Background
The East Asian Biosphere Reserve Network (EABRN) was established in 1995 as one of UNESCO’s first regional Man and Biosphere (MAB) networks. It brings together seven Member States (the People's Republic of China, Democratic People's Republic of Korea,Japan, Mongolia, Republic of Korea, Russian Federation, Kazakhstan), currently encompassing over 100 UNESCO-designated Biosphere Reserves.
The last decade (2016–2025) corresponds to the implementation of the Lima Action Plan and leads up to the adoption of the Hangzhou Strategic Action Plan (2026–2035) at the 5th World Congress of Biosphere Reserves (September 2025). In the last ten years, EABRN held 16 Steering Committee Meetings, organized eight regional training workshops and two webinars, undertook activities supporting youth empowerment and strengthened transboundary cooperation, consolidating outcomes into knowledge products, such as atlases, eco-tourism guidelines and produced a 30th Anniversary booklet.
Two past evaluations were conducted: one in 1999 (covering the first phase of EABRN’s establishment, 1994–1998), focusing on governance, communication, and priority themes; and another in 2015, which assessed progress during 1999–2015. The 5th World Congress of Biosphere Reserves passed a resolution to call for an evaluation with the objective to stock of achievements, challenges, and lessons learned in the 2016–2025 period, and provide evidence-based recommendations for the next phase (2026–2035)., following the OECD DAC Criteria, reviewing EABRN’s work based on its overall Efficiency, Effectiveness, Coherence, Relevance, Sustainability and Impact while taking cross cutting factors like the human rights, Leave no one behind and environment into consideration.
