The Position:

The Planning, M&E Associate, based in Manila, Philippines, will provide technical inputs to the Country Office in planning, monitoring progress, facilitating results-based reporting contributing to knowledge management, promoting the use of the results information for programme and management adaptations, and ensuring high quality evaluation processes across development and humanitarian contexts. 

The Associate will report directly to the Planning, Monitoring and Evaluation Specialist.

Job Purpose:

Under the direct supervision of the Planning, Monitoring and Evaluation Specialist and in close coordination with the Sub-Office in Cotabato and Country Office teams, the Associate will contribute to results-based management, including effective results planning, monitoring, reporting, knowledge management and evaluation to advance the implementation of the UNFPA 9th CPD in alignment with Government priorities across both development and humanitarian contexts. S/he will provide daily technical support to the CO.

You would be responsible for: 

A. Results planning

Provide technical inputs to the country programme formulation to ensure results are properly defined

  • Support the design of proposals, including theories of change and results frameworks, for the country programme
  • Contribute to the development of quality and robust M&E frameworks to guide monitoring, reporting, and performance management during programme implementation
  • Ensure the development of annual and multi-year results plans for the country  programme
  • Support the development and quality assurance of implementing and strategic partner workplans to operationalize results
  • Prepare  field monitoring plans and quality assurance processes
  • Ensure  the use of evaluation results for evidence-based planning
  • Support the formulation of United Nations Sustainable Development Cooperation Framework joint work plans

B. Monitoring

Provide technical inputs to the monitoring and tracking of results against 9th CPD targets and the UNFPA Strategic Plan

  • Contribute with technical inputs to mid-and-annual reviews of the country  programme
  • Ensure the monitoring of work plan implementation in collaboration with programme staff
  • Conduct field monitoring, including collecting and analyzing data and evidence and promoting use of monitoring visits recommendations
  • Coordinate the integration of humanitarian response indicators into 9CP monitoring tools and processes
  • Conduct Post-Distribution Monitoring (PDM) surveys, including tool development, data collection supervision, analysis, and reporting, to assess the relevance, timeliness, quality, and utilization of support provided during humanitarian emergencies
  • Provide technical advice for implementing adaptive and innovative monitoring practices such as remote monitoring, real time monitoring, etc.
  • Active participation and provide relevant technical inputs for joint united nations joint results groups and other joint monitoring mechanisms
  • Contribute to the implementation of the assurance plans including the spot checks for Implementing Partners

C. Results reporting and communication

Facilitate the reporting of  the country programme results to internal and external audiences

  • Analyze and interpret quantitative and qualitative data and information for the country programme and produce analytical reports to inform reporting and decision making
  • Ensure and drive the development of high quality and timely country programme, humanitarian response and donor reports
  • Ensure  quality assurance of implementing partner quarterly and annual reports
  • Provide results and generate data for producing external reports such as United Nations Sustainable Development Cooperation Framework 
  • Prepare communication of results (briefs, newsletters, stories, etc.) for both internal and external dissemination in close collaboration with communication staff
  • Develop visual and narrative presentation of results through infographics, dashboards, and story maps

D. Evaluation

Provide technical support in the implementation of the UNFPA Evaluation Policy in the Country Office

  • Contribute to the development, implementation and monitoring of the costed evaluation plan in the country office, including an annual update and regular monitoring of implementation of planned evaluations
  • Provide technical advice in the evaluation processes, including reviewing deliverables to ensure they meet UNFPA Evaluation Quality Standards
  • Ensure the use of evaluation findings and recommendations in programme management and organizational decision-making 
  • Coordinate      the monitoring of evaluation management response implementation
  • Assist efforts to enhance UNFPA internal and national evaluation capacity development 

E. Knowledge and Information Management

Contribute to knowledge and information management and maintaining a culture of results

  • Provide technical guidance and capacity development support to staff and implementing partners on strengthening capacity development on results-based management 
  • Promote interventions for utilizing results and demonstrate adaptive management 
  • Coordinate knowledge management and learning activities including documentation of good practices, lessons learned and innovations across field offices, implementing partners, and the Country Office
  • Develop and manage databases, dashboards, and visualization tools to consolidate and communicate data
  • Maintain data repositories for SRHR, GBV, A&Y and PD interventions across the country programme
  • Conduct baselines, assessments, and after-action reviews to generate evidence for programme design, improvement and learning
  • Maintain updated the UNFPA’s internal information systems and ensure data consistency with inter-agency reporting mechanisms (e.g., UN INFO, 5Ws, and UNSDCF).
  • Coordinate with government counterparts and UN partners to harmonize M&E approaches in the HDP context.
  • Participate in inter-agency coordination meetings related to M&E, IM, and knowledge sharing in humanitarian and development response, including as a member in UNFPA M&E net

Carry out any other duties as may be required by UNFPA leadership. 

Qualifications and Experience 

Education:  

Completed Secondary Level Education required; A university degree at bachelor’s level or higher in statistics, development studies, economics, public health, population studies, demography and/or any other related social science discipline is desirable. 

Knowledge and Experience: 

  • Minimum of 7 years of progressively responsible experience results-based management, including planning, monitoring, reporting, evaluation, information management, or knowledge management within development and/or humanitarian contexts is required
  • Experience in results-based management, including data and information management, for complex programmes (SRHR, GBV, A&Y, population dynamics, humanitarian) is required
  • Experience supporting the management of evaluation processes is required
  • Experience supporting programme monitoring and evaluation in humanitarian contexts and familiarity with the humanitarian-development-peacebuilding nexus is desirable
  • Good computer skills, experience in data visualization and the use of analytical software (e.g., Power BI) are required
  • Ability to provide M&E technical support to the programme team and implementing partners is required
  • Ability to synthesize programme performance data and produce analytical reports is required
  • Field experience and familiarity with UN humanitarian and development programmes is an asset
  • Ability to synthesize programme performance data and produce analytical reports 
  • Good analytical and report writing skills are required
  • Demonstrated use of Artificial Intelligence tools is an asset
  • Strong teamwork attributes

Languages: 

Fluency in English and Filipino is required.

Knowledge of local language in UNFPA target regions and provinces is an asset.
