Meeting Targets and Maintaining Epidemic Control (EpiC) is an eight-year (2019–2027) global health initiative project funded by the United States Government (USG). EpiC has a global presence and extensive breadth and depth of technical experience. In FY26, EpiC’s scope in Jamaica will focus on strengthening global health security (GHS) capacity and systems, which may include strengthening outbreak preparedness and response systems, disease surveillance, infection prevention and control, zoonotic diseases, laboratory systems, biosafety and biosecurity, risk communication and community engagement, and health emergency management.
Job Summary:
FHI 360 is recruiting a Finance and Operations Manager located in Kingston, Jamaica, to support the EpiC project. S/he will manage, prepare, administer and direct the control of the budget and manage the activities of the finance and operations staff and oversee all financial, administrative, and HR activities. Review and approve recommendations for financial planning and control, providing relevant fiscal information to executive or senior management team. Assist with development and management of internal financial audits. May develop formal reporting system to communicate results of audit activities to management and regulatory compliance agencies. Provide leadership and technical guidance for compliance with Generally Accepted Accounting Procedures (GAAP). Knowledge of Cost Accounting Standards (CAS) and Federal Acquisition Regulations (FAR) may also be required. Drive process efficiency in operations, facilitate recruitment, and ensuring compliance with labor laws and local regulations. Experience in comprehensive management of business support and compliance functions in organizations funded via government, contracts and grants, foundation, and commercial sources. Select, develop and evaluate personnel to ensure the efficient operation of the function.
The Finance and Operations Manager will be accountable for ensuring financial monitoring and compliance for EpiC Jamaica and its subawards and will provide financial capacity development and support to sub-recipients to strengthen their financial management systems and ensure compliance. The position will provide supervision, guidance, and monitoring to the Finance, Operations and Administration Officer and Accountant. S/he will also lead or supervise other staff in the efficient management, operation and maintenance of an effective financial management system for EpiC Jamaica and the grant portfolio.
Accountabilities:
Leadership and Strategic Financial Oversight
- Provide leadership in financial and operational management, ensuring that resources are effectively aligned with program goals and donor requirements.
- Advise the Project Director and senior leadership team on strategic resource allocation, financial sustainability, and operational efficiency.
Financial Planning, Management, and Compliance
- Lead the development, execution, and monitoring of annual budgets, forecasts, pipelines, and expenditure analyses.
- Ensure rigorous compliance with FHI 360 policies, U.S. Government regulations (including 2 CFR 200), and the legal and fiscal requirements of Jamaica.
- Accountable with the support of accountant for timely submission of end-of-month reports to the Hub.
- Oversee internal and external audits, ensuring that findings are addressed promptly and that robust internal controls safeguard project assets and funds.
People and Culture Management
- Oversee third-party payroll advisory services vendor; tasks include end-to-end payroll processing, including tax compliance and benefits administration.
- Together with HQ P&C support, lead the talent acquisition process, including job postings, interviewing, and facilitating the onboarding of new hires.
- Implement and maintain systems for employee evaluations, goal setting, and development planning following FHI 360 requirements.
- Manage implementation of company policies, handbooks, and compliance with labor laws, while fostering a positive work culture.
- Identify staff training needs, manage employee retention strategies, and oversee wellness programs.
Operational Excellence
- Manage procurement, logistics, IT, administration, and general services, ensuring operational systems are efficient, transparent, and responsive to program needs.
- Design and implement operational procedures that improve cost-effectiveness, accountability, and workflows.
Subaward and Partner Management
- Oversee financial and operational aspects of subawards, including onboarding, monitoring, compliance, reporting, and close-out.
- Provide tailored technical assistance and capacity building to local partners with the support of the Accountant and Project Manager to strengthen financial systems and long-term sustainability.
Reporting and Stakeholder Engagement
- Ensure timely, accurate, and high-quality financial and operational reporting to donors, headquarters, and government counterparts.
- Represent the project in meetings with donors, auditors, partners, and government authorities on finance, operations, and compliance issues.
- Oversee the quality and timeliness of subawardee financial report (SFR) reviews conducted by Accountant/Project Manager, ensuring timely resolution of findings among project Accountant and sub-awardee financial and leadership staff to maintain subaward financial and program reviews on schedule and free of backlogs.
Team Leadership and Capacity Strengthening
- Supervise, mentor, and develop finance, operations, procurement, and administrative teams to build strong leadership and management pipelines.
- Foster a culture of accountability, transparency, and continuous improvement within all operational functions.
- Demonstrate effective communication skills to build trust, encourage teamwork, promote problem-solving, and foster an inclusive and productive work culture.
Risk Management and Continuous Improvement
- Develop tools and support systems to support data-driven decision-making and proactive risk management.
- Anticipate challenges and recommend innovative solutions to strengthen compliance, financial integrity, and operational performance.
- Serve as EpiC Jamaica’s Data Protection Officer.
- Maintain confidentiality of financial information and strategies which if disclosed, might have significant internal and / or external effect.

- Comprehensive knowledge of concepts, practices, and procedures with accounting, financial controls and financial information systems.
- Knowledge of subaward management under USG funding.

- Is well-versed in local laws and regulations as well as USG financial principles that have impact on financial analysis and management controls.
- Have familiarity with Sarbanes-Oxley (SOX) and experience with automated financial reporting, government accounting practices, Cost Accounting Standards (CAS), and Federal Acquisition Regulations (FAR) systems.
- Sound knowledge and past experience with Generally Accepted Accounting Principles (GAAP) practices and reporting guidelines.
- Must have excellent organizational, supervisory, leadership and managerial skills.
- Ability to provide strategic leadership and advice to team, exchange information and collaborate with colleagues and peers within and outside the organization.

Education:
- Bachelor's Degree or its International Equivalent. Master’s Degree preferred.
Experience:
- Minimum of 5-8 years related work experience, including 3 years in management and 3 years working at the corporate or organization level.
- Past experience managing a financial analysis department is required.
- Must be able to read, write and speak fluent English.
- Experience working with an international non-governmental organization (INGO).

Travel Requirements:
The expected hiring salary range for this role is JMD 5,000,000 - 7,500,000 annually for basic salary. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, market pay, and budget.
