Job Description

Background:

NRC Sudan has extensive operations across multiple locations in Darfur and this response requires extensive support in HR, Finance and logistics to ensure we are delivering timely and quality programming. Darfur continues to be the epicenter of the displacement due to the ongoing crisis in Sudan with hundreds of thousands of families in need across all states. The ASM is an integral part of our response and provides not only support capacity but also key leadership in the Area Office. With multiple vacancies, we are recruiting a number of roles to best match our existing teams and look at expansion where we can.

What you will do:

The Area Support Manager actively contributes to the Area Office Response. The purpose of the Area Support Manager is to coordinate the support functions at a large Area Office and off-load the Area Manager on support functions. As a member of the senior management team, the Support Manager shares the responsibility to establish and maintain work systems that ensure maximum impact for people affected by the conflict.

 

The following is a brief description of the role.

Generic responsibilities:

 

  1. Line management responsibilities for directly reporting staff. This includes the

    • Performance management process; setting clear goals aligned to country strategy and priorities, and to follow up and support staff’s achievement. 

    • Responsible for key processes as workforce planning, recruitment, staff induction and development and ensure Duty of Care for own staff

  2. Member of the Area Management Group

  3. Compliance with and adherence to NRC policies, guidance and handbooks and donor/auditor requirements

  4. Provide input on operational support to the Area Plan of Action, and to coordinate and align operational support with programme plans at Area level

  5. Responsible for ensuring quality support to project implementation

  6. Facilitate Area Support Budget, area level budgets, including support cost

  7. Responsible for developing regular reports on Area level to Country Office and AM

  8. Responsible for implementation of new country specific technical SOPs, guidelines and tools in Area (HR, Logistic/ICT and Finance)

  9. Facilitate trainings for programme staff on finance, logistics and HR procedures

  10. Responsible for technical capacity building of support staff (HR, Logistic/ICT and Finance)

     

 

 

Specific responsibilities:

 

Strategic Resource Management

  • Contribute to the strategic direction of the area office for an efficient structure

  • Ensure adequate and fit-for-purpose support strategy rooted in national staff capacity development

  • Provide leadership of the Support Department and ensure all work as one team.

 

Compliance and Internal Control

  • Ensure that all rules, regulations, routines, procedures, SOPs are accessible to and known by all staff. 

  • Perform regular spot-checks on supporting documentation to identify areas of improvement in regards of quality of documentation.

  • Ensure the recommendations addresses to the Area Office Support Department are addressed and updated on regular basis.

  • Responsible for corruption mapping and mitigation practices and procedures in the programme

  • Lead on the preparation of Area Office donor, internal and external audit processes.

 

Systems and Procedures

  • Ensure that all rules, regulations, routines, procedures, SOPs are available, accessible to and known by all staff.

  • Responsible for ensuring that HR, finance, logistics and administration systems provide relevant and adequate support to the area office’s programmes throughout the whole project cycle

  • With the Area Manager, ensure that the area office’ work processes are in place, understood by all staff, and carefully followed.

  • Lead on the implementation at Area Office level of new procedures and rollout of new systems such as NRC HR Management System, UNIT4 Procurement and other systems.

  • Lead on the elaboration and regular update of the Master Support Budget at Area Office level.

  • Ensure coverage of Master Budget at all time and ensure that efficient, sustainable and flexible HR structures are in place.

 

Emergency Response 

  • Provide support to the Area Emergency response programme ensuring that support functions are working well to ensure the success of the response. 

  • Work with programme functions to ensure the reconciliation of all distributions with the reconciliation of deliverables. 

 

Other

  • When requested by the Area Manager, represent NRC externally in different fora

  • Act as Area Manager when appointed

  • Lead the evaluation of partners working with NRC 

  • Ensure efficiency and value for money for the support units in Eastern Sudan. 

  • Any other tasks as delegated by the line manager.

 

What you will bring:

Generic professional competencies for this position: 

  • Minimum 4 years in middle management position in humanitarian/recovery context

  • Previous experience working in a Finance, Logistics, HR managerial position (or at least one of them)

  • Solid knowledge of HR, finance and logistics routines in a humanitarian context

  • Previous experience from working in complex contexts

  • Fluency in English, both written and verbal 

 

Context/Specific skills, knowledge and experience:

  • Experience of remote management

  • Knowledge of the Sudan Emergency Response crisis is an asset

  • Experience of partnership is an asset

  • Previous NRC experience in a similar role is an asset

What we offer

  • Duty station: Multiple Locations in Sudan.  

  • Salary/benefits: grade 8 (either national or international contract)

  • Duration of Contract: Fixed-terms, subject to renewal depending on funding and performance  

  • Travel: 20% (for Country Office Strategic and Consultative Meetings
