    Background


    The United Nations Development Programme (UNDP), as one of the Global Environment Facility’s (GEF) implementing agencies, supports countries in the design and implementation of projects that promote environmental sustainability, climate resilience, biodiversity conservation, and sustainable development.


    In line with the monitoring and evaluation requirements of both UNDP and the Global Environment Facility (GEF), UNDP Angola is undertaking:

    • the Mid-Term Review (MTR) of the project “Promoting Sustainable Energy Access for Rural Communities in South-Eastern Angola”; and
    • the Terminal Evaluation (TE) of the project “Combating Illegal Wildlife Trade and Human Wildlife Conflict in Angola”.


    These evaluations are intended to assess project performance, implementation progress, relevance, effectiveness, efficiency, sustainability, stakeholder engagement, adaptive management, and contribution towards intended development and environmental outcomes.


    To support the implementation of both evaluations, UNDP seeks to engage a qualified National Consultant to work in close collaboration with the International Evaluation Team Leader and UNDP project teams.


    Scope of Work


    Under the supervision of UNDP Angola and in close coordination with the International Evaluation Team Leader, the National Consultant will support the implementation of both the Mid-Term Review (MTR) and the Terminal Evaluation (TE).


    The assignment will include, but not be limited to:

    • Review of project documents, monitoring frameworks, annual reports, workplans, financial reports, and relevant national policies;
    • Support to the preparation of Evaluation Inception Reports, methodologies, stakeholder mapping, and workplans;
    • Coordination and facilitation of stakeholder consultations, interviews, and engagement meetings;
    • Support in organizing and participating in field missions;
    • Collection, analysis, validation, and triangulation of qualitative and quantitative information;
    • Provision of contextual analysis regarding institutional frameworks, stakeholder dynamics, and project implementation in Angola;
    • Contributions to draft evaluation reports, presentations, and validation processes;
    • Documentation of consultations, field observations, and evaluation findings;
    • Identification of lessons learned, challenges, good practices, and recommendations for future programming.


    Objective


    The objective of this consultancy is to support the International Evaluation Team in conducting independent, credible, participatory, and evidence-based evaluations of UNDP-supported GEF projects in Angola, in accordance with UNDP and GEF evaluation standards and methodologies.


    The consultancy will contribute to strengthening accountability, adaptive management, learning, and strategic decision-making for future environmental and sustainable development programming.


    Period of assignment/services


    45 working days over a period of approximately 2–3 months, with the expected commencement immediately after contract signature.


    The consultant will be based in Angola, with expected field missions to Cabinda, Malanje (Luando), and Moxico provinces, as required.
