Job Description
Result of Service
Conduct a comprehensive technical review of the SPARK platform, including server functionality, LMS configuration, mobile application performance, offline synchronization, and content integration. Provide technical advice on new digital applications to the Learning & Innovation Programme. Support the internal digitalization processes and operations of institutions and agencies Review, update and enhance the digitalization guidelines developed by the Learning and Innovation Programme Finalize newly localized eLearning modules in Urdu by incorporating findings from pilot exercises and expert feedback, ensuring linguistic, pedagogical, and technical quality, and upload the final versions onto the platform. Coordinate with the UNODC Learning & Innovation development team to provide technical guidance, troubleshoot issues, and ensure consistent content management across both the Pakistan-specific and global SPARK platforms. Support the planning and implementation of the national rollout, including liaising with eLearning centres to verify readiness, training site managers, and facilitating knowledge transfer for a technically sound and operationally sustainable launch. Provide helpdesk and operational support guidance to ensure smooth functionality and user support during and after platform deployment.

Duties and Responsibilities
The UNODC Learning & Innovation Programme — under the Crime Prevention and Criminal Justice Section — develops and delivers cutting-edge digital learning tools, pedagogical support, and innovation to strengthen criminal-justice responses globally. The Programme provides cost-effective, accessible, and adaptable learning solutions through the SPARK eLearning Platform, which operates 24/7, supports a global user base, and offers a broad catalogue of modules, localization services, mobile app access, and complementary digital training tools (microlearning, eClasses, knowledge hubs, and immersive simulations). SPARK also supports institutional digitalization by helping partners modernize internal processes and build digital skills across basic to advanced levels. The Programme aligns with the UN 2.0 vision to leverage digital and innovation expertise across the UN system. Building on this initiative, the UNODC Learning & Innovation Programme launched the Pakistan Digital Learning Platform for Law Enforcement to localize SPARK’s learning resources for national partner agencies. The Pakistan platform (https://elearningunodc-pk.org/) offers agency-specific LMS environments with tailored features, and localized content in the Urdu language, designed to cater to the training needs of frontline law enforcement officers. The courses are also accessible through a mobile application that mirrors the full functionality of the eLearning platform. The purpose of this consultancy is to provide technical, pedagogical, and operational support to the UNODC Learning & Innovation Programme. The consultant will ensure that the SPARK platform and its localized eLearning modules are fully optimized, technically robust, and are aligned with both global and national standards.
Qualifications/special skills
A minimum of two years of relevant professional experience in the Digital Learning and IT fields with educational organizations is required. Knowledge of IT related projects management with practical experience on maintenance and administration of CBT and online LMS is required. Experience in capacity-building initiatives with law enforcement training institutions or government organizations is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. Fluency in English, i.e. oral and written proficiency, is required. Knowledge of another United Nations official language is an advantage.
