Result of Service
The consultancy will deliver high-quality, regionally adapted outputs that enable Article 5 countries to institutionalize coordination between National Ozone Units (NOUs) and National Energy Efficiency Policymakers (NEEPs), apply standardized knowledge products and tools, and operationalize them through capacity-building workshops. By the end of the assignment, the Regional Technical Expert will have: -Developed an extensive evaluation of knowledge gaps together with capacity needsand best practices, and national coordination mechanisms for the region. -The draft knowledge products and tools of UNEP have been reviewed, enhanced andregionalized with validated appendices, case studies, and lessons learned from theregion. The outcome will result in enhanced institutional collaboration and operational tools and strengthened national stakeholders who will enable Article 5 countries to fulfil their Kigali Amendment commitments and enhance cooling sector energy efficiency.

Duties and Responsibilities
The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system, and serves as an authoritative advocate for the global environment. Through the OzonAction Compliance Assistance Programme (CAP), UNEP’s Law Division supports Article 5 countries in meeting and sustaining their obligations under the Montreal Protocol and its Kigali Amendment. In response to decisions of the Executive Committee of the Multilateral Fund, UNEP developed the "Twinning of Ozone Officers and National Energy Efficiency Policymakers to Support Kigali Amendment Objectives" project, now entering Phase II. The Twinning initiative seeks to catalyze effective institutional cooperation between ozone and energy authorities, strengthen technical knowledge, and equip national stakeholders with tools to align refrigerant transition strategies with energy efficiency goals. Building on Phase I’s regional workshops and pilot activities, Phase II aims to advance from knowledge-sharing to implementation by creating and deploying standardized toolkits and strengthening national, regional/international coordination mechanisms (OLACDE, IEA, etc.). The consultant will be under the direct supervision of the Latin American Region Programme Officer. Duties and Responsibilities: The consultant will work under the supervision of the UNEP OzonAction Latin America Regional Network team. As part of the Twinning Project Phase II the regional expert will undertake a series of integrated and technically focused tasks organized across two interrelated project components listed below. The tasks emphasize participatory engagement, alignment with national and regional priorities, and delivery of high-quality, regionally adapted outputs. Project Component 1 – Regional Assessment of Knowledge Gaps, Capacity Needs, Best Practices, and Coordination Mechanisms: To develop, deploy, and analyse a structured, multilingual survey that captures national and regional priorities across key thematic areas related to Kigali Amendment implementation. The findings will directly inform the development of knowledge toolkits and institutional mapping activities. Project Component 2 – Knowledge and Tools Resource Enhancement & Regionalisation: To finalize a practical and adaptable monitoring and tracking tool designed to assess national-level progress on key policies related to the Kigali Amendment and energy efficiency. The tool will support evidence-based decision-making. Qualifications/special skills
Advanced degree in environmental science, engineering, international affairs, Public Administration or related area is required. A first level degree in combination with two (2) additional years of relevant work experience may be accepted in lieu of an advanced university degree. A minimum of 7 years proven experience in the fields of Montreal Protocol implementation, energy efficiency policy, orsustainable cooling technologies in the Latin America region Is required. Is required Demonstrated experience in designing and conducting regional or national assessmentsof institutional, policy, and technical capacity, including stakeholder consultations andsurvey-based methodologies. Demonstrated experience in designing and conducting regional or national assessmentsof institutional, policy, and technical capacity, including stakeholder consultations andsurvey-based methodologies. Is required Proven track record in developing or adapting technical toolkits, policy guidance, orknowledge products for use by national authorities, of different country contexts.Is required Substantial experience in facilitating regional workshops, training programmes, ortechnical exchanges, including development of agendas, learning materials, andinteractive exercises. Is required Familiarity with Multilateral Fund (MLF) processes, decisions, and funded projects(including those under Decisions 89/6, 91/65, 94/60). Is desirable Practical experience working with or supporting regional energy efficiency organizations,technical institutions, and international initiatives (e.g., U4E, IIR, OLACDE, IEA, others). Is highly desirable Experience in developing and validating case studies, best practices, and regionalappendices for toolkits or guidance documents .Is highly desirable
Languages
Fluency in oral and written English and Spanish is required. Knowledge of another UN language is desirable.
