, budgets, and related documentation.
• Lead consultant selection processes, including preparation of documentation and participation in evaluation processes.
• Support internal approval of TCs (e.g. TC Com submissions), ensuring timely processing and follow-up.
• Review the TC reports/deliverables (e.g. feasibility studies, environmental and technical reports), ensuring response to consultants, after consultation with project team members.
• Ensure monitoring and reporting of the Romanian infrastructure TC portfolio, maintaining accurate records and tracking implementation progress.
• Prepare monthly MoU reports and act as interface with the Romanian authorities, EU institutions and international financial institutions (IFIs) on matters related to MoU advisory services.
Works Contracts – Project Cycle Support :
• Support the implementation of project contracts managed by the Bank.
• Support procurement and contract management for infrastructure projects, working with relevant team members to ensure compliance with the Bank’s procurement rules, EU regulations, and applicable Romanian legislation.
• Review of engineers’ reports, project progress updates and completion documentation, as needed.
• Support clients and project teams in contract implementation, and follow-up on key actions.
• Participate in project meetings and, where required, site visits to support contract monitoring.
Cross-cutting Responsibilities :
• Advise the management and clients on EU-related investments, programmes, policies and funding mechanisms relevant to the infrastructure portfolio.
• Assist in preparing budgets and payment documentation for TC and works contracts; support the processing and tracking of payments in compliance with internal procedures and donor requirements.
• Support engagement with clients, Romanian authorities, EU institutions, and other stakeholders in coordination with senior team members.
• Maintain effective working relationships with internal and external partners, including donors and consultants.
Knowledge, Skills, Experience & Qualifications:
Professional Experience :
• Minimum 7 years’ experience in public infrastructure investments and project implementation.
• Relevant experience with Technical Assistance, including preparation and administration of TC assignments, drafting ToR and reports and project documentation.
• Experience with procurement and contract management processes.
• Understanding of project cycle management principles.
• Familiarity with EU funding instruments, programmes and policies.
• Experience in working with IFIs is an advantage.
• Good understanding of the Romanian public administration system, public procurement framework and decision-making processes is a plus.
• Knowledge of Public-Private Partnerships (PPP) is an advantage.
• Good analytical, organisational and communication skills with attention to detail.
Education:
• University degree in engineering, economics, business administration or another relevant discipline.
• Additional qualifications in project management, procurement or contract management are an asset.
Languages & IT:
• Fluency in English and Romanian, both written and spoken.
• Strong command of standard MS Office applications, particularly Word and Excel.
• Ability to work effectively in multicultural environments and collaborate with diverse stakeholders.
• Strong organisational and time-management skills, with the ability to manage multiple tasks and deadlines.
• Pro-active and detail-oriented, with a structured approach to problem-solving.
• Good interpersonal and communication skills, with the ability to work as part of a team.
• Flexibility and willingness to travel as required.
