About IRRI
The International Rice Research Institute (IRRI) is dedicated to reducing poverty and hunger through rice science; improving the health and welfare of rice farmers and consumers; and protecting the rice-growing environment for future generations. IRRI is an independent, nonprofit, research and educational institute, founded in 1960 by the Ford and Rockefeller foundations with support from the Philippine government. The institute, headquartered in Los Baños, Philippines, has offices in 17 rice-growing countries in Asia and Africa, and over 1,000 staff.

Working with in-country partners, IRRI develops advanced rice varieties that yield more grain and better withstand pests and disease as well as flooding, drought, and other harmful effects of climate change.
Job Purpose

The Human Resources Compensation and Benefits unit is responsible for administering, researching and maintaining the IRRI pay and benefits system. The unit is also responsible for developing and implementing robust fit for purpose compensation and benefits packages and programs.

The post holder is part of a small unit of compensation and benefits staff. They are expected to proactively formulate partnerships across the HR & OD team to deliver added value accompaniment and support to managers and staff with the aim to facilitate and enable delivery of IRRI’s business objectives.

Reporting to HR Business Partner, Compensation and Benefits, the HR Advisor will:
• Take the lead role in managing and maintaining the HR Masterfile and Dashboard
• Proactively provide administration and support services in the implementation, monitoring and coordination of compensation and benefits for all staff.
• Act on and respond to issues related to compensation and benefits.
• Independently generate and analyze data and reports and provide appropriate recommendations.
• Take primary responsibility for maintaining and updating staff records.
• Support the implementation and administration of relevant HR policies and procedures on compensation and benefits

This position will be based at the IRRI Headquarters, Los Baños, Philippines and may only be filled by permanent citizens of the Philippines.

Roles and Responsibilities
  • Lead the management and maintenance of the entire HR Masterfile and Dashboard
  • Administer staff compensation and benefits according to the HR policies and procedures
  • Monitor and update staff members' data records in the system and ensure the accuracy of data at all times
  • Facilitate the off-boarding procedures for exiting NRS HQ and CO staff
  • Recognize and identify issues and provide possible solutions to issues raised by stakeholders
  • Process and check the accuracy of NRS HQ government-related benefits (SSS, PhilHealth, and Pag-Ibig)
  • Liaise with Finance on payroll processing, medical reimbursement of NRS at the HQ, and personnel costs for the HR Masterfile
  • Collaborate with MIS on the data content of the HR Dashboard and matters related to the ERP
  • Answer inquiries related to NRS HQ and CO benefit issues to provide support, clarifications, and recommend possible solutions
  • Process payment requests from internal and external clients in a timely manner
  • Respond to and act on inquiries regarding compensation, benefits and operations (e.g. boarding to exit)
  • Clarify issues related to policies, procedures, precedents and current practices related to compensation and benefits
  • Provide improvement suggestions to supervisors and other stakeholders on processes, systems and procedures.
Qualifications
  • Bachelor’s Degree in Human Resource Management, Personnel Management, Industrial Relations or related field
  • Minimum of 3 years relevant work experience
Skills Required

Mandatory

  • Has experience in compensation and benefits administration
  • Has experience in data administration and data management systems
  • Has strong organizational and planning skills
  • Able to communicate well in writing & verbally
  • Able to multitask and handle conflicting priorities
  • Able to work independently and show initiative

Preferred

  • Has at least 1 year of relevant experience in an international work environment
